Job Summary:   The Accountability, Monitoring and Evaluation Assistant will support the project in systematic data collection through routine monitoring of field level project activities on a timely manner to aid evident reporting, to ensure quality programming and accountability within the framework of World Vision and donor standards and guidelines at settlement levels.

Key Duties and Responsibilities: 
  • Perform Routine monitoring of field activities (data collection, processing and entry) and assist in both quantitative and qualitative analysis & preparation of draft M&E reports that will allow for an enhanced output analysis.
  • Prepare monthly and Quarterly activity progress report and submit to the Monitoring and Evaluation Officer.
  • Mobilize and sensitize community about beneficiaries’ eligibility, date, time and location of distribution.
  • Take lead in conducting all programme assessments and price monitoring to assess the project outcomes and provide actionable recommendations to improve the program.
  • Organize and conduct end of cycle review meetings with community structures and beneficiaries.
  • Provide overall guidance and support during field implementation of project activities
  • Document human interest and success stories to facilitate qualitative outcomes of the intervention on the beneficiaries including best practices and lessons learnt.
  • Participate in the setup of a Robust Community Help Desk as a forum to receive community issues and provide timely feedback.
  • Work with FM to ensure that they conduct pre-distribution meeting to sensitize and inform beneficiaries about commodities in the food basket, ration sizes, nutrition and hygiene messages and any other issues to be communicated to them


Qualifications, Skills and Experience: 
  • The applicant for the World Vision Accountability, Monitoring and Evaluation Assistant job placement should preferably hold a Bachelor’s Degree in Statistics, Development Studies, Social work and Social Administration, and any relevant experience in Monitoring and Evaluation.

Job Summary:  The Data Assistant performs under the leadership of the health unit in-charge. Working as part of the facility team, s/he will assist, implementation of strong data quality maintenance systems of the health unit. The Data Assistant will promote quality data standards at all points of service delivery by ensuring the generation and submission of accurate, timely, valid data to inform on quality improvement and reporting. S/he will work closely with the health information Assistant and respective unit-in chargers to compile weekly, monthly and quarterly facility HMIS and PEPFAR reports. Key Duties and Responsibilities: 
  • Liaise with the different units in –charges to ensure completeness of the data on the patient files, and the registers (ANC, Maternity, Postnatal, Exposed Infant Register, HTS register, Laboratory registers, SMC registers, Nutrition registers, TB registers, Pre-ART and ART registers, Family Planning Register, Child/Immunization Register, prevention registers, APN registers, Missed appointment registers).
  • Work with different health unit’s departments in ensuring timely, accurate, complete and valid data is generated from the respective registers into weekly, monthly, and quarterly HMIS/PEPFAR reports or any other required report and are verified before submission to the DHO, RHITES-E and MoH. The data/reports pertain to: HIV Care & Treatment program, PMTCT including EID, TB including MDR-TB, TB/HIV, HIV Counselling and Testing, VMMC, Nutrition, WASH, Gender and social inclusion, Malaria, MNCH, Family Planning, and Laboratory.
  • Receiving and dealing with enquiries and requests relating to data needs
  • Compile, sort, and verify accuracy of data before it is entered into the National and project Information systems.
  • Carry out data entry in a timely and accurate manner into Uganda EMR and the project information system; and assists in the compilation of statistical information for reports. While Updating, maintaining and retrieving data held on computerized HIV/AIDS/Family health reporting systems.
  • Work with information by transferring it from paper-based records (registers) into summary tally sheets or computerized reporting format.
  • Managing the electronic data systems which include and not limited to Uganda EMR, ensuring systems are updated with the most current data.

Recency Data Manager Job Careers - Global Programs for Research and Training (GP)

The University of California, San Francisco (UCSF) through its affiliate international NGO Global Programs for Research and Training (GP) is engaged in projects in Uganda as well as Burundi, Cambodia, Kenya, Malawi, Namibia, Vietnam, Thailand, and Zambia (to be referred to as Recency Countries) funded by the U.S. Centers for Disease Control and Prevention (CDC). UCSF’s role is to provide technical assistance to Ministries of Health and its partners, including multiple comprehensive IPs, to roll out the use of a rapid test for recent infection (RTRI) for HIV surveillance and public health response. As part of UCSF’s and Recency Countries’ surveillance and survey activities, a lot of data is collected, managed, stored, and analyzed at various levels. This data comes from a variety of sources and is collected through many different data entry systems, some paper- and some electronic-based. As a result, the data need to be linked, adequately stored, and reviewed for data quality and consistency issues before being analyzed and interpreted by stakeholders. In order to use this data, it should be transformed into information and used to inform programming and decision-making.

