Information Security Manager Employment Opportunity - National Social Security Fund (NSSF)

 

Job Title:    Information Security Manager

Organization:  National Social Security Fund (NSSF)

About US:

The National Social Security Fund (NSSF) is a Provident Fund mandated to provide social security to its members as prescribed by law under CAP 222 (Laws of Uganda) through efficient management of members' contributions. The NSSF asset base is currently over Ugx. 9.8  trillion, making the Fund one of the largest players in Uganda’s economy.

 

Job Summary:  The Information Security Managerwill mainly strengthen information security of the Fund so as to ensure the integrity and confidentiality of the Fund’s data against cyber threats which could paralyze the operations of the Fund and undermine its reputation.

 

Key Duties and Responsibilities:  

·         Establish and maintain information security policies, processes, procedures and system security baselines

·         Monitor the Fund’s information technology architecture and advise management on emerging cyber threats that could affect the Fund’s information assets and operations.

·         Champion a robust identity and access management program that ensures only authorised users access the Fund’s resources without violating privacy requirements.

·         Promote security awareness by developing and implementing a security awareness and training programme across the Fund

·         Conduct periodic information technology risk assessments [Penetration tests and vulnerability assessment] and advise management on remediation measures.

·         Coordinate the evaluation, investigation and testing of new technologies to enhance the Fund’s information security infrastructure

·         Coordinate disaster recovery tests to ensure that the Fund is able to return swiftly to normal operations in case of a disaster.

·         Investigate information security incidents in accordance with the security incident management standard, produce reports, with recommendations and ensure remedial actions are undertaken.

·         Any other task as the supervisor may deem necessary

 


Qualifications, Skills and Experience:

·         The applicant for the National Social Security Fund (NSSF) Information Security Manager job placement must hold a university degree in information technology, information systems, computer science, or software engineering.

·         Relevant professional qualification such as CISM, CRISC or CISSP are a must.

·         At least six years’ experience in conducting IT risk assessments and information security in a busy business organization.

·         Strong understanding of industry leading information security frameworks such as ISO 27001:2013, NIST, CoBIT

·         Strong understanding of IT controls.

·         Good knowledge of networking protocols

·         Practical knowledge of penetration testing and vulnerability assessment

·         Excellent written and oral communications skills,

·         Ability to lead teams and support team decisions

·         Ability to work under pressure and adapt to change.

·         Strong analytical, decision making and problem solving skills

·         Ability to explain complex security issues to non-technical customers.

·         Ability to write comprehensive reports

·         High level of integrity

The Uganda National Roads Authority (UNRA) was established by the National Authority Act, No. 15 of 2006. UNRA became operational on 1st July 2008. The mandate of UNRA is to develop and maintain the national roads network, advise Government on general roads policy and contribute to addressing of transport concerns.

 

Job Summary:  The ICT Officer- Applications Development is responsible for ensuring that sufficient development resources are available and effectively applied to application development projects and that development practices, standards and techniques are adhered to. The Officer is also responsible for the development of software, web and multimedia applications that facilitate the achievement of business outcomes and improve business efficiencies and processes through leveraging technology.

 

Key Duties and Responsibilities:  

·        Prepare specialized code as required by user requirement specification to enable application development;

·        Contribute technical expertise to requirements analysis to enhance the quality of solution design (ensure the solution is fit for purpose and fit for use);

·        Undertake post release activities to develop a base of knowledge being incorporated in future build and release cycles;

·        Provide second level application support and problem resolution to minimize the impact of application related service outages;

·        Develop programming standards and techniques and provide advice and guidance for their use to ensure compliance with standards;

·        Design and execute acceptance tests to improve the quality of the applications;

·        Respond to audit reports and implement agreed recommendations within specified timeframes;

·        Develop risk matrix and put in place risk mitigation measures in the application development processes at UNRA;

·        Participate in planning, budgeting and reporting in line with departmental guide lines and targets.

 


Qualifications, Skills and Experience:

·        The applicant for the Uganda National Roads Authority (UNRA) ICT Officer Applications & Databases Development job must hold an Honors degree in Computer Science, Software Engineering, Information Communication Technology or any other relevant courses from a recognized University;

·        Developed and deployed enterprise application for a Government entity with at least 2000 records (Please provide a url for access)

·        Has working knowledge in development of API’s in Python or Java, .Net Core API or Node.js.  Should provide access to at least one API’s with their detailed documentation for testing

·        Working Knowledge of Database design, programming and administration

·        Has a three year working knowledge of development using Visual Studio or Java IDE’s with UI development experience using JavaScript, Angular, Bootstrap

·        High level of integrity;

·        Proven track record of outstanding performance;

·        Analytical and problem-solving techniques.

·        Excellent interpersonal, particularly staff/management relations;

·        Ability to work and produce accurate results in an environment with multiple and challenging tasks;

·        Excellent oral and written communication skills

Job Summary: The Quantity Surveyor will be responsible for developing methods of measurement of quantities to match the general specifications. The Quantity Surveyor will also be responsible for preparing the unit rate analysis for each major construction item using best cost elements of labour, material, equipment, overheads, risks and profit. In addition the Quantity Surveyor will be responsible for preparing cost comparisons of both input unit rates and aggregate cost per kilometer with similar ongoing road and bridges development and maintenance projects both in Uganda and within the region.

 

Key Duties and Responsibilities:  

·         Develop templates and data collection systems for unit rate analysis and cost estimates in line with UNRA’s guidelines and standards;

·         Develop standard BOQ to guide cost estimates of projects in line with UNRA standards and Annual Statutory performance agreement;

·         Develop and implement systems to monitor all costs associated with design, construction and maintenance of roads and bridges in line with UNRA Annual Statutory performance agreement;

·         Develop and implement cost optimization procedures for value for money analysis in line with UNRA Annual Statutory performance agreement;

·         Manage procured services of quantity surveying in line with UNRA contract management guidelines.

 


Qualifications, Skills and Experience:

·         The applicant for the Uganda National Roads Authority (UNRA) Quantity Surveyor job must hold an Honors Degree in Quantity Surveying, Construction Management, Civil Engineering;

·         For those with a Bachelor’s Degree, a Master’s Degree in a related field and other Post Graduate qualifications in Quantity Surveying, Construction Management, Cost Engineering or other relevant field will be an added advantage;

·         Professional registration with a Professional Surveyors Board or its equivalent in the Commonwealth or relevant professional body is a must;

·         At least five years of experience in cost estimation for road or bridges related projects.

·         Computer literacy is a must.

·         High level of integrity;

·         Proven track record of outstanding performance;

·         Excellent interpersonal, particularly staff/management relations;

·         Excellent oral and written communication skills;

·         Ability to manage/supervise multi skilled teams and deliver accurate results in a timely manner and in an environment with multiple and challenging tasks.
