About YLA Program:
Chemonics International in partnership with Restless Development is implementing Feed the Future Uganda Youth Leadership for Agriculture Activity (YLA) which aims to increase economic opportunities for 350,000 Ugandan female and male youth ages 10 to 35 years in agriculture-related fields and improve their skills development (entrepreneurship, employability, leadership and life skills). The overall approach for YLA is partner-driven, leveraging private and public-sector actors, vocational training providers, NGOs, youth groups, local government entities and community associations to reach youth. YLA will implement an internship program targeting 18 young graduates aged 19-25 years. The program will equip graduates with workplace skills and practical work experience necessary for them to flourish in a competitive job market.

Key Duties and Responsibilities: 
  • Support the M, E & L Officer in monitoring and preparing weekly and monthly quantitative and qualitative reports on progress of all project activities to the Director of Projects (DoP);
  • Support the M, E, & L Officer to organize and conduct trainings, sensitizations and awareness creation on digital financial inclusion including the use and benefits of mobile money, and use of renewable energy/ solar products among rural smallholder farmers;
  • Support research activities, data analysis, report writing and results dissemination;
  • Support project proposal writing, pitching/presentation, implementation, and report writing. 


Qualifications, Skills and Experience: 
  • The ideal candidate for the Restless Development Monitoring, Evaluation and Learning Intern should hold a University Degree preferably in; Project Management and Administration, Development Management and Evaluation, International Development, Agribusiness, Agriculture and Rural Innovations, Statistics or Economics, Social Sciences (preferably Gender and Development Studies), or related field.
  • Passionate about technology and innovations for agricultural and rural development;
  • Understanding of smallholder farmers activities, needs, pain points, and opportunities along their respective value chains;
  • In-depth knowledge in Management Information Systems (MIS), M&E and agricultural issues;
  • Experience in designing tools and strategies for data collection, analysis and production of reports;
  • Proven ICT skills, especially in the use of Microsoft suite- MS Word, PowerPoint, and Excel;
  • Expertise in analyzing data using statistical software including SPSS, Stata and NVivo.
  • Language Requirements:
  • Fluency in written and spoken English, and fluency in spoken languages in the Eastern, Northern and Central regions of Uganda.

Key Duties and Responsibilities: 
Provide technical inputs to programme formulation to ensure monitoring and reporting is incorporated:
  • Provide inputs to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Include relevant inputs from evaluation findings, conclusions and recommendations into programme formulation;
  • Provide inputs to annual work plan monitoring, reviews and reporting;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Facilitate the clearance of donor agreements and Programme Cooperation Agreements.
Provide technical inputs to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan:
  • Coordinate with Programme Team to ensure data collection and analysis from field visits are coordinated and standardized across programmes;
  • Monitor data from partners/countries on a quarterly basis and provide inputs to regular management briefs to inform decision making;
  • Visit partners, along with the Programme Team, to support monitoring of results and planning processes, as required;
  • Monitor the spending of donor funds and other programme expenditures and disbursements;
  • Contribute to the development and monitoring of the EVAWG Programme and the Uganda Country Office Monitoring, Evaluation, and Research Plan.
Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences:
  • Facilitate the process of the Uganda Country Office meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Contribute substantial inputs to donor and programme reports (both narrative and financial);
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.
Provide technical support to the  Uganda Country Office  in the implementation the UN Women Evaluation Policy
  • Coordinate the implementation of UN Women’s Evaluation plan in the country office;
  • Draft/revise Terms of Reference for specific project/program evaluations;
  • Ensure communication between the Uganda Country Office regarding Evaluations;
  • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).
Contribute to knowledge building and capacity building:
  • Identify and disseminate good practices, lessons, and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity development tools, including training materials and packages;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation among all staff members through communication, training, learning and development activities.

Qualifications, Skills and Experience:
  • The ideal applicant for the United Nations UN WOMEN Monitoring and Reporting Analyst job opportunity must hold a Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies
  • Three years of relevant experience at the national or international level in monitoring and reporting of development projects/ programmes.

Job Summary:  The Senior Monitoring and Evaluation Advisor is responsible for supporting the design and implementation of the projects monitoring-, evaluation and learning agenda. He/she will ensure functionality of systems to measure and document program process, outputs and impact results by routinely and systematically collecting and analyzing program data and presenting program results to project staff, district and central MOH teams and donors. He/she will supervise Monitoring and Evaluation Advisors/Specialists.

Key Duties and Responsibilities: 
  • Coordinate and work with other project staff to manage a robust project M&E system;
  • Participate in the continuous review of the project’s Activity Monitoring, Evaluation and Learning Plan (AMELP);
  • Take lead and participate in generating weekly, monthly, quarterly and annual project reports and ensure timely submission of the reports to the Donor;
  • Ensure that Donor and project specific reporting platforms are updated on an ongoing basis, i.e. Project database, HIBRID, PRS, Trainer, FTF etc;
  • Working closely with the Database Manager participate in the management of project databases;
  • Work with project, MOH and district teams, including District Biostatisticians, to jointly design, implement and monitor Interventions to strengthen district HMIS systems.


Qualifications, Skills and Experience:
  • The applicants for the USAID RHITES-EC Senior Monitoring and Evaluation Advisor career placement must hold a Bachelor’s degree in Statistics, Economics or Social Sciences;
  • Master’s Degree in Statistics, Public Health, Epidemiology or other relevant field;
  • A minimum of eight years of relevant professional experience in leading M&E processes, including routine health and survey data management for complex health systems and/or service delivery programs;
  • Experience with conducting research and evaluation in Health Systems Strengthening, HlV/AIDS, malaria, family planning, maternal, newborn and child health, or nutrition is desirable;
  • Demonstrated expertise in both quantitative and qualitative research methods;
  • Experience with managing conventional and databases, including data analysis and manipulation, and designing of creative data visualization tools;
  • Proven proficiency in statistical software such as STATA, Epi-Info or similar.

Key Duties and Responsibilities: 
Technical Leadership
  • Provide technical leadership in the formulation, design, implementation, monitoring and reporting of all project activities
  • Provide technical advice and leadership to project officers
  • Ensure quality and timely implementation of the projects, documentation of good practices, success stories as well as high quality and timely reporting for results
  • Maintain budget awareness and ensure funds are utilized in line with agreed plan and budgets.

  • Provide analytic and strategic inputs to the Strategic Plan and Annual Work plans to ensure objectives are met and effectively addressed.
  • Collect and compile program activity information, evaluating progress toward achievement of annual work plans and related program outcomes.
  • Ensure that aggregate reports are regularly prepared and submitted on time
