Qualifications, Skills and Experience:

  • Three or more years of professional software development experience, preferably in Python.
  • Previous experience using and administering relational and non-relational database platforms, and mastery of at least one (preferably SQL Server).

Job Summary:   The Food Assistance Information Reporting Officer will be responsible for leading field-based IT operations pertaining to the Last Mile Mobile Solutions technology (whenever applicable) and Commodity Tracking System. This includes provision of technical support to commodity distribution field staff during field registrations/distributions, in addition to running the LMMS web application to help staff set up new distribution projects, run commodity shipment using LMMS/CTS, and assist in consolidating and generating LMMS/CTS reports including shipment and loss claim registers and loss files. This position will also require delivering systems maintenance, testing new software development for field deployment, soliciting client user requirements, and assisting with new/upgraded system installations.

Key Duties and Responsibilities: 
LMMS System operation:
  • Oversees wireless connectivity issues between mobile devices, routers and roaming servers in field operations, troubleshooting where necessary.
  • Ensures correct functioning of LMMS in beneficiary registration, enrollment, household updates and commodity distribution activities. Troubleshoots technical problems as they arise (including forcing the movement of filed data to permanent data repositories).
  • Ensure backups of field data collection and ensures safety of data collected in field operations by password control to databases and encryption of laptop data where required.
  • Help administer LMMS system users within the project in coordination with the commodity officer / manager.
  • Serve as technical point of contact/support for Food Monitors and reports back to the core system delivery team on state of field deployments.
  • Work closely with software developers and software partners in new systems development.
  • Install LMMS in roaming servers, mobile devices and perform system data updates as required for field use.
  • Report technical failures, help to replicate problems and lead field installations with system upgrades/new releases.
  • Document technical shortfalls within the existing mobile product offering and with new version releases
  • Prepare LMMS reports and forward them to relevant departments within WVK and LMMS Global IT.
Consolidation and Reviewing of Monthly Reports: (CTS)
  • Assist consolidation of monthly commodity reports from the field into the CTS database in order to produce major reports (CSS, CSR, RSR, LSR) to donors and other stakeholders.
  • Ensure timely submission of the replication and backups which include field reports, warehouse reports etc by 5th of every month for timely consolidation at the NO.
  • Updating FGDB project progress reports
  • Liaise with CO’s to ensure timely submission of beneficiary lists and backups by 10th of every month
  • Maintain a neat, organized and chronological filing system, ensuring that hard copies of the recommended reports are available and easy to access at any required time.
  • Update the shipment registers and shipment receipt summaries to make sure that the soft copy and files are up to date for easy accessibility on monthly basis.
  • Update the Loss claim registers and loss files to make sure that the soft copy and the files are up to date for easy accessibility on monthly basis.
  • Make frequent visits to the field locations to assist in CTS documentation and accountability.
  • Collect all the receipts and dispatch summary, truck inspection reports, loss reports, physical inventory, warehouse inspection report, distribution summaries and distribution center visit reports.
  • Responsible to verify physical inventory for all the warehouses to ensure that the commodity book balances match the actual stock in the warehouses and explanations provided for any variances.
  • Review invoices and other Cooperating Partner reports
Coordination and Collaboration:
  • Works closely with the field monitors and Commodity officers/field Coordinators on all LMMS/CTS issues.
  • Work closely with the global LMMS Support personnel in all aspects of the technology readiness and rollout, in addition to providing feedback to, and receiving technical instructions from, the LMMS Field based System Support and Developer Officers on IT upgrades, maintenance and new developments
Administration of LMMS asset control procedures.
  • Actively participate in a forum of IT support staff for LMMS/CTS for sharing common experiences and troubleshooting technical challenges.
Capacity development:
  • Leads capacity development with field staff to ensure adequate LMMS/CTS coverage.
  • Work closely with the Senior FAIRO to supervise and provide training for all other PRRO staff especially


Qualifications, Skills and Experience:
  • The ideal candidate for the World Vision Food Assistance Information Reporting Officer job opportunity must hold a Bachelor’s degree in computer Science or IT or any other related course from a recognized University.
  • Solid background in the Window Operating System – XP in particular. Comfortable invoking, stopping or restarting System Services, installing and uninstalling software, creating user groups and setting up user privileges.

Job Summary:  The Senior Food Assistance Information Reporting Officer will provide overall management supervision of Commodity Tracking System. Ensure that all food and non-food aid projects have adequate capacity to track and account for all the food and non-food items received from various donors from the point of receipt to the final beneficiary using CTS system.

