The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. Key Duties and Responsibilities: 
  • Plans, directs and coordinates project activities ensuring that goals and objectives are accomplished within a prescribed timeframe, funding parameters, project aims and components and UNHCR rules and standards;
  • Provides technical and managerial oversight, problem solving, and coordinating activities with stakeholders to ensure continuity of operation and efficient performance of project personnel;
  • Responsible for the whole project cycle management from initiation to project closure including internal and external coordination, advocacy, information management, operational and financial oversight;
  • Oversight of the management of tendering, contract preparation, preparation of detailed analysis of submitted bids, together with controlling the budget of the project;
  • Prepares technical, financial, progress and any such reports and information as may be required by UNHCR and the donor. Particularly detailed time schedule, cost and financing schedule, financial forecast, etc.;
  • Liaise with other UN agencies, NGOs government bodies, etc. to ensure meeting full coordination, oversight and accountability requirements for the implementation of the project activities;
  • Coordinates with other UNHCR units and offices (Sub-Offices, Field Offices, Protection, Education, Health, Programme, Project Control, Finance, Supply, Technical, External Relations, Risk Management, etc. as may be required); - Prepares and implements risk management plan;
  • Prepares and implements communication and visibility plan;
  • Prepares and implements procurement plan in full coordination with Supply Unit and Sub-Offices;
  • Supervises the works on site ensuring full compliance with the terms and conditions of the contract;
  • Ensures safety measures are adopted during the implementation of the project

Key Performance Indicators:
  • Detailed work plan for the project need to be prepared at the onset of assignment and report on progress on bi-weekly basis submitted to supervisor. Work plan is updated as may be necessary.
  • Delays, obstacles, challenges, etc. facing the smooth running of the project activities need to be identified on the onset of the appointment and correction measures taken and reported to supervisor on monthly basis.
  • Project financial tracking and progress are reported to supervisor on monthly basis.


Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UNHCR Project Manager/Coordinator job placement should possess an Undergraduate degree (equivalent of a BA/BS) in Civil Engineering or related field.
  • At least five years of experience in job functions of which minimum three years in project management and or coordination capacities
  • Experience in coordinating and interacting with various counterparts in a demanding, results-oriented environment while working within tight time constraints to meet deadlines with high quality work.
  • Excellent written and spoken English, including drafting and editing skills.

Job Summary:  The Internal Risk Management Group Coordinator will coordinate Internal Risk Management initiatives by the INGO IRMG, including facilitating assessments, development of guidelines, facilitating training, and coordinating internal and external communications for the group, including advocacy.

Key Duties and Responsibilities: 
  • Facilitate monthly meetings of the IRMG, and support information gathering and analysis to support effective discussions during these meetings. 
  • Coordinate assessment of risk management and accountability practices among INGOs working in Uganda. The objective of the assessment will be to map out and analyze current NGO accountability standards and approaches to risk management and mitigation in Uganda, and identify gaps, synergies and points of commonality – including the most frequent patterns of fraud and misconduct in Uganda, with practical recommendations for how to address them;
  • Based on the results of assessment, support preparation of guidelines for risk management and accountability for INGOs in Uganda;
  • Facilitate awareness raising sessions and training to increase INGO capacity to prevent, mitigate and respond to risks. This will include curriculum development taking into account the needs and priorities of INGOs of varying sizes.
  • Coordination of data collection to contribute to the discussion led by donors on “the costs of doing business” to have effective systems in place and an estimation of what the “return on investment” will be for INGOs and donors;
  • Support advocacy by the group to a wide range of donors and UN agencies;
  • Support active engagement with the UNHCR led Steering Committee on Refugee Feedback, Referral and Resolution Mechanism (FRRM) and the common system that UNHCR plans to pilot in a number of settlements.
  • Coordinate communication between the IRMG and donors, the Ugandan Government and other stakeholders.
  • Coordinate establishment and support to subgroups of IRMG member staff on specific topics, identified in the risk assessment, during the workshops or in other IRMG learning and sharing forums.
  • Conduct overall administrative management of the initiative including work planning, budget management and reporting to donors.


Qualifications, Skills and Experience: 
  • The applicant must hold a B.Sc. or MA university degree in human resources, business administration, finance, accounting or a related business field is required (A certification in the field will be an advantage, e.g. CPA, CIA).
  • Five years of related work experience with a business or not-for-profit organization;
  • Strong background in compliance, safeguarding and internal controls; experience in auditing or investigating wrongful conduct preferred.
  • Thorough understanding of aid accountability, codes of conduct, and principles around protection and safeguarding.
  • Ability to work with various administrative and program levels in the organization;
  • Strong organizational and research skills with  a broad understanding of various program sectors and activities;
  • Extensive knowledge of compliance and safeguarding donor rules, regulations including USAID, ECHO, DFID, UN, etc.
  • Strong inter-personal skills, diplomacy, tact and ability to achieve results collaboratively with individuals not under supervisory control.

Job Summary:  The Driver will oversee the provision of reliable, secure driving services and proper use and maintenance of office vehicles.

