Clinical Officer - International Rescue Committee (IRC)

It has particularly working in the conflict zones where tens of thousands of people have been kills and over 1.6 million displaced. Following a peace agreement in 2006, Ugandans are returning home and looking to rebuild their lives. The IRC is there to protect women and children from violence and exploitation by fostering a safe environment and encouraging education, and is supporting farmers and small businesses, and helping communities promote peace and long-term development.

Job Summary:  The Clinical officer shall be responsible for quality clinical services delivery at the PHC facilities and supervise routine care service providers at both static and outreaches. Under the supervision and guidance of the Medical Officer in charge , the MCO is expected to develop the capacity of subordinates by provision of On-the site clinical mentorship, support supervision and organizing for continuous medical education or continuous professional development for the facility staffs. S/he is responsible for ensuring staff duty schedules is developed timely and shared among units.

Key Duties and Responsibilities: 
  • S/he will be expected to work within the health post and community in the catchment population and collaborate with the health implementing partners in the settlement. Responsibilities may include supervision of health staff and developing project review meetings and coordinating with the appropriate stakeholders. The MCO will monitor quality of clinical services at facility level and during outreaches.
  • Keep records of all health services, medicine and medical supplies, infection prevention and control. Responsible for the daily clinical assessment and prescription of treatment for all patients attending the health unit.
  • Ensure proper documentation of the history, examination findings, investigations and treatment prescribed.
  • Refer to the doctor in charge or to the doctor on call challenging cases and relevant information such as patient’s status and laboratory results, which would assist in proper clinical management.
  • Conduct minor surgical procedures in the OPD minor theatre i.e. stitching cut wounds, I&D of abscesses, removal of minor foreign bodies etc
  • Actively participate in weekly CME’s held at the health facility or post
  • Do health facility coverage and on-call as required.
  • Participate in camp health surveys/campaign.
  • Assist in daily morning ward rounds of admitted patients with the medical officer assigned to the ward and contribute to bedside teachings to junior staff.
  • Keep complete and accurate inventory of medicines and supplies located at the health unit and monitor and supervise their usage.
  • Liaises with other cadres in the unit in the delivery of quality health care to patients
  • Adheres to professional codes of conduct and ethics.
  • Provide health talks to patients/clients on day to day basis.
  • Carry out other relevant duties as may be required or assigned by your supervisor


Qualifications, Skills and Experience: 
  • The applicant for the International Rescue Committee (IRC) Clinical Officer job must hold a  Diploma in Clinical Medicine and Community Health or its equivalent from a recognized Institution
  • Must be registered and licensed with the Allied Health Professionals Council
  • Two years of work experience, with field experience in a health project implementation

Key Duties and Responsibilities: 
  • Prevention of maternal and new born morbidity and mortality.
  • The provision of reproductive health services for refugee population and surrounding host community is ensured.
  • The operational planning, programming, monitoring, evaluation and reporting is supported and strengthened.
  • Act as focal point person for RH services and provide technical advice and assistance on reproductive health to refugees and the host community of the south west.
  • Liaise with the district health authorities of the south west districts when planning and implementing RH activities in Palabek refugee settlement and among the surrounding population, where appropriate.
  • Liaise with other sectors (protection, community services, Local leadership, schools, etc.) to ensure an integrated approach to reproductive health.
  • Adapt and introduce standardized strategies for reproductive health which are fully integrated within PHC model.
  • Initiate and co-ordinate various audience-specific training sessions on reproductive health (for audiences such as health workers, community health workers, the refugee population, students, etc.).
  • Introduce standardized protocols for selected areas (such as syndromic management of STIs, referral of obstetric emergencies, medical response to survivors of sexual violence, counseling and family planning services.).
  • Undertake needs and resources assessments and put right as appropriate all issues related to programme planning, monitoring and evaluation with regards to human, material and financial resources.
  • Undertake regular visit to health facilities in the settlement and host community in order to analyze, monitor, and evaluate the implementation of reproductive health services delivery.
  • Organise and conduct timely coordination meetings with implementing partners as regards their implementation, in accordance with the OPM/UNHCR/DLG(written minutes should be prepared).
  • Organise on-going training/familiarisation sessions for refugees, VHTs and Local leaders.
  • Particular attention should be paid to supporting VHTs and local leaders, and strengthening their capacity to create demand for the RH services at the facilities
  • Prepare regular reports to be shared with the Health manager and other officers as well as monthly reports (as a minimum) to be shared with Health manager and Biostatician.
  • Immediately inform the Manager of any happening of significance in the reproductive health sector.


Qualifications, Skills and Experience: 
  • The applicant for the International Rescue Committee (IRC) Reproductive Health Officer job must hold a  Diploma in Nursing, Diploma in clinical medicine and community health, diploma in population studies and reproductive health or its equivalent from recognized Institution
  • Must be registered and licensed with the Nurses and Midwives Council or relevant professional body
  • A minimum of two (2) years working experience on Reproductive health services delivery.
  • Planning and organization competencies
  • Computer skills including word processing, PowerPoint and excel.
  • Ability for analytical and creative thinking for rapid solution(s). Ability to produce high quality output with desirable results.
  • Good Communicator with strong inter-personal skills to deal with persons of various cultural and educational backgrounds.

3 Study Medical Doctors - Epicentre

About US:
In 1995, Epicentre created a permanent research centre in Uganda to support MSF projects in the region. The primary role of Epicentre in Mbarara is to conduct clinical research following Good Clinical Practice (GCP) requirements on critical public health burdens in Uganda and Africa. To reach this objective, Epicentre collaborates closely with the Mbarara University of Science and Technology (MUST). A full-time experienced research team is based at the Epicentre Mbarara Research Centre. The Mbarara research centre is located in Mbarara Municipality, 300 km South-West to Kampala.

Key Duties and Responsibilities: 
·         To validate all inclusions in the studies and ensure that all clinical and biological testing required by the study have been done at inclusion and during the follow-up.
  • To ensure accurate completion of study documents including logs and case report form (CRF) in accordance to GCP at enrollment and during the follow-up.
  • To participate in the informed consent process and in the clinical assessment of the patients at inclusion.
  • To support the Pfs in the implementation of the studies and ensuring that procedures are followed according to protocol.
  • Clinical management referral and follow up of sick study participants during intern and study period
  • To take up any other tasks as required by the Pl and the MSF/Epicentre Director.


Qualifications, Skills and Experience: 
  • The ideal candidate must hold a Bachelor of Medicine and Bachelor of Surgery (MBChB.)
  • Full registration with the Uganda Medical and dental Practitioners’ Council (UMDPC), current practicing license.
  • Previous experience in clinical research preferred.
  • Fluent in English, spoken and written
  • Competencies: teamwork, flexibility, commitment and service, knowledge of MS Office.
