About US:

The Women’s Situation Room (WSR) is a neutral, non-partisan mechanism that mobilizes women and youth to promote peaceful and democratic electoral processes. The WSR also promotes the enhanced participation of women in peace building in line with the United Nations Security Council Resolution 1325.

 

Founded by The Angie Brooks International Centre in Liberia, the WSR was first implemented in 2011 during the presidential elections in Liberia. It has, since then, been replicated in Uganda in 2016 and in other African countries including Senegal, Sierra Leone, Kenya, Nigeria and Ghana. It has been acknowledged as an effective mechanism for promoting peaceful elections by the United Nations Security Council and by the African Union, which requested that the WSR be implemented in all African elections.

 

The WSR involves all electoral stakeholders in consultative engagements to ensure peace before, during and after elections. It includes a physical Situation Room where women are involved in advocacy for peace; political and legal analysis of the situation; and interventions that may include mediation to avert conflict.

 

The overall objective of the WSR Uganda 2021 is to promote the full and active participation of women and youth in ensuring peaceful elections and to contribute to the strengthening and refinement of the WSR mechanism for ensuring peace in African elections. The Women’s Situation Room Uganda will be hosted by Uganda Women’s Network (UWONET); with the Women’s International Peace Centre serving as the WSR Secretariat.

 

Key Duties and Responsibilities: Under the supervision of the Communications Manager, the Regional Communications Officer will perform the following functions:

  • Contribution to the development and implementation of WSR Communications Strategy
  • Contribution of content to the WSR website and social media platforms through the National Communications Officer
  • Support to the Communications Manager and National Communications Officer in the conduct of a proactive media campaign of advocacy for peaceful elections in the region
  • Ensuring effective internal communications across all WSR stakeholders in the region
  • Contribution to the production of communications and knowledge products of the WSR
  • Writing impact stories on WSR activities in the region
  • Liaison with the National Communications Officer, in the management and sharing of appropriate information on the activities of the WSR, in line with WSR procedures
  • Liaison with the WSR Eminent Women, Youth Peer to Peer Peace Advocates, Women Peace Advocates, WSR Election Observers and other stakeholders in the region.

 


Qualifications, Skills and Experience: 

  • The applicant must hold a Bachelor’s degree (or equivalent) in Communications, Information Management, Journalism, or relevant field
  • Knowledge and understanding of Gender, Peace and Conflict Resolution, Mediation and Reconciliation is an added advantage.
  • At least 3 years of progressively responsible work experience in communications, advocacy, research and information.
  • Excellent writing and editing skills across a range of communications formats and platforms
  • Knowledge of and solid experience in using a range of standard IT software.
  • Languages: Fluency in English is required. Knowledge of local languages spoken in the region is an asset.

Job Summary:   The role of the Monitoring and Evaluation Clerk to help URCS strengthen its monitoring and evaluation systems and practices and generate evidence based feedback for project planning and policy formulation.

 

Key Duties and Responsibilities: 

  • Design and implement in collaboration with the PME&R Department and project staff data collection such as Rapid Market Assessment, Monthly price monitoring   surveys, Cash post distribution monitoring, KAP surveys, Needs assessment, baseline and end line surveys, coverage surveys for disaster preparedness and response;
  • Coordinate implementation of M&E tools, including training and support for relevant project staff and volunteers on M&E, data collection and analysis, basic surveying and sampling techniques and support data analysis and usage;
  • Support project in establishing a community-based gender sensitive Monitoring Evaluation Accountability and Learning (MEAL) system with quality data controls using ICT4D and strengthen capacity where needed;
  • Ensure the collection of good quality data in order to reflect the progress of programming by supervising enumerator teams and data clerks;
  • Assisting with the translation of relevant documents and their dissemination;
  • Properly filing and maintaining all M&E documents;
  • Assist the project to Develop its Monitoring and Evaluation Framework and Plan;
  • Assist to develop result specific monitoring and evaluation framework in consultation with project staff/ volunteers, District Coordination Committees, Office of the Prime Minister and other stakeholders; 9. Based on the framework develop simple and user category wise monitoring format and its guidelines to be used in monitoring process;
  • Assist to implement the M&E framework, guidelines and other tools;
  • Assist to develop reconstruction program wise process, output, outcome and impact level indicators for progress monitoring;
  • Assist in the preparation of an annual monitoring and evaluation plan;
  • Perform any other duties as assigned by the supervisor.

