About SIDA Project:
IDLO, with the financial support of the Swedish International Development Cooperation Agency (Sida) is currently undertaking the inception of a 5-year Community Justice Program (CJP) that seeks to enhance the accessibility, quality and sustainability of justice services delivered for rural, vulnerable and marginalised communities in Uganda. The CJP, to be rolled-out once the country office set-up is completed, will focus on legally-empowering grassroots communities, and enhancing the capacity of duty bearers at the community level to provide the most vulnerable and marginalised citizens with quality legal knowledge and legal aid to uphold their basic rights, challenge their grievances in an equitable manner, and obtain effective justice remedy and reparation or compensation from both formal and informal justice mechanisms.

Job Summary:  The Monitoring, Evaluation and Learning (MEL) Coordinator will be for responsible for setting up and implementing the CJP Results Monitoring as well as support IDLO evaluations in line with the organisational policies, guidelines and approaches. This will include designing and implementing internal monitoring activities of the CJP towards ensuring the interventions supported under the CJP realise the expected results within the agreed timeframe while ensuring value for money. The MEL Coordinator will also be responsible for MEL data collection, analysis and reporting including supporting the Program Team and the Communications and Reporting Coordinator in the documentation of CJP Success and impact stories including in internal and external reports. The incumbent will be based in Kampala, Uganda with frequent travels within the country. He/she shall report to the Program Manager and will work closely with the Finance Officer (Sub-Grants), the Programs Coordinator, and relevant IDLO departments including the Research and Learning Team.
Under direct supervision of the Field Program Manager, the MEL Officer will be responsible for the following:

Key Duties and Responsibilities: 
  • Steer the implementation of the IDLO standard internal monitoring procedures and generate periodic monitoring reports with proposals of strategies for addressing identified challenges relating to the Program implementation.
  • Review and regularly update the CJP monitoring and learning framework including making recommendations to the Field Program Manager on the improvement of the CJP logic model and risks management strategy as well as reviewing the CJP baseline and stated indicators. 
  • Work closely with the Program Team and the Finance Officer (Grants), to monitor program activities, tracking progress towards achieving their expected outputs and sustainability of achieved results.
  • Provide support in developing internal and external reports including by providing analysis of realized results, challenges faced, progress against set indicators and lessons learnt.
  • Work with the Programs team, in strengthening criteria for capacity assessment of identified partners regarding M & E and subsequent capacity strengthening support to fill identified M&E gaps in such IPs.
  • Assist organizing periodic CJP progress review meetings including amongst IPs and annual review/planning meetings by the IDLO Uganda team.
  • Train the field-based Programs and finance teams in use of IDLO MEL tools.
  • Liaise with the Programs Manager and with the HQ-based Research and Learning Team in the planning and undertaking of various MEL activities including the development of the baseline studies, assessment surveys, review of the Theory of Change, results framework, performance/impact indicators, and management of the evaluation procedure for the CJP
  • Coordinate with the Programs team on the sub-granting processes, monitoring and management systems to ensure effective and timely issuance, financial reporting and monitoring of all sub-grants.

Qualifications, Skills and Experience: 
  • The applicant for the International Development Law Organization (IDLO) Monitoring, Evaluation and Learning Coordinator job must hold a University degree in development studies, social studies, monitoring and evaluation, project management or other related courses from a University recognized in Uganda. Additional Post-Graduate Certification(s) in monitoring, evaluation and learning is highly preferred.
  • At least five years of significant relevant professional experience in monitoring, evaluation and learning, in line with internationally recognized MEL standards (in particular the OECD DAC framework). A particular experience with medium to large Programs or projects in Uganda or other comparative countries in Africa is required.
  • Previous experience working on MEL with international organisations or large national organisations in the justice, law and order sector (JLOS) in Uganda will be a significant advantage.
  • Excellent working knowledge of various MEL systems relevant to large justice-related Programs; 
  • Good understanding of capacity assessment methodologies;
  • Proven track record in developing viable MEL approaches and methodologies and demonstrable knowledge of major donors’ MEL conceptual frameworks in this field (e.g., Theory of Change approach, input/output/outcome mapping, performance and organizational audit, self-evaluations, etc.);
  • Excellent working knowledge of the JLOS sector in Uganda.
  • Demonstrable experience working with both state and non-state institutions particularly to serve communities will be a significant advantage.
  • Experience in MEL-related data collection, analysis and reporting: Hands-on experience with quantitative and qualitative data collection methods. This includes questionnaires/surveys, structured/semi-structured and unstructured interviews, structured desk review and mapping, on-site observations, focus group discussions etc;
  • Strong analytical and report writing skills; Well-developed training and facilitation skills.
  • Ability to work under pressure with tight deadlines, flexibility and to respond in timely manner to queries and provide feedback.
  • Strong interpersonal and organizational skills.
  • Self-motivated and dynamic with a willingness and ability to use initiative to assist the organization to achieve its objectives; and
  • Highly developed sense of ethics, integrity and commitment to IDLO’s mandate.
  • Languages: Fluency in English is required. Fluency in any of the widely spoken local languages in Uganda will be an added advantage.

