Job Summary:  The Human Resources & Administration Officer will ensure for the smooth implementation of administrative and human resource policies and procedures.

Key Duties and Responsibilities: 
Implementation of the HR policies and procedures (recruitment, remuneration, social and healthcare coverage)
  • Implement the  national staff   recruitment and induction  processes at the national level
  • Ensure the  social and medical policy framework  is implemented  at national level
  • Analyse and monitor changes in employment law and other NGOs’ practices at a local level and advise the HRM accordingly.
  • Participate in the drafting, reviewing of HR policies and procedures for submission to the HRM for validation purposes.
  • Prepare the training plan for submission to the HRM while ensuring that the training policy and procedures are adhered to.

Guarantee a secure framework for HR administrative management
  • Ensure the  implementation of the internal regulations and national personnel employment terms and conditions
  • Prepare departure documents (travel orders, discharges, etc.) and support expatriate departures with logistics department
  • Organise the induction, hand overs and debriefings for national and expatriate staff at national level;
  • Administrative follow up of all national staff in Uganda including registration with local URA and NSSF.
  • Monitor deductions of annual leave and other absences at national level and ensure that the records are updated accordingly.
  • Draw up employment contracts for validation by the HRM
  • Prepare employment offers for validation by the HRM
  • Ensure all staff  files are updated with the required documentation including  job descriptions
  • Prepare the payroll and maintain its accuracy.
  • Ensure all statutory requirements are adhered to during payroll preparation and 
  • Payment information transmitted to finance department for payment.
  • Support the HRM in implementing national  personnel disciplinary procedures
  • Update HR management charts and submit them HRM for onward transmission to the regional office on a quarterly basis
  • Prepare Expatriate per diem payment on monthly basis as per the validated rates from Head quarters
Ensure compliance of local legislation and legal framework at national level
  • Ensure the formalities required by government bodies are completed in time, support the HRM in the follow up of legal matters
  • Guarantee the correct archiving of the organisation's documents in HR and Admin.
  • Ensure compliance with legal requirements including calling on local expertise if required (Lawyers, employment inspectors, etc.)
  • Take part in the activity of networks on legal and HR aspects order to follow evolution on policies change etc.
Respect of HI identity, rules and policies
  • Know, understand, apply and respect HI code of conduct and ethics, HI mandate and values, HI rules and operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected

Qualifications, Skills and Experience:

About US:
Following the signing of the Lusaka Ceasefire Agreement in July 1999 between the Democratic Republic of the Congo (DRC) and five regional States (Angola, Namibia, Rwanda, Uganda and Zimbabwe) in July 1999, the Security Council established the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC) by its resolution 1279 of 30 November 1999, initially to plan for the observation of the ceasefire and disengagement of forces and maintain liaison with all parties to the Ceasefire Agreement. Later in a series of resolutions, the Council expanded the mandate of MONUC to the supervision of the implementation of the Ceasefire Agreement and assigned multiple related additional tasks.

Key Duties and Responsibilities: Within delegated authority, the Human Resources Assistant will carry out the following duties:
  • Assist in the preparation of staff members' entitlements including claims, danger pay, daily subsistence allowance, mission subsistence allowance for Government Provided Personnel and Individual Uniformed Personnel, volunteer living allowance and any other allowances for payments in conformity and adherence to applicable United Nations policies e.g. staff rules, financial regulations and rules, ST/AI issuances or practices, IPSAS policy framework etc.
  • Process the entitlements, benefits and payroll for the international and national civilian staff and non-staff on behalf of the Client Missions and/ or the RSCE, as well as claims for official travel and expense reimbursements.;
  • Assist in managing the service line as appropriate in the business processes related to payroll, leave entitlements, contract extensions, other entitlements, separations and final payments for civilian staff, non-staff and uniformed personnel.
  • Assist in the processes related to the on-boarding, travel arrangements, payments of settling-in grants, check-in, check-out and separation activities for civilian staff, uniformed personnel and non-staff, as well as the installation and repatriation of recognized dependents. 
  • Monitor and evaluate the effectiveness of related guidelines, staff rules, HR rules and regulations, practices and procedures, and make recommendations through the Chief of Unit where necessary.
  • Process and administer end to end entitlements and benefits of International staff members in the RSCE in an efficient and timely manner, i.e. Personnel Administration of Contracts, Personnel administration of movements, Time Management and Separations.
  • Advise internal and external clients on Benefits and Entitlements, Staff Rules and Regulations and HR guidelines and promote a collaborative and client-oriented approach.
  • Review and process requests for entitlements and claims.
  • Assist the service line with the administration and certification on the processing of benefits and entitlements processes in compliance with the Rules and Financial framework.
  • Determine, certify and process financial entitlements related to appointments, reassignments, ongoing entitlements and salaries.
  • Ensure accurate and complete submission of claims and entitlements in compliance with policy and guidelines
  • Review and recommend revision to HR policy guidelines relating to Benefits and entitlements as deemed necessary.
  • Perform HR administration of Benefits and Entitlements in Umoja in line with the delegation of authority, maintain UMOJA entitlements and HR local contracts and administration roles.
  • Assist in the review and processing of data pertaining to conditions of service.
  • Resolve queries escalated in iNeed in UMOJA
  • Provide general office support services, draft and/ or process a variety of correspondence and other communications.
  • Set up and maintain reference files/ records (electronic and paper).

Qualifications, Skills and Experience:

  • At least five years of progressively responsible experience in Human resources management, administrative services or related area is required.

Job Summary:  The People and Culture Administrative Officer will support the People and Culture Department with the coordination of services and functions that ensures fast, focused & efficient support to the department’s clients. Key Duties and Responsibilities: 
Administration and Support
  • Prepare and process all kinds of P&C related paperwork for all categories of workforce as required, with accuracy and confidentiality and in accordance with policies and local laws.
  • Respond to routine employee enquiries, both oral and written to ensure the accurate and timely provision of information

Qualifications, Skills and Experience:
