With this grant, the Trauma, Injury, and Disability team will conduct research titled "Understanding and Preventing Drowning in Uganda.’’ The Drowning and Injury Prevention project aims to improve understanding of the types and circumstances of drowning in Sub-Saharan Africa in order to develop, inform, and implement drowning prevention programs/policies/plans to mitigate drowning risks and save lives. The focus of this initial proposed project is to understand the circumstances of drowning incidences in Uganda.

Job Summary:  The Research Assistants will assist in conducting research including data collection, compilation and digitization, under the direction of the Study Coordinator.

Key Duties and Responsibilities: 
  • Assist in the development of data collection schedules, contact data collection sites and introduce and explain study objectives.

  • Participate in the design of data collection tools

Job Summary:   The Regional Programs Manager - Western Region will provide overall leadership, support and management of WV Uganda integrated ministry programmes and operations within a designated Region in a manner that meets set standards and facilitates the wellbeing of children, households and communities. The regional portfolio therefore covers operations management of sponsorship-funded programmes, grant/PNSF and GIK at programme level.

Key Duties and Responsibilities: 
Leadership and management:
  • Lead and manage integration of programmes and operations from all funding steams.
  • Provide guidance on integration of advocacy and disaster/ risk management in field level development programmes and programme/ project designs and implementation strategies.
  • Dissemination and support implementation of Partnership and NO strategies, guidelines, initiatives and policies in the region.
  • Steer the implementation of management decisions/recommendations in the region and programmes/ projects in order to met quality standards, and promote alignment with strategies and standards.
  • Develop regional human resource development plan, and manage staff development/ growth in order to build a cadre of high performing staff and regional teams.

Operations Planning and Management
  • Provide overall guidance and support to the region and programmes in development of regional Annual Operating Plan, and programme and project designs, annual plans and budgets.
  • Monitor and guide regional programmes and projects in the implementation of designs and plans, DME processes and budgets.
  • Map out funding gaps and support preparation and/or review of key funding proposals before they are submitted to the potential support offices and donors.
  • Lead the development and review of the annual operation plans and budgets of projects and programmes, in line with global, regional and national guidelines.
  • Support and monitor implementation of projects/programmes are being managed and implemented in a manner that will result in achievement of goals within set time frame and allocated resources.
  • Ensure scheduled design, monitoring and evaluation processes (assessments, designs, baseline surveys, evaluations, and transformational indicators measurement) are conducted and reports completed and approved.
  • Integration of child protection in programmes, projects, sponsorship operations and other interventions, such as HR/OD, advocacy, ADP designs.
  • Support integration of all programmes within the regional programmes/ operations.

  • Ensure that sponsorship management business processes, standards and policies are operationalised and followed-through in programmes.

  • Monitor and oversight support in management of sponsorship performance in compliance with partnership standards.
Child protection
  • Monitor and support operationalisation of child protection and participation strategies, policies and.

Qualifications, Skills and Experience:

Key Duties and Responsibilities: 
Project implementation and reporting
  • Participate in planning and budgeting, preparation of work plans, implementation of planned health activities and monitoring/ reporting of progress.

Child Protection and Wellbeing
  • Monitor the wellbeing and child abuse cases and report any incidents in line with child protection policy and guidelines.
  • Work closely with local leaders to protect children from child violations and abuses
  • Sensitize children including RCs, guardians/parents and other stakeholders about children’s rights and responsibilities.

About Project:
World vision Uganda in collaboration with TASO Uganda will implement a global fund HIV grant for 3 years to:
  • Improve awareness, access to information and knowledge about HIV/AIDS prevention, SRH and rights among AGYW
  • Reduce the effect of social-cultural gender and other drivers of the HIV epidemic among AGYW
  • Support community systems and structures to enable better HIV services delivery and elimination stigma and discrimination.
The project will be implemented in 16 districts of Tororo, Mbale, Bukwo, Apac, Dokolo, Kitgum, Amolatar, Amuru, Pader, Lamwo, Kole, Otuke, Alebtong, Kaberamaido, Serere and Soroti.

Job Summary:  The Project Manager - Global Fund will provide leadership in all aspects of strategic planning and follow through the implementation of agreed upon Global fund HIV grant strategies and maximum integration of synergies as project is implemented. The incumbent will ensure the quality of the project implementation is in line with Word Vision, Uganda’s, Ministry of health and donor Policies/guidelines.

Key Duties and Responsibilities: 
Project management and Coordination:
  • Identify and build strategic networks with other actors to support the district in implementation of the HIV grant strategies including PMTCT, Prevention programs for adolescents and youth, in and out of school, Programs to reduce human rights-related barriers to HIV services and Community responses and systems.
  • Initiate and work with line WV staff and district partners to technically interpret the HIV grant technical approaches included in the proposal to facilitate implementation of key activities in the project work plan.
  • Work with the WV Health technical specialists, MoH and donor technical persons to define areas of HIV programing and facilitate their integration in the intervention project sites.
  • Provide technical guidance and monitor implementation of HIV grant activities including but not limited to: PMTCT, Prevention programs for adolescents and youth, in and out of school, Programs to reduce human rights-related barriers to HIV services and Community responses and systems.
  • Assist the field teams and stakeholders (communities, CBO’s, NGO’s civil society and district officials) to constantly understand and articulate HIV project strategies.
Project documentation, monitoring and evaluation
  • Conduct support supervision and provide technical assistance to staff and districts implementing the HIV grant activities.
  • Ensure World Vision’s institutional learning and experiences in Health and nutrition technical program feed into the HIV project development.
  • Conduct regular field monitoring visits every month together with Project Officers
  • Prepare monthly, quarterly and annual work plans and submit them to the supervisor
  • Prepare Monthly, quarterly & Annual reports for submission to the WV and the donor
  • Conduct quality checks of all the monitoring data and ensure filling and entry into specific database.
  • Document lessons learned, promising practices and case studies from the HIV project.

Key Duties and Responsibilities: 
HSSE Management
  • Guide all Managers on HSSE matters and ensure the implementation of recommendations.
  • Compile and manage annual HSSE action plans per facility through the companies reporting tool.
  • Conduct audits, review audit findings and manage compliance with action items.
  • Ensure that all incident investigations are handled effectively and in accordance with the APMT global HSSE standards.
  • Ensure that incident investigation reports are developed timely and that the corrective/preventative actions have symmetry to the root causes.
  • Co-ordinate and manage escalated incidents and problems that occur after hours.
  • Ensure that lessons learned from High Potential and High Severity Incidents are applicability applied and embedded.

Contractor Management
  • Ensure contractor compliance in respect of all HSSE matters.
  • Ensure that contractor’s health and safety policies, procedures and systems are in place and are in accordance with APMT standards prior to access to Facilities.
  • Assist and support contractors in the preparation of risk assessments and safe working procedures.
  • Monitor the availability and appropriateness of risk assessments and safe working procedures.
  • Assist facilities security with outsourced providers.
  • Develop procedures to ensure that contractors, suppliers, consultants and visitors to the facilities comply with relevant legislation and APMT global HSSE standards.
  • Ensure compliance with the company’s Permit to Work system for contractors
  • Ensure compliance to the OHS Act in terms of contractor management, including but not limited to; contractor written agreements, safety file, risk assessments, method statement, safety policy, safety plan and organogram are in place for all contractors.
  • Ensure that the facility contractor safety files are maintained and in line with legal requirements
Risk Management
  • Support in the development, monitoring and review of entire risk assessment process
  • Assist management and workforce personnel in the identification and control of potential risk-sources.
  • Devise, develop and monitor effective risk management strategies and make recommendations on the implementation of these strategies.
  • Maintain and review the Risk Register, Risk Profile and associated Risk Assessments and Improvement Plans for areas of risk within Safety, Health, Security and Environment.
  • Conduct regular risk management forums and training sessions with teams