Job Summary:  The Recency Data Manager will primarily be responsible for maintaining a several in-country databases for all datasets from recency studies, as well as related datasets (public/programmatic/survey), for purposes of crafting integrated public health responses informed by this data. They will be responsible for developing SOPs for storing and retrieving data, data quality analysis, and correcting data using approved methods. They will also be responsible for providing custom datasets upon request in a custom format (e.g. as an Excel file). The Data Manager is expected to work closely with Informatics Developers, Programmatic/MOH staff, and UCSF employees. In addition to recency data, the Data Manager will also coordinate with CQI Officers from various countries to manage continuous quality improvement (CQI) data from supervision visits to facilities to ensure, for example, that the RTRIs are being administered properly, informed consent is obtained, and that all documentation is completed correctly.

Key Duties and Responsibilities: 
Documentation
  • Creation of documentation and a solid understanding of all data flows (from source to analysis and use) for all recency-related data
  • Maintenance and understanding of all SQL-based documentation which details data cleaning, standardization, validation, and analytical procedures
  • Maintenance and ongoing analysis of data quality as well as tracking of all 'bugs'
  • Documenting and cataloging all data elements(data dictionaries and metadata) for the various datasets as well as the relationships between them (e.g. ERD's for data linkages)
  • Documenting all changes to variables and data structures (i.e. change management)
  • Development of all policies and procedures for requesting and approving data access for internal and external data use partners
  • Active maintenance of logs which contain information on all users which have access to certain data sets as elements, as well as intended use (e.g. analysis, publications, etc.)

Communication and Coordination
  • Ensuring that policies and procedures for data access are adhered to by internal staff and external partners
  • Coordinating between appropriate project staff and data stewards to determine data request prioritization and minimal dataset development timelines
  • Coordinating with the informatics team to ensure proper prioritization of minimal dataset development and fixing data quality issues
Communicate Performance Management
  • Communicate appropriate vs. inappropriate uses of datasets
  • Preparing publications on data
Technical Assistance
  • Ensuring appropriate use through guiding analytical approaches and ensuring that correct conclusions are drawn from source data
  • Creation of minimal use datasets to meet external data user needs, requiring an understanding of SQL and procedures/functions
Technical Documentation
  • Ensuring that technical guidelines for anonymization of datasets are followed for external data use while still maintaining data linkages across appropriate datasets

Key Result Areas:
Specifically, data management encompasses the following dimensions of which the candidate applying should have adequate knowledge and demonstrated application:
  • Data management: Collection, management, integration, analysis, visualizing and reporting, as well as supporting data use and interpretation of data in line with proper data management procedures and best practices using the SQL language.
  • Appropriate use: Ensuring privacy and confidentiality through the construction of minimum use data sets and guidance on appropriate statistical practices that achieves the objectives of an internal/external data user

Job Summary:     The Evidence and Learning Specialist will mainly plan, develop and manage program performance monitoring & evaluation systems, research for World Vision Uganda Programmes in line with the National Office Strategy and establish a knowledge base through using M&E data/information as evidence for accountability and informing decision-making for management purposes, course adjustments, and future designs.

