HerStart: Innovate the Future

HerStart: Innovate the Future is an initiative developed by Youth Challenge International to foster and create innovative solutions for a more equitable and prosperous economy within Ghana, Tanzania and Uganda.  The program includes training and support for aspiring entrepreneurs in social enterprise, gender responsive business planning, the measurement of social impact, and access to finance. Canadian volunteers will be engaged in providing human capital support for activities through on-site placements and capacity building initiatives with partner organizations. Additionally, an entrepreneurial ecosystem will be catalyzed to identify and reduce gendered barriers, which will foster more enabling environments for young female entrepreneurs. This funding mechanism will also provide programmatic support for organizations to more effectively deliver gender-responsive activities that drive sustainable business ventures.

 

Job Summary:  The Project Lead, Uganda, reporting to the Director, Programs will bring initiative, innovation and leadership to the management of HerStart: Innovate the Future in Uganda and will be accountable for achieving project results at the country level. This role demonstrates people-centred leadership in supporting the YCI team and volunteers in Uganda, ensuring they are well equipped to apply YCI’s principles across all partners and projects, and deliver on organisational and program objectives.

Key Duties and Responsibilities:  

·        Program Management: Establish a thriving  team culture by leading, managing and further strengthening the capacity of the YCI Uganda team and Canadian and national volunteers to deliver high quality project impact; Provide strategic support to ensure that activities are meeting goals and targets, recommending evidence-based adjustments as necessary to keep the project on track; Drive the oversight and implementation of country level HR policies and procedures, including the support of recruitment, onboarding and performance management systems; Remain up-to-date on research and sector strategies in relevant areas of programming and ensure strategic planning is responsive to such changes at both the country and global levels; Support the implementation of all country level communication strategies; Ensure team and volunteer well-being, safety, and risk mitigation; Perform other duties as outlines by the Director, Programs.

·        Volunteer Support: Work in collaboration with Headquarters and country office staff to develop a robust volunteer management systems, processes and documents for the entire volunteer mobilization cycle; Ensure and manage appropriate conditions for the effective onboarding, performance and project delivery of Canadian volunteers in Uganda; Provide guidance, support and leadership to Canadian volunteers as needed.

·        Partner and Relationship Management: Liaise and coordinate with local partners, proactively engaging with sub-contractors to ensure the effective delivery of project activities; Engage private sector and relevant actors in forming a multi-stakeholder network to support youth and women’s empowerment and entrepreneurship objectives; Support the implementation of the HerStart Catalyst Fund for aspiring female social entrepreneurs; Ensure strong communication and relationships are established and maintained with YCI headquarters in Toronto; Remain well-informed about national and regional priorities and issues affecting women and youth, and where possible, position the project to respond appropriately.

·        Financial Management, Accountability and Oversight: Monitor and manage annual and multi-year program budgets, ensuring compliance with organizational and donor regulations and requirements; Ensure preparation and submission of financial and project activity reports according to the project reporting processes and standards; Support the Operations and Finance Manager and other technical team leaders to ensure program activities are implemented in accordance with the project budget and work plan.

 


Qualifications, Skills and Experience:

·        You are a self-starter with 6+ years of progressively responsible leadership experience at a management/director level, with a robust understanding of, and compatible vision, for effective community development;

Job Summary:  The role of the Operations Manager is an exciting and challenging one as HI Uganda seeks to invest more directly in the quality of its programming. The Operations Manager will work closely with the Regional Programme Director, and all Project Managers, Technical Unit and Shared Services and will be directly responsible for the overall monitoring, evaluation and reporting of all HI projects, according to HI’s Planning, Monitoring and Evaluation Policy. The Operations Manager will be expected work closely with the project manager on financial management of their project, ensuring strong budgeting and forecasting according to plans. The Operations Manager will be required to work with the Technical Unit to set appropriate technical standards for all HI projects in Uganda throughout the life cycle of the projects.

 

The Operations Manager takes direct responsibility in the set-up, recruitment and roll out of new projects in HI’s portfolio.

 

The Operations Manager will be directly involved in the development of HI’s new regional (Kenya, Rwanda, Uganda) 3-Year Strategy (2021-2023) and thereafter be responsible for ensuring programmatic alignment to the agreed strategic framework.