 


Qualifications, Skills and Experience: 

  • The ideal candidate must hold a Bachelor's Degree in Statistics, Economics, Demography, Project Planning and Management, Health Information Science, Social Sciences BUT with professional qualifications in either Project planning and management or monitoring   and evaluation;
  • Training in cash transfer programming and emergencies or relief operations/ Disaster Risk Reduction will be an added advantage;
  • Some experiences in planning, M&E or implementation of humanitarian and development projects.

  • Lead the process automation vision of the company; recommend or develop applications and systems that will help optimize user satisfaction.

  • Keep up-to-date technical systems documentation for developed IT solutions to support systems maintenance.

  • Assist in the preparation of materials and the delivery of trainings on automated business processes to ensure efficient and effective use of IT systems.
  • Collect and collate data, conduct basic analysis to support the development of accurate reports.
  • Maintain an accurate assets and equipment inventory in accordance with BLL's standard operational procedures and regulations.
  • Develop SOPs and guidelines related to ICT processes as needed.

 


Qualifications, Skills and Experience: 

  • The applicant must hold a Bachelor's degree in Information Technology, Networking, or any related field.
  • At least five (5) years' experience working with corporate systems and troubleshooting.
  • Experience in managing complex networks, and software development is a must.
  • Ability to manage multiple priorities within deadlines while delivering high quality work.
  • Solution oriented with a high sense of attention to detail, accuracy, and efficiency.
  • Ability to use quality tools such as benchmarking, brainstorming, gap analysis and process mapping for fact-based decision making.
  • Excellent interpersonal and communication skills.

About Project:
The Vines Project, implemented by CRS Uganda, is a five-year, $13 million Food for Progress project that will make Uganda the world's next leading supplier of high-quality vanilla. Vines will leverage the expertise of CRS and its partners to enhance the production of safe, pure vanilla and develop sustainable market links with US vanilla companies, directly transforming the lives of 16,200 farmers, 836 supply chain actors and create 15,820 new jobs to reach 32,856 vanilla stakeholders. The Vines strategy reflects best practices in sustainable development and will leave Uganda with a robust vanilla farming community resilient to the boom/bust nature of the market and a cadre of private sector agricultural extensionists to support more sophisticated production, processing, and marketing needs.

Job Summary:  CRS uses ICT tools and associated skills to support agriculture programs, including digital monitoring and evaluation and analysis of resulting data. As a key driver of this core competency, the Data Analyst provides internal data and geospatial analysis services dedicated to building the capacity and supporting the successful and appropriate implementation of data and geospatial solutions for the Vines project. Additionally, the analyst is a key member of Vines project team and is active in promoting the smart and effective use of data and geospatial analysis to support the project. The data and geospatial analyst will develop map products, reports and/or dashboard applying data and spatial analysis techniques. These products serve as valuable tools to improve the efficacy, adaptation and innovation of the Vines Project.

Key Duties and Responsibilities: 
  • Evaluate data that will be collected via mobile devices and identify the best approach to visualize it using ArcGIS suite of tools and/or PowerBI.
  • Prepare high quality map products, using professional cartographic practices.
  • Use story map, or PowerBI templates and other available publication options to make interactive dashboards accessible online.
  • Create ArcGIS maps from data collected via mobile devices in the field.
  • Create documentation for all work products; document case study results and prepare corresponding presentation materials.
  • Support the development of data collection methodologies, processing and information management for the different project activities using ICT4D solutions;
  • Provide ready access to data for real-time monitoring through data reports interfaced with dynamic graphics using cloud-based reporting tools and dynamic dashboards, to enable decision makers to produce evidence-based reports;
  • Build project-based staff capacity on data management and sharing protocols to ensure data privacy and data security standards are followed when collecting and disseminating information;
  • Provide technical and troubleshooting support to project-based staff using project promoted ICT4D solutions and project database;
  • Document the best practices, lessons learned and innovations on the use of ICT4D solutions (mapping and data visualization) for project learning and knowledge management.


Qualifications, Skills and Experience: 
  • The ideal candidate for the Catholic Relief Services (CRS) Project Officer - Data Analyst job placement must hold Bachelor's Degree or equivalent experience in ICT, Information Management or related area;
  • One to two years of experience in data analysis, geospatial mapping, working with humanitarian and development assistance, preferably with an international NGO;
  • Experience in database management using Microsoft Access, SQL Server and Excel required;
  • Experience working with data visualization tools such as Excel, PowerBi, Zoho, tableau or any other related tools