Key Duties and Responsibilities: 
Capacity building of staff and stakeholders
  • Build capacity of DME, Program Managers and Sector Specialists through on and off job-mentorship, identify learning opportunities for staff, and hold learning forums particularly in area of design, monitoring, reporting and evaluation. This shall be achieved through collaborating with different divisions, technical program leads, sector specialists, WV-EARO and Global center, partners, ministries and local governments to continuous build capacity of staff capacity in LEAP/DPA, design, monitoring and evaluation, research, technologies for M&E
  • Train and build M&E capacity of program staff, beneficiaries and other stakeholders according to World Vision Uganda Strategy, DME framework and Donor Guidelines.
  • Spear head roll out of partnership initiatives from WV-EARO and Global center in relation to Design Monitoring and Evaluation
  • Develop a capacity building and mentorship program for the national DME team aimed at enhancing their capacity and skills to assume increased M&E and programming responsibilities.
  • Guide staff in preparing progress reports in accordance with approved LEAP reporting formats and ensure their timely submission. This includes monthly reports, quarterly progress reports, annual project reports, inception reports
Research and Documentation
  • Promote evidence based learning through undertaking operations research and documentation at National Office and program level through undertaking research, engaging programs in research, initiating topics or themes for research.
  • Support programs to generate Most Significant Change evidence in form text i.e. magazines, or digital videos.
  • Support the National Office to roll out research initiatives or products being piloted by the National Office, Support Offices, Global Center or National structures
  • Support programs in documenting and disseminating innovations and new research findings related to DME
  • Synthesize and summarize trends in AP monitoring data and data generated from evaluations that can be used to inform national level programming
  • Promote and facilitate processes for identifying, documenting and disseminating good DME practices at a National Level
  • Design and implement a system to identify, analyze, document and disseminate lessons learned.
Assessments and evaluations
  • Assure that baselines and evaluations are conducted in accordance to partnership/donor guidelines and standards, participate in development and review of Terms of References, provide technical backstopping to baselines, assessments and evaluations, collaborate with consultants, support offices or partners.
  • Provide technical guidance in conducting assessments in line with established LEAP or donor related guidelines at a National level. In addition, identify the need and draw up the Terms of Reference for specific studies; Recruit, guide and supervise consultants to implement special surveys and studies required for evaluating programs effects and impacts.
  • Support and strengthen adoption and use of Lot Quality Assurance Sampling (LQAS) methodology using Open Data Kit (ODK) or any emerging recommended software for annual monitoring of program outcomes, assessments, evaluations or baseline surveys.
  • Build and foster relationships with Government of Uganda counterparts, non-governmental organizations, academic and research institution, and work with them to advance M&E methodology, in close coordination with the DME Manager
  • Contribute to all program development, research and needs assessments by monitoring the changing needs of target communities, identifying opportunities in line with WV Uganda mission & strategy and monitoring international best practices and development trends.
  • Monitor and follow up on utilization of recommendations from evaluation surveys across programmes
  • Conduct meta evaluation of all completed program evaluations to establish key learning and recommendations to inform future evaluations.
Quality assurance in DME work products
  • As part of the Quality assurance team at National level, hold periodic National level reviews to review reports, performance of programs and provide timely feedback to programs.
  • Assure quality of data by enforcing data quality through routine data and M&E system quality audits at program level, in grants, WV partners and sub grantees.
  • Provide technical support to national office and field program staff and partners on integration of the strategy standard indicators into ongoing or new programs/projects.
  • Plan for and implement program planning and review meetings in line with the national strategy detailed implementation plan/National Annual Operating Plan
  • Track timely implementation and reporting of programs plans
  • Support the regional team in reviewing management reports as well as other M&E reports to ensure validated M&E data and M&E compliance with recommended guidelines, formats and standards.
  • Compile graded summary reports on quality and develop summary reports key findings and learning
Information Systems Management
  • Provide leadership to the national MIS systems (Horizon, GIS, OVC databases, WASH MIS, Automated Database) and build capacity of DME and Programme staff on the utilization and Management of MIS system management
  • Develop/ rollout and manage WV Uganda’s integrated M&E database aligned to the National Strategy 2016-2020 standard indicators and cascade the Database to programs, divisions, partners, grants/emergency projects to track statistics contributing to the National Office Strategy and Child Well-Being Targets.
  • Roll out partnership initiatives from the EARO and Global Centre such as Horizon and any other databases and ensure that these are rolled out to all programmes at a national level
  • Provide meaningful data summaries and visualization to demonstrate result to the NO and clusters on the contribution each of the program in regions is performing
  • In addition, support application of software for results based monitoring and evaluation such as SPSS, EPIDATA, EPIINFO, STATA, GIS
Programme Monitoring and Reporting
  • Analyze program data and periodic reports from different technical projects into periodic management reports usable for demonstrating evidence towards progress on National Office Strategy, for Technical Project Managers, senior management, Senior Leadership and other WV partnership offices.
  • Support all programs/projects in World Vision Uganda including grants to undertake activity tracking and results based monitoring of outputs and outcomes using standardized reporting templates/ formats, protocols, guides, dashboards and databases ensuring contribution to the National Office Strategy
  • Collaborate with Regional Specialists, Grants DME Specialists, Cluster DMEOs and division to ensure quality and timely submission of bi-annual and annual reports.
  • Ensure timely availability of quality synthesized statistics at National Level for annual Child Well-Being reporting after a thorough/ rigorous validation process of data from technical projects and grants inclusive of emergency responses
  • Promote utilization of data/information at program, sector and division level through regional meetings, at management meetings, at conferences, or partnership strengthened
  • Develop/adapt and coordinate administration of monitoring tools to track program performance based on the strategy standard indicators and WVI partnership targets
  • Compile progress reports for management purposes in line with the detail strategy implementation plan, DME framework and Donor Guidelines.
  • Provide data to inform the development of concept papers, publication, and program reports in line with the WV Uganda Strategy, DME framework; for dissemination, internally to WVU and to external audiences including target communities, government bodies/agencies, Support Offices, Donors, professional communities as necessary.
  • Consolidate all annual program reports and prepare the national office progress report on the WV International partnership targets
  • Oversee and execute M&E activities included in the Annual Work Plan, with particular focus on results and impacts as well as in lesson learning.
  • Prepare consolidation progress reports for project management including identification of problems, causes of potential bottlenecks in the project implementation, and providing specific recommendations.
  • Undertake regular visits to the field to support implementation of M&E and to identify where adaptations might be needed.


Qualifications, Skills and Experience:

  • Demonstrated experience in analyzing, interpreting, and reporting on M&E results so that lessons can be learned and incorporated into programming is desirable.
  • Ability to work with inter-disciplinary teams and a wide range of program/project activities
  • Strong report writing and communication skills
  • Proactive personality, self-driven and strongly motivated
  • Capacity/potential in leadership, relationship management/networking, and coordination.
  • Spiritual maturity, interfaith knowledge and a biblical worldview – ability to articulate and model our Christian identity and mission in an inclusive way.
  • Good interpersonal skills, team player, facilitation skills and strong communication skills, both verbal and written
  • Proven conceptual & analytical skills, ability to take an evidence-based approach to programming