 

Under the responsibility of the Regional Program Director, the Operations Manager contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. The Operations Manager is responsible for developing and implementing, in the country where he/she is based, the projects part of the Programme operational strategy. Key Duties and Responsibilities:

Management

·         Ensure compliance with project donors’ rules and regulations, including visibility.

·         With the support of the MEAL Unit, deploy all adequate tools that will allow financial control and project monitoring, compliance with HI policies and frameworks, and the respect of contractual obligations towards donors: consolidation, control and reporting to the line Manager of operational and organizational elements (dashboards and corrective measures, unrestricted funds consumption, beneficiaries data…).

·         Facilitate internal audits (operational, financial and organizational), and ensure the implementation of their recommendations on his/her responsibility area

With both operational opportunities and risks in mind, contribute to the monitoring and analysis made by the line Manager, and propose mitigation measures when relevant

·         In link with the line Manager, implement analysis and monitoring of risks & opportunities related to HI presence and activities; implement risk mitigation actions at his/her level

Support the Regional Program Director in monitoring the security of the program and ensure internal resources for employees according to the context

·         Develop a network of contacts with security/context staff of fellow INGOs, represent HI in access, security and safety meetings

·         Provide feedback and advice on security risks, as well as on security management resources, such as SOPs, and proposals

·         In collaboration with the Regional Program Director and Senior Management Team, update the security and contingency plans according to the evolution of the context

·         Support the Regional Program Director on exploratory mission assessments, identification of office/guesthouses, and the opening of new areas

·         Assist the Regional Program Director in sensitizing HI staff (national and international) to security risks and ensuring the understanding and implementation of security documents

Influence: Develop external influence of HI and the external representation of the organization his/her responsibilities area

·         Can represent HI vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies; and international organizations and coordination mechanisms & system.

Qualifications, Skills and Experience:

·         The ideal candidate for the Humanity & Inclusion Operations Manager job placement must have five to seven years of professional experience in humanitarian and/or development contexts;

·         At least 5 years of experience as Operations Manager/Head of Programmes or similar position;

·         Direct experience managing all aspects of the project management cycle

·         Experience working with M&E and Reporting Systems

·         Knowledge of donor strategies, procedures and reporting, developing proposals

·         Previous security management experience mandatory

Job Summary:  The Project director/OVC Specialist will offer technical leadership for the ICYD Activity supporting project structure to integrated OVC programming including case management, community systems strengthening, advancing HIV epidemic control, economic strengthening, as well as delivering critical HIV/GBV/violence prevention and response services to children and youth and their families in communities, clinics, and schools.

 

Key Duties and Responsibilities:  

·        Offer conceptual and technical guidance for the development and refinement of standard operating procedures (SOPS) for key program interventions, ensuring that they are evidence-based and in line with PEPFAR priorities.

·        Keenly monitor program quality and impact through the use of PEPFAR’s Site Improvement through Monitoring System (SIMS).

·        Manage the project’s learning and adaptation agenda by supporting evidence gathering, documentation, and dissemination.

·        Synthesize best practices and develop guidelines and training to support technical leads and local CSOs.

·        Stay abreast of new thinking and developments in quality and innovations related to OVC programming and share relevant information as appropriate.

Qualifications, Skills and Experience:

·        The ideal candidate should hold a Master’s degree or its equivalent in humanities or a closely related field.

·        At least five to six years’ professional field experience in integrated OVC programming

·        Broad knowledge and understanding of OVC case management, economic strengthening, sexual and gender based violence and community strengthening.

·        Broad knowledge and understanding of Positive Youth Development approach and youth-led programming.

·        Previous experience working in consortiums with both international and local NGO partners.

·        Extensive knowledge and understanding of USAID reporting guidelines

·        Ability to apply program quality standards to project design and organizational learning

·        Ability to set clear goals and manage subordinates to achieve them.

·        Ability to collaborate effectively with staff and stakeholders.

·        Ability to manage financial resources with integrity.

·        Excellent written and oral communications skills in English

·        Excellent interpersonal, cross -cultural and training/mentoring skills