Key Duties and Responsibilities: 
  • Drive IntraHealth vehicles/authorized passengers to specified destinations as approved by the supervisor in line with IntraHealth’s Use & Management Policy.
  • Physical inspection/check of vehicle status/condition e.g. engine oil, water, nuts, battery water, license, Insurance, brakes, tyre pressure etc prior to any journey and carry out regular vehicle repairs e.g. correcting hard start, tightening bolts and nuts , etc in line with policy.
  • Monitor the security of vehicle, authorized passengers and luggage in line with the vehicle policy.
  • In consultation with the Supervisor, address non-scheduled travel needs for staff
  • On a daily basis ensure vehicle log sheets are duly completed and signed off by the travelers and monthly summaries are submitted to the Logistic Officer
  • Provide administration support to the Logistic officer relating to Office vehicles management
  • Ensure strict adherence to the rules and regulations provided for in the Vehicle management policy manual, Report all major and minor damages and accidents on the vehicle at hand to the supervisor using relevant documentation/forms in accordance to IntraHealth Vehicle Use & Management Policy
  • Ensure that motor vehicle files are up to date and comprehensive with all the information required
  • With support from supervisor, ensure that vehicle maintenance spreadsheet is  monitored regularly to provide clear records on vehicle usage whenever needed.
  • Ensure fuel replenishment summary is done in a timely manner and accurate records maintained.
  • Ensures that the monthly reports on vehicle mileage, fuel consumption with allocation per tracking code, repairs and maintenance are in order for submission to Logistics officer for approval.
  • Maintains and records the vehicle movements in the provided/stipulated vehicle log sheet/records on a timely basis prior and after completion of each trip, and ensures necessary reviews and approvals are made on a timely basis.


Qualifications, Skills and Experience: 
  • The ideal candidate for the IntraHealth Driver placement must hold an A’ level (UACE) or equivalent field.
  • A certificate in motor vehicle mechanics
  • Five years of working experience in similar field preferably with an International NGO
  • Must possess a valid Ugandan Driving License, at least DL, coupled with a clean driving record
  • Training in defensive driving an added advantage.
  • Ability to handle multiple tasks simultaneously with prioritization and able to drive long distance and for long hours.
  • Basic computer skills in Ms Word and use of Internet
  • Good oral and written communication skills in English Language

Job Summary:  The Supply Associate (Procurement) supports procurement activities within Headquarters. The incumbent may supervise general service staff in the office, and reports to the (Associate/Assistant) Supply Officer. Key Duties and Responsibilities: 
  • Conduct spend analyses using historical spend data to identify trends that can be used to plan procurement activities and Frame Agreements.
  • Quickly respond to field requests for information and advice and coordinate responses from a range of HQ units to provide a clear, consistent and timely response to the field.
  • Analyse matters relating to procurement activities, and deliver information on all procurement activities within area of responsibility.

Job Summary:  The Data Clerk will support data collection and reporting activities to ensure the quality and accountability of the programs implemented by Action Against Hunger.

Key Duties and Responsibilities: 
Support data collection and Enter Data
·         Prepare source data for computer entry by compiling and sorting information; establishing entry priorities.
·         On a daily basis enter nutritional data and beneficiary lists in to the data bases
·         Verify data by reviewing, correcting, deleting, or reentering data; combining data from multiple sources when needed; purging files to eliminate duplication of data.
·         Enter new and updated information in a timely manner, in alignment with the schedules and keep immediate supervisor informed of progress
·         Occasionally required to participate in data collection and report outcomes to immediate supervisor
·         Attend all data related trainings and participate in research activities including providing support to research teams as required
Analyze Data
·         Process and validate source documents by reviewing data for completeness and accuracy; resolving inconsistencies by using standard procedures or returning incomplete documents to the program team and M&E Officer.
·         Derive elaborative statistical tables especially using excel pivot, excel analyzer, Access, ENA/NACs
·         Produce word format report on results when needed
·         Test new system changes and upgrades by inputting new data and reviewing output.
·         Produce weekly trend analysis of project progress
File Data
·         Secure information by completing data base backups in one central location with the M&E Officer.
·         File and archive questionnaire in hard/paper copy and computer electronic copy of data collected
·         Code beneficiary names and lists appropriately
·         Keep minutes of the program meetings and regular reports
·         Classify base files for onward submission for archives
Reporting and Documentation
·         Transmit electronic data to the M&E Officer
·         Submit monthly report to supervisor in a timely manner
·         Uphold quality checks at all times to eliminate errors in data captured and shared
·         Maintain confidentiality of all data in his custody.
·         Focus attention to detail and pose queries to / inform field teams of areas that need improvement for immediate correction.


Qualifications, Skills and Experience: 
·         The ideal candidate for the Action Against Hunger (ACF) Data Clerk job must hold a Diploma in statistics, Information Technology, Computer Science, and Secretarial Studies, Records Management or related disciplines.
·         One year of experience in supporting research, data collection, data entry or nutrition project implementation in a busy organizational setting.
·         You are proficient in relevant computer applications, particularly MS Word, MS Excel and Access. Proficiency in NACs/ ENA, a strong advantage;
·         You have strong computer-related skills, including typing, scanning, e-mailing, file uploading, file management;
·         You have ability and Willingness to ride motorbikes
·         You have excellent spoken and written communication skills in English.
·         You pay attention to detail; flexibility and team work
·         You are extremely organized and can work independently.
·         You have ability to meet strict deadlines with strong ability to keep confidentiality of organization information
