About Project:
The Building Community Resilience for Protection of Refugees and Host community Children and Adolescents in West Nile Project, aims to contribute to building protective environments for refugees within refugee settlements and host communities to ensure children and adolescents affected by the crisis thrive and feel safe from all forms of violence, including SGBV, and, have access to appropriate age and gender responsive protective services. It is a 24 month emergency response project funded by the Ministry for Development Cooperation Belgium through Plan International Belgium National Office (BNO). It will be implemented in West Nile covering: Rhino Camp in Madi-Okollo and Arua and Bidibidi Refugee settlement in Yumbe and host communities where these settlements are located.

Job Summary:  The Case Worker reports to the Project Officer - Child Protection BNO – BCRP Project. He/she assists the Project Officer, CPiE Coordinator and the Project Manager in facilitating effective implementation of BNO -BCRP Project activities to ensure project results are delivered in time and  line with project proposal, PIU West Nile emergency response strategy as well as Direction générale de la Coopération au Développement – DGD requirements.

Key Duties and Responsibilities:  
·        Building protective environments for refugee and host communities in which children and adolescents affected by the crisis thrive, safe from all forms of violence, including SGBV as well as have access to appropriate age, gender responsive and  protective case management services.
·        Ensure UASC and other most vulnerable children and adolescents at risk have access to protection services that provide age and gender responsive support at family, community and institutional level
·        Ensure most vulnerable children and adolescent girls have access to safe, quality and inclusive primary and secondary education
·        Working in Close consultation and with supervision from the Child protection officer, the Case Worker performs the following roles to implement the case management component of this project:
·        Identify vulnerable at-risk children and young people in the settlement and host communities
·        Conduct Best Interest Assessment (BIA) and identify the needs of identified at-risk children/young people
·        Based on the BIA, make a case plan to support the identified at-risk children/young people
·        Conduct home-visits on a daily basis for the identified at-risk children/young people and understand their changing needs. Based on the needs, revise the case plan
·        Identify what non-food items are necessary to be provided with the identified at-risk children/young people
·        Refer the identified at-risk children/young people to other organization which has capacity to provide services which Plan doesn’t have.
·        Write a case report for the identified at-risk children/young people for proper data management
·        Work closely with Child Protection Officer to make sure the child data base is up to date every week
·        Participate in Procurementpanels as appropriate.
·        Participate in case management conferences with supervisor.
·        Coordinate community sensitization on case management services in the settlement and host community
·        Work with community-based leaders (refugee welfare committees, Child Protection Committees (CPCs), block leaders) and host community CPCs, to receive referral on at-risk children and young people
·        Other Duties:
·        Support activities at Child Friendly Spaces and other activities under CP sectors for the project
·        Provide feedback on written documents and the design of future programming.
·        Participate in CP sub-sector working group meetings as appropriate and other community meetings – primarily the monthly Case Management Meeting.
·        Provide support to other Plan International Uganda sectors (ex: Education, WASH, etc.) and to all monitoring and evaluation activities as necessary.
·        Liaise with implementing partners and government stakeholders (ex: DRC, LWF, Uganda Red Cross Society, UNHCR, UNICEF and Office of the Prime Minister) at the community level to identify, Unaccompanied Minors (UAMs) and Separated Children (SC) for family tracing, alternative care and additional support.
·        When appropriate, participate in CP sub-sector working group meetings
·        Participate in community meetings.
·        Any other duty delegated by your supervisor.


Qualifications, Skills and Experience:
·        The applicant for the Plan International Case Management Worker - BNO Project job must hold a Bachelor’s degree in Social works, Counselling, Psychology, or relevant discipline.
·        Previous work experience in community development, implementing case work with an INGO in west Nile emergency program (preferably in child protection).
·        Experience in facilitating community meetings.
·        Minimum 2 years of professional humanitarian experience (past experience working with refugee communities a plus).
·        Excellent writing, facilitation, and organizational skills.
·        Excellent command of the English language and another local language (ex: Madi, Lugbara, Arabic, etc.).
·        Strong drive for results and ensuring timely delivery of quality products.
·        Experience managing child protection and gender-based violence cases in a sensitive and child friendly manner.
·        Excellent community mobilization skills.
·        Ability to work individually and within a team with limited supervision. A self-starter.
·        Good analytical, problem solving and project planning skills.
·        Computer knowledge - Microsoft Word, Excel, Outlook, Power Point

Desirable
·        Strong skills in monitoring, evaluation, research and conducting participatory, community-led assessments. Experience working with case files and databases and providing regular documentation.
·        Able to communicate clearly and strategically with internal and external stakeholders as a representative of Plan. This includes effective negotiation and representation skills.
·        Strong capacity building/training/coaching/mentoring skills with communities and internal and external staff.
·        Able to ride a motorcycle and possesses a driver’s license.