Key Duties and Responsibilities: 
  • Overall operation management of CTS/LMMS and any database management System in all districts implementing food aid and non-food items distribution projects.
  • The jobholder will organize capacity building session for FAIROs and field staff (distribution staff) on the operation of the CTS/LMMS and other computer based programs (LMMS).
  • Supervise the FAIROs in the process of data entry and generation of individual district reports. Provide technical backstopping for districts staff in the process of implementing CTS/LMMS.
  • Supervise the general management of the beneficiary database in close coordination with the Field team. Ensure data integrity and security.
  • Receive CTS data replication/data consolidation from the districts and use it to generate WV Uganda consolidated accurate reports (CSR, RSR, LSR, Donor Receipts, and Returns etc.).
  • Submit consolidated reports to Commodity Manager for review and submission to FPMG and Donors before the 7th of every month.
  • Collect and submit CTS/LMMS system backups from all FAIROs by 10th every month.
  • Collect and archive all CTS/LMMS report and backups (including distribution list) files according to the agreed filling system.
  • Design appropriate filling system that will ensure easy storage and retrieval of files and documents from the archive.
  • Supervise Monthly uploading of all LMMS backups in the FTP site by 10th of every month.
  • Generate and submit accurate CSS, and follow up with NO to ensure its signed and posted in the FGDB on time.
  • Supervise the generation of food distribution invoices from all the districts of operation, work with the respective districts staff (Commodity Officers and FAIRO) to ensure that invoices have been processed as per agreed timelines.
  • Coordinate with field and M&E teams in the supervision of registration and distribution of LMMS ration cards to different categories of project beneficiaries and ensure all compliance issues are handled.
  • Supervise the maintenance and management of the LMMS equipment in all the districts of operation
  • Attend 15% of distribution every cycle to ensure compliance and commodity standard are in practice.


Qualifications, Skills and Experience:
  • The ideal candidate for the World Vision Senior Food Assistance Information Reporting Officer job opportunity must hold a Bachelor’s degree in Business Administration, Information Technology I.T, Computer Science, Accounting or Statistics. Masters degree is preferred.
  • Three years of working experience in IT or two years of working experience with a NGO or UN agency in Commodities Tracking /Accounting.

About Project: Innovative Approaches to Response Preparedness (IARP):
Worldwide, extreme events aggravated by climate change lead to an increase in disasters and suffering. The impact of these events could be reduced and sometimes avoided if plans and funding were in place to take well-targeted, cost-efficient and early action based on climate and weather forecasts. The programme therefore builds capacity in Forecast-based Financing (FbF), supported by Data Preparedness and Cash Transfer Programming (CTP) in early action, through systems development, piloting and iteration. The programme builds on the capacities of Ethiopian Red Cross Society (ERCS), Kenyan Red Cross Society (KRCS), and Uganda Red Cross Society (URCS) in the three innovative approaches to provide early action that reduces risks of people at risk of a forecasted disaster, in particular the most vulnerable, including refugees. The three National Societies will implement the programme together with the Netherlands Red Cross (NLRC, lead) in partnership with the Red Cross Red Crescent Climate Centre (Climate Centre), 510 Data Initiative (510), the International Center for Humanitarian Affairs (ICHA), the International Federation of Red Cross and Red Crescent Societies (IFRC), and British Red Cross (BRC), and in close collaboration with various stakeholders.

Job Summary:  The Data Preparedness Delegate will support the Uganda Red Cross Society (URCS) to establish a data team, by understanding the operating model of the NLRC based 510 team, and to copy the best practices and systems into the URCS data team. This includes support on Strategy, Business model, Finance, HR, Marketing and Communication. This is a training and capacity building component of the position. Additionally, the data preparedness delegate will actively support the implementation of the IARP project activities within the first year, working together closely with the URCS data team lead. The data preparedness delegate identifies which of the project activities can be performed by the data team in URCS, and which need specific expertise or capacity of 510. This position serves as the interface between both data teams, and ensures that project activities are delivered with high quality and within the project planning.

Key Duties and Responsibilities: 
Capacity Building
·         Assess existing data and IT capacities within the NS and map these against a blueprint of the 510 data team
·         Co-develop a strategy for how to set up the data team within the NS and identify priorities
·         Support with growing the team, by linking to universities (Makerere) and by attracting volunteers
·         Support with setting up tools and systems that allow the data team to collaborate digitally
·         Co-organize with the data team a data literacy training of Uganda Red Cross leadership
·         Review the data responsibility policy with the data team, and set up the basic processes to protect data


Qualifications, Skills and Experience: 
·         The applicant must hold a University degree in preferably science, technology, engineering or mathematics (e.g. computer science, econometrics, artificial intelligence, (applied) mathematics, (applied) physics, astronomy, technology management, geo-information sciences)
·         One to two years of demonstrable experience in project management in emergency or development programming
·         Experience in working in projects and with partners at a distance
·         Experience in the humanitarian work of Red Cross National Societies and the internal processes relevant for the region
·         Track record showing the capacity to use data to improve processes, operations and decision-making.
·         Living in - or willing to move to - the Uganda
·         Has considerable experience with working in a data team