About MaNe Project:
Population Services International (PSI) Uganda will implement the Maternal and Newborn (MaNe)-Kampala Slum Project in partnership with Kampala Capital City Authority and Makerere University School of Public Health. The objectives of this project are to:-
  • Empower the urban poor pregnant mother to be able to recognize illness and make timely decision to seek care for herself and her baby;
  • Ensure that the quality care she needs is accessible by harnessing and collaborating with the widely available private providers and
  • Improve referral linkage between primary level facilities and the referral hospitals so that poor mothers and newborns can get timely and effective emergency care.

Job Summary:  The Monitoring, Evaluation & Learning Coordinator (MEL Coordinator) will coordinate the implementation of the routine Monitoring, Evaluation & Learning Plan (MELP) and data collection systems for measurement of the overall MaNe project performance and learning and improvement. The MEL coordinator will oversee the development of protocols consisting of reporting tools, electronic systems, quality assurance methods and analysis plans and implementation of protocols to collect and analyses data and reporting for the MaNe project within the assigned project area within Kampala Capital City Authority (KCCA). This position will provide training, mentorship and supervision of project staff, collaborate with KCCA, Makerere University School of Public Health (MakSPH), USAID and other Implementing Partners (IPs).

Key Duties and Responsibilities: 
  • Develop and operationalize detailed project MEL plans according to specific project performance frameworks in line with the project strategies and learnings as informed by evidence.
  • Develop, execute and track budgets for routine M&E activities aimed at tracking progress and inform learning in line with project strategies.
  • Develop and roll-out M&E related initiatives e.g. data systems, tools, templates, procedures, guides in line with data needs and track compliance in use of data collection and reporting tools by staff and partners.
  • Supervise implementation of monthly M&E work plans and track for complete and
  • timely submission of M&E reports/data by the project facilities, urban VHTs, peer educators and other implementers.
  • Coordinates technical reporting according to defined reporting schedule and writing regular monitoring and technical reports as required.
  • Develop process monitoring tools and conduct monitoring activities to project sites to provide program quality assessments in line with standard operating procedures and program designs.

Qualifications, Skills and Experience: 
  • The ideal candidate must hold a Degree in Social Sciences, Population Studies, Social work, Economics or Statistics from a recognized university. Additional training in M&E is an added advantage

Job Summary:  The MEAL Officer is mainly responsible for providing oversight for the Adjumani Field Office programmes MEAL function including, putting in place and ensuring that the Programme uses basic MEAL tools to adequately plan, monitor and report in a timely manner on activity implementation and results. In collaboration with the Area Manager, Senior MEAL Officer and the Programme team, the job holder ensures that the Programme has information briefs, regular sharing of Programme updates with stakeholders. In addition, the job holder ensures that Quality Benchmarks are used during implementation of Programme activities and puts in place a tailor made documentation strategy for impact stories, reports, and best practices and makes sure that lessons learned are fed into Programme planning processes. The MEAL Officer is responsible for ensuring that Programme data on outputs and outcome progress is collected accurately and in a timely manner; supports training of Programme team and partners in quality data collection and management including use of data to inform decisions on Programme priorities. The job holder is expected to be ready to support in the event of emergency or refugee influx.