Key Duties and Responsibilities: 
·       Ensure compliance with legal, fiscal, labour, accounting and tax national framework;
·       Submit financial and accounting reports complying with the guidelines and deadlines in accordance with the regulations of Ayuda en Acción and donors;
·       Ensure that funds are properly deployed in accordance with the internal rules of Ayuda en Acción and donors for success of intended programmes and projects;
·       Prepare the budget plan for future proposals, in coordination with Headquarters in Spain and National Office, monitor financial accountability, analyzing deviations in the performances of the different budgetary items in order to contribute to the organization’s objectives;
·       Carry out field visits in the framework of the projects implemented through our Implementing Partners (Ips); monitoring and ensuring compliance with the signed funding agreements;

About the Project:
The project will be implemented in Rhinocamp Settlement located in the West-Nile Region of Uganda, bordering South Sudan. Rhinocamp is home to 120,108 mostly South Sudanese refugees (30,337 households). The vast majority (82%) are women and children. The objective of the project is improved food security among smallholder farmers, in particular women, in refugee and host communities during the COVID-19 pandemic in Rhinocamp Settlement. Working together with agro-agents and strengthening the local agro-agent network will improve the supply of certified seeds and other agricultural inputs to and from the settlement. Agro-dealers/seed suppliers outside the settlements will use the agro-agents to ease distribution of seeds to the farmers. 1,300 (70% female) smallholder farmers will receive a cash transfer via mobile money or a one-time voucher to procure seed varieties via an established agro-agent network using agro-input dealers. In addition, Mercy Corps will work with our local partner CTEN, a refugee-led organization with experience in awareness campaigns and peacebuilding and with the capacity to effectively reach the most vulnerable populations in the settlements. COVID-19 awareness campaigns will reduce the spread of misinformation about the virus and combat the stigmatization of those affected/suspected to be affected. They will lead to a better understanding of measures to be taken to prevent contagion of the virus and greater social cohesion. The engagement of women’s groups will increase their experience in leadership and facilitation.

Job Summary:  The MEL assistant will support all MEL related activities in Rhinocamp. The position will be based in Rhinocamp close the field of operation. The MEL assistant makes sure that the program assures program quality, accountability, documentation and learning. The MEL assistant will be responsible for supporting the supervisor to oversee the monitoring and data collection of a project, lead regular and annual field-based household and group interviews, analyze data to provide insights to the program team, and contribute to report writing. S/he will ensure that performance monitoring and results reporting tools and processes across the entire program are in place, effectively implemented.

Key Duties and Responsibilities: 
 Essential functions
·       Under guidance of Senior MEL officer participate in all MEL monitoring and evaluation activities included market assessment, price monitoring and baseline/endline data gathering needs.
·       Support the development of all MEL tools
·       Support in setting up a Community Accountability and Response Mechanism (CARM) within the community.
·       Support the supervisor in coordinating and leading components of the baseline and final evaluation.
·       Support development of the logframe, theory of change and indicator plan
·       Perform spot checks on the program activities, identify learnings to improve on program implementation.
·       Support data collection activities including post-training monitoring and post distribution monitoring. Continuous improvement of activities will be expected based on this information.
·       Prepare and submit weekly, monthly, and quarterly reports that will be indicative of program progress during implementation. Respond to queries if and when necessary.
·       Ensure adherence to program management minimum standards in carrying out his/her duties, advising and supporting other staff in the same as required.
·       If necessary support the MEL team in other projects in West-Nile if required.
·       Support in maintaining a proper filing system with activity reports, attendance lists and pictures.

NOT MY CRISIS, BUT MY BODY & MY LIFE project aims to improve protection, reproductive health and knowledge and resilience of vulnerable boys and girls in South Sudanese Refugee settlements through the provision of Child Protection and Sexual and Reproductive Health (SRH) services and Cash Voucher Assistance (CVA). It is a 24 months emergency response project funded by German Federal Foreign Office (GFFO) to be implemented in Adjumani Refugee settlements West Nile, covering Maaji 1-3, Boroli, Pagirinya, Ayilo 1-2, Nymanzi and four host communities where these settlements are located.

Job Summary:   The Project Manager - GFFO NOT MY CRISIS BUT MY BODY & MY LIFE  is directly responsible for the management of GFFO - NOT MY CRISIS Project, and accountable for project results delivered in line with project proposal, PIU West Nile emergency response strategy and GFFO requirements.

He/she is responsible for overall coordination and management of all programmatic and financial aspects of the project in accordance with the proposal. He/she is accountable for all project deliverables in relation to key project impact, outcomes, outputs, effective budget utilisation and project performance. He/she will propose modifications to plans as necessary, and may contribute to development of additional donor proposals
