Health Manager - Kyaka - International Rescue Committee (IRC)


Job Title:         Health Manager - Kyaka
Organization: International Rescue Committee (IRC)
Duty Station:  Uganda
Reports to: Field Coordinator

It has particularly working in the conflict zones where tens of thousands of people have been kills and over 1.6 million displaced. Following a peace agreement in 2006, Ugandans are returning home and looking to rebuild their lives. The IRC is there to protect women and children from violence and exploitation by fostering a safe environment and encouraging education, and is supporting farmers and small businesses, and helping communities promote peace and long-term development.

Job Summary:   The Health Manager will be responsible to provide oversight to quality Reproductive health services, medicine and supplies, EPI and facility WASH services in the IRC Supported health facilities, health posts and catchment population. He/she will be expected to work Within the primary healthcare facilities and community in the catchment population and collaborate with the integrated community health program to implement project activities. Responsibilities may include supervision of health staffs and developing project review meetings and coordinating with the appropriate stakeholders. The Health Manager will monitor drug consumption, rationale drug use at health facilities and progress and keep track of activities. Keep records of all reproductive health services, medicine and medical supplies, infection prevention and control. She/he will spend approximately 50% of his/her time in the field both at the health facility, health posts and in the community.

Key Duties and Responsibilities: 
  • Coordinate the organization and delivery of quality RH, EPI and or IPC services at IRC supported
  • Health facilities, health posts and outreaches.
  • Ensure project compliance with Ministry of Health Guidelines and protocols during delivery of health services
  • Provide technical supervision and guidance of IRC’s RH, EPI, pharmaceuticals and IPC program
  • Monitor the standard of healthcare in the camp-based health posts including safe motherhood,
  • EPI, family planning, adolescent sexual reproductive health, nutrition, HIV prevention care and treatment services.
  • Provide regular feedback to staffs on appropriateness of diagnosis and management.
  • Oversee the management of drugs and medical supplies including selection, procurement, and distribution and ensure continuous availability appropriate medicines and supplies.
  • Identify gaps or deficiencies in RH, EPI, IPC activities and develop interventions to address these gaps in consultation with the Field Coordinator and Health Coordinator.
  • Identify and mentor key staffs on coordination of RH, EPI, IPC activities at the IRC supported health facilities, health posts and outreaches in the settlement
  • Ensure consistent and timely collection, utilization and reporting of RH, EPI, IPC and drug
  • Consumption reports
Human Resources.
  • Participate in the recruitment, selection, orientation and supervision of IRC health staff in Lamwo as needed
  • Identify training needs of health staff and develop formal/informal training interventions or identify appropriate external training that will enhance management, and reporting skills.
  • Conduct semi-annual performance evaluation of direct supervisees
Liaison
  • Represent the health program and maintain effective relationships with District Health authorities, health centers and referral hospital authorities, Health Unit Management Committee, OPM, UNHCR, refugee leaders and other NGOs.
  • Liaise closely with other IRC program sectors to ensure coordination and integration of programs
Communication and Reporting
  • Assist in the preparation of monthly health management information system reports according to UNHCR, IRC and MOH formats.
  • Review reports for accuracy and consistency prior to submission.
  • Provide regular feedback to the Field Coordinator and Health Coordinator on project implementation through timely and complete biweekly situational and monthly reports.
  • Assist in writing donor reports.
  • Assist in the preparation of donor proposals for health related components of the refugee program and other health-related projects within the district.
  • Conduct monthly quality assessment of service delivery and project review meetings
Budgetary
  • Manage the health-related component of the project budgets including responsibility for ensuring expenses are appropriate and incurred according to schedule.
  • Prepare monthly cash forecast estimates for health activities implementation


Qualifications, Skills and Experience: 
  • The applicant for the International Rescue Committee (IRC) Health Manager – Kyaka job must be a · Medical Doctor (postgraduate qualification in public health or similar will be an added advantage)
  • At least 4 years working experience delivering health services within multi-sectoral programs
  • At least one year working in a comprehensive primary health care program with refugees or conflict affected populations preferred.
  • Experience and knowledge of the running of the district health system, delivering services within framework of INGO and Ugandan health sector strategic plan and policy.
  • Experience in supervising staff, preferably in international organizational setting.
  • Excellent oral and written communication skills.
  • Excellent analytic and problem solving skills
  • Experience in assessments, report writing and proposal development
  • Diplomacy, tactic and representation competencies
  • Computer skills in MS word, MS Excel, and MS Power Point.

Program Manager - Jhpiego

Job Summary:  The Program Manager provides support and leadership for the implementation of Jhpiego/Uganda programs and will specifically provide support and leadership on a project focused on survey development and data use and program management. S/he will work with program and technical teams to help coordinate the analysis, synthesis and reporting of results as well as capacity development of staff and partners. S/he ensures timely and cost-effective implementation of program activities. This person will also be responsible for overseeing the collaborative development, roll out and adaptation of major surveys. S/he will also play a lead role on communications and have experience with advocacy and marketing strategies. Responsibilities include: program and financial management, workplan development, reporting, support monitoring and evaluation activities, business development, donor and partner relations and knowledge management. The Program Manager will work closely with the Country Director, Project Directors and Technical Advisors to develop and maintain collaborative partnerships with program partners and country stakeholders.


Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor’s Degree in public health, international development, clinical degree (nursing or medicine) preferred
  • At least seven years of experience in program implementation, including training of health service providers
  • A minimum of five years of experience in development and management of surveys/data collection
  • Track record of effective translation of data into action for policy, advocacy and program implementation
  • The ability to use data to adjust programmatic interventions to optimize impact and funding
  • Experience managing sub-awardees (contracts, payments, monitoring compliance, reviewing deliverables, onsite monitoring, etc.) and building their capacity in program management
  • Skilled in writing technical and programmatic documents, such as training materials and reports
  • Understanding of public health and development approaches particularly in the Ugandan context.
  • Familiarity with Uganda’s health system, key stakeholders and relevant government policies/strategies
  • Understanding of monitoring and evaluation of programs, and skilled in use of data for decision-making and program management
  • Work planning and budgeting experience
  • Ability to interact with established networks of senior level international and national health professionals, donors, universities and other partners
  • Excellent presentation, verbal and written communication skills
  • Excellent donor and partner relationship skills as well as new program development skills
  • Proven leadership skills, as well as skills in facilitation, team building and coordination
  • Technical expertise in family planning and/or RMNCH programming
  • Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability) and the ability to project a professional, consistent image of confidence, integrity and competence.
  • Ability to travel domestically up to 30%

3 Study Nurses - Epicentre

Duty Station: Mbarara, Uganda
Reports to: Nurse Supervisor and Principal Investigator

About US:
In 1995, Epicentre created a permanent research centre in Uganda to support MSF projects in the region. The primary role of Epicentre in Mbarara is to conduct clinical research following Good Clinical Practice (GCP) requirements on critical public health burdens in Uganda and Africa. To reach this objective, Epicentre collaborates closely with the Mbarara University of Science and Technology (MUST). A full-time experienced research team is based at the Epicentre Mbarara Research Centre. The Mbarara research centre is located in Mbarara Municipality, 300 km South-West to Kampala.

Key Duties and Responsibilities: 
  • Administer informed consent to persons willing participate in the study and register patients included in the study.
  • Administer investigational Product following study protocol and Standard Operating Procedures and observe participants alter administration of investigational Product.
  • Complete case report forms and other study documents following study Standard Operating Procedures.
  • Perform drug accountability as well as drug requisition and inform the person in charge of the main pharmacy.
  • Ensure the cleanliness of her/his working station and equipment.
  • Perform any other tasks as required by the Pl and the MSF/Epicentre Director.


Qualifications, Skills and Experience: 
  • The applicant must hold a Diploma in Nursing; Registered with Uganda Midwives and Nurses council.
  • Certificate in counseling
  • Good Clinical Practice certificate and Human Subject Protection certificate will be an added advantage.
  • Previous experience working with HIV patients
  • Previous experience in clinical research preferred
  • Fluent in English and Runyankore, spoken and written
  • Competencies: teamwork, flexibility, commitment and service

Job Summary:  The Clinical officer shall be responsible for quality clinical services delivery at the PHC facilities and supervise routine care service providers at both static and outreaches. Under the supervision and guidance of the Medical Officer in charge , the MCO is expected to develop the capacity of subordinates by provision of On-the site clinical mentorship, support supervision and organizing for continuous medical education or continuous professional development for the facility staffs. S/he is responsible for ensuring staff duty schedules is developed timely and shared among units.

Key Duties and Responsibilities: 
  • S/he will be expected to work within the health post and community in the catchment population and collaborate with the health implementing partners in the settlement. Responsibilities may include supervision of health staff and developing project review meetings and coordinating with the appropriate stakeholders. The MCO will monitor quality of clinical services at facility level and during outreaches.
  • Keep records of all health services, medicine and medical supplies, infection prevention and control. Responsible for the daily clinical assessment and prescription of treatment for all patients attending the health unit.
  • Ensure proper documentation of the history, examination findings, investigations and treatment prescribed.
  • Refer to the doctor in charge or to the doctor on call challenging cases and relevant information such as patient’s status and laboratory results, which would assist in proper clinical management.
  • Conduct minor surgical procedures in the OPD minor theatre i.e. stitching cut wounds, I&D of abscesses, removal of minor foreign bodies etc
  • Actively participate in weekly CME’s held at the health facility or post
  • Do health facility coverage and on-call as required.
  • Participate in camp health surveys/campaign.
  • Assist in daily morning ward rounds of admitted patients with the medical officer assigned to the ward and contribute to bedside teachings to junior staff.
  • Keep complete and accurate inventory of medicines and supplies located at the health unit and monitor and supervise their usage.
  • Liaises with other cadres in the unit in the delivery of quality health care to patients
  • Adheres to professional codes of conduct and ethics.
  • Provide health talks to patients/clients on day to day basis.
  • Carry out other relevant duties as may be required or assigned by your supervisor


Qualifications, Skills and Experience: 
  • The applicant for the International Rescue Committee (IRC) Clinical Officer job must hold a  Diploma in Clinical Medicine and Community Health or its equivalent from a recognized Institution