Key Duties and Responsibilities: 
Programme Support
  • Actively participate in the development of Annual Plans and budgets
  • Ensure that MEL activities are planned and adequately budgeted for
  • Lead in organizing and undertaking surveys to provide primary data (baseline, coverage, KAP surveys, PDMs, Endlines, etc.) when required and as part of ongoing assessment of the impact of sector programmes and ongoing sector needs identification
  • Assess whether programs are reaching their targets and inform appropriate program staff when targets are not being met
  • Facilitate assessments and operational research for contextual understanding, identifying opportunities, vulnerabilities, capacities and resources, deciding feasibility and setting MEAL priorities at the Field level
  • Ensure proper documentation of all MEAL processes and outcomes(including ensuring outcome monitoring is conduct to ensure change in practices and behaviours are measured overtime)
Monitoring and Evaluation and Inception & Closure:
  • Work with Country Officer Senior MEL Officer, Project Managers and Sector Team Leads to ensure quality programming and adherence to DRC MELMOPs, values and principles, SPHERE and other sector standards and protocols as well as the mainstreaming of cross-cutting themes (Conflict mitigation, Gender & Environment)
  • Ensure effective monitoring and evaluation of programme quality, using a variety of monitoring tools appropriate to programme sectors, and aligned to results frameworks
  • Develop a Monitoring, Evaluation, Accountability and Learning (MEAL) system, linked to the Country Office system, consistent with the DRC DME framework
  • Design, implement and periodically review programme and Project M&E plan that ensures grant-funded programmes comply with donor requirements
  • Participate with Country Office Grants and MEL teams in Inception and Closure of programmes and Projects
  • Support Project Managers, Sector Team Leads in the development of M&E tools for all sectors and projects (including indicators tracking matrix)
  • Oversee implementation of M&E systems through regular field monitoring visits and tracking of Key Performance Indicators
  • Conduct/Supervise mid-term reviews and internal evaluations and prepare reports
  • Support project teams to Prepare Terms of Reference (ToRs) and provide technical guidance for assigned project evaluations
  • Provide project staff with the design of exit strategies, and monitor progress of project transition
  • Review   project reports as well as donor reports to ensure compliance with recommended guidelines, formats and standards
  • Review quarterly and annual field reports before sharing with Country Office and with external stakeholders
  • Provide quality assurance by reviewing all quarterly, annually, and final reports before submission to Country Office and donors (Ensure quality reports are submitted)
  • Analyse annual programme reports and organize appropriate learning to disseminate key achievements and lessons learnt
  • Train staff on generating Change stories in reports and share with MEAL and communications at Country Office
Capacity Building and Program Quality Assurance:
  • Work closely with Senior MEAL Officer to strengthen MEAL standards, develop/refine tools for MEAL in line with programme designs
  • Analyse reports, identify lessons learned, and impact in order to improve programme design
  • Support Project Managers and Sector Team Leaders to evaluate the quality of implementation in order to improve technical and managerial leadership
  • Work to enhance capacity for quality programming through: training, coaching and mentoring staff on different donor requirements and Results Frameworks
  • Support training and capacity development of Field staff on MEAL: programme assessment, design, monitoring & evaluation methodologies
  • Support training and capacity development of project staff on data analysis using simple applications(e.g. excel)
Information Management, Innovation and Learning:
  • Develop and maintain basic Information Management System (MIS) that is linked to Country Office System and supports projects and sectors
  • Support the Programme team to collect quality data, analyse and use it to improve programme interventions
  • Assist the programme team to carry out assessments, design, monitoring & evaluation methodologies and models
  • Coordinate Field Office programme review meetings: quarterly, semi an annual to facilitate dialogue and learning on project/programme implementation
  • Include in the overall M&E plan, a periodic process for intentional learning and reflection from assessments, programme progress monitoring etc. to improve programme quality
  • Promote accountability through routine, accurate collection and reporting of information that confirms status of programme activities based on Results Framework/Results Chain, quality control systems and mechanisms needed to guarantee proper management of data and information
  • Work closely with the data entry officers of each sector and with the Senior MEAL Officer to create needed templates and improve existing ones.
  • Ensure proper collection of data and indicators follow-up on a daily, weekly or monthly basis
  • Set up an archiving system for sources of verification and work with program teams to ensure these are available and filed
  • Support the expansion of mobile data collection approaches and platforms within the field Office staff.

Qualifications, Skills and Experience: 
  • The ideal candidate for the Danish Refugee Council (DRC) MEAL Officer job placement should hold a Bachelor’s degree in related subject – e.g. IT/computer science, social sciences, project management
  • Three to four years of experience in monitoring and evaluation of development or humanitarian programs
  • Strong IT skills in MS Word, Excel and kobo toolbox software. Other statistics software is a significant asset
  • Ability to work independently and to setup one’s own work plan
  • Fluency in English
