About USAID RHITES-N Project:
RHITES-N, Lango will contribute to improving key population- based national health indicators; build the capacity of the Ugandan government to carry out a sustainable and locally- driven response to the HIV epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders to design and implement health system strengthening strategies to scale up high-impact, evidence-based interventions at the national, sub-regional, district, and community levels. Interventions will include VMMC, virtual elimination of mother-to-child transmission of HIV, antiretroviral therapy, and condom education and distribution. JSI will focus where the greatest impact can be realized, with a priority on hard-to-reach and high-HIV-prevalence locations. RHITES-N, Lango is a five-year contract. The JSI team includes Amref Health Africa, Doctors with Africa CUAMM, Another Option, and Medical Concierge Group.

Key Duties and Responsibilities: 
  • Ensure all DREAMS spaces at both the facility and community level have all the standard and current tools for data capture and reporting;
  • Avail standard operating procedures (SOPs) for enrollment and provision of unique identifiers for AGYW;
  • Support peer group leaders to ensure tracking of layering services at both facility and community levels;
  • Ensure the peer group leaders have access to the functional tablets and UDTS and are able to enter data of services provided on site (Facility/Community);
  • Plan for weekly meetings with peer group leaders at the facility and community level for each sub county to ensure data from their tablets are complete, synchronized and updated in the UDTS;
  • Ensure no accumulation of backlogs by mentoring peer group leaders on how to use the UDTS offline data entry features in case of no internet;
  • Work to reconcile inconsistencies in monthly data reports sent from project-supported activities;
  • Prepare suitable external and internal reports including weekly DREAMS dashboards to be shared with USAID, program management and staff to facilitate project monitoring and activity planning;
  • Plan and conduct data quality assessments (DQAs) and · other evaluations as necessary.


Qualifications, Skills and Experience:
  • The applicant for the USAID RHITES-N Project DREAMS Data Officer job placement should hold a Bachelor’s degree and additional training, certificate or qualification in monitoring and evaluation (M&E) or relevant field;
  • At least two years’ experience in M&E for international donor funded projects, preferably including experience with USAID-funded DREAMS projects;
  • Knowledge and experience with DREAMS AGYW UDTS including data entry and cleaning, data analysis and reporting;
  • PEPFAR reporting experience desired;
  • Demonstrated ability to manage time and meet strict deadlines;
  • Computer proficiency, including use of MS Excel, Word, PowerPoint, Access and a statistics package (e.g., Stata, SPSS);
  • Excellent interpersonal, teamwork, and mentoring skills;
  • Excellent writing, oral and organizational skills

About Consultancy: Farm Africa is seeking an external evaluator for Farm Africa’s ‘Catalysing CSO-led inclusive green growth in Kanungu district’s coffee value chain’ and ‘Empowering women in the coffee value chain in Kanungu District’ project.

Scope of Work: Farm Africa plans to commission an external evaluator to complete a range of pieces of work across both projects, and the indicative budget for all pieces of work is 175,000,000 UGX.

Job Summary:  The Senior Manager Research, Monitoring and Evaluation is responsible for leading the design, development and implementation of program monitoring, operations research, and evaluation activities of Living Goods Uganda. The position provides technical leadership towards building Living Goods’ capacity to analyse data, conduct operations research and enhance organizational learning and knowledge management.
The position holder is responsible for the implementation of the LG Uganda Research Strategy as well as the M&E strategy.

Key Duties and Responsibilities: 
Monitoring, Evaluation and learning technical leadership
  • Develop and review the LG Uganda M&E system for provision of data for decision making, learnings and best practices. This will includes developing the LG Uganda M&E strategy document, review of current indicators and their data sources.
  • Collaborate with the Global Impact team designing KPIs that are focused on metrics that drive the most impact including participating setting targets for KPIs annually for LG Uganda.
  • Working with the communications and IT teams establish and maintain a knowledge management hub for LG Uganda for purposes of organizational learning.
  • In collaboration with the analytics team, take lead in compiling of regular and adhoc LG Uganda progress reports including those for special projects, monthly as well as quarterly review reports.
  • Responsible for the design and compilation of key lessons learned and best practices emanating from field implementation and research initiatives. 
Data quality assurance
  • Provides overall technical leadership for strengthening the quality control of LG Uganda data to assure the integrity of data for analysis, tracking, validation, and cleaning.
  • Provides technical leadership and support to the quality assurance team through design and implementation of overall LG Uganda data quality assurance strategy.
  • Oversees the design of data and service quality studies (including data analysis and report writing), monitoring implementation of quality improvement plans, CHP recertification exercises and tracking of in-service training attendance.
Evaluations and Operational research
  • Take lead in LG Uganda the research and experiments initiatives through technical review of study designs, methodology and field implementation of surveys and operations research initiatives.
  • Develop terms of reference, participate in recruitment, supervise and coordinate all research initiatives undertaken by external research teams.
  • Oversee writing and compilation of publishable articles emanating from the surveys and operational research studies.
  • Obtaining all ethical approvals for research studies undertaken. 
Technical advice and strategic planning
  • Collaborate with the Global Impact team in the planning and implementation of strategic learning studies and operational research studies for LG Uganda. 
  • Provide technical advice to the LG Uganda leadership team on Research and M&E related matters
  • Provide M&E related technical advice to the business development teams to facilitate development of high quality grant proposals.
People management
  • Participate in M&E strategic planning in collaboration with the SMT and global teams.
  • Lead, supervise, mentor and coach the Research and M&E Team to enhance their capacity to deliver effectively.
  • Identify appropriate capacity building initiatives and opportunities for the team.
  • Work with the talent acquisition team to attract high quality talent.
  • Supervise external consultants hired to undertake assignments under the research and M&E docket.
  • Develop and implement a strategy to build the capacity of LG staff to utilize data for decision making.
Representation: Represent LG at national and international fora including technical working groups, communities of practice, conferences, workshops and meetings.


Qualifications, Skills and Experience:  
  • The ideal candidate for the Living Goods Senior Manager Research, Monitoring and Evaluation  job placement should hold a Bachelor’s degree, MBA or advanced degree related to Monitoring & Evaluation preferred.
  • At least six to seven years of experience in monitoring and evaluation of project/program level activities, data analysis and evaluation
  • Prior experience in designing and managing quality improvement interventions.
  • Experience in executing qualitative and quantitative research as well as managing research teams.
  • Proven experience managing a team
  • Strong analytic skills, able to identify a story and convey insights from the numbers.
  • Strong communicator; strong analytical skills; able to collaborate across departments.
  • Proven skill in developing and delivering training to audiences with diverse backgrounds

Job Summary:   The Monitoring and Evaluation Officer will lead technical role in developing, implementing, and maintaining effective and appropriate Monitoring and Evaluation systems for the project The post will involve coordination with project management and stated teams in line with UNICEF reporting requirements, and with FCA guidelines and best practices.

Key Duties and Responsibilities: 
  • Based on the project proposal, implementation plan, and donor reporting requirements, develop a system for capturing and documenting data and relevant information on project activities, beneficiaries, outputs, outcomes, and impacts, which is feasible, practical, and ‘user friendly’, and will obtain valid and reliable information.
  • Be responsible for generating the draft quarterly project reports and share with the Area Manager for further review and final submission to line departments
  • Ensure roll-out of M&E plan and reporting systems for all staff through training, site visits, manuals, and other technical support as needed working closely with the Country program M&E Specialist.
  • Ensure data capture and reporting systems are well understood and properly implemented by station
  • Ensure that all tools are practical and user friendly to project staff.
  • Work with the project team to popularize the reporting processes to ensure that all information and data is collected, documented, and collated in an accurate and timely manner.
  • Help coordinate overall project review and evaluation activities as required in partnership with the UNICEF. This includes coordinating mid-term and final evaluations, and supporting donor and external reviews as might be required.
  • Ensure regular reviews of the M&E system itself, making improvements as needed and recommended, in consultation with the Area manager.
  • Lead in the preparation of monthly/quarterly project reports ensuring utmost quality
  • Lead the routine collection, analysis, and use of data quality for reporting and planning purposes.
  • Create a system for ensuring that information obtained is shared with communities, teachers, parents and other relevant stakeholders through e regular feedback mechanism to ensure continuous performance improvement.
  • Keep record of information obtained during research (database of information, hard files, etc.)


Qualifications, Skills and Experience: 
  • The ideal candidate for the Finn Church Aid (FCA) Monitoring and Evaluation Officer job should hold advanced training in M&E and quantitative methodologies, including database management.
