Project Accountant Jobs - Ministry of Water and Environment

About US:
Ministry of Water and Environment with the support from Adaptation Fund is executing a project on Enhancing Resilience of Communities to Climate Change through Catchment Based Integrated Management of Water and Related Resources in Uganda (EURECCCA). The project started in May, 2017 and will be completed by October, 2021. It is implemented in 3 catchments of Aswa in Upper Nile Water Management Zone (WMZ), Awoja in Kyoga Water Management Zone and Maziba in Victoria Water Management Zone.

Job Summary:  The Project Accountant will be responsible for assisting the Program Coordination Unit in implementation of financial management implementation arrangements in line with Financial Management Manual (FMM) in the Ministry issued under the Government's Treasury Accounting Instructions 2003 issued under the Public Finance Management Act 2015 .

Key Duties and Responsibilities: 
  • Develop financial plans and budgets in line with the project objectives
  • Oversee the disbursement of funds /payment process
  • Monitor and track financial expenditure/transactions
  • Ensure compliance with Financial Management
  • Manual (FMM) in the ministry as provided for by the Government's Treasury Accounting Instructions 2003 issued under the Public Finance Management Act 2015 and Project Financing Agreement Policies
  • Prepare Project financial performance reports


Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor’s Degree in Commerce, Finance, Accounting, Business Administration or its equivalent from a recognized Institution.
  • Full professional qualifications as ACCA, CIMA, CFA and CPA
  • A Master's degree in a relevant field will be an added advantage
  • At least five years of working experience as an accountant in reputable organizations
  • Experience in donor funded projects within the Government setting will be added advantage
  • Experience using Government financial systems the Integrated Financial Management System or its equivalent will be an added advantage.
  • Strong analytical and strategic skills
  • Excellent planning and organizational skills
  • Excellent interpersonal skills
  • Excellent communication skills, both oral and written
  • Works under minimum supervision and meets deadlines

Job Summary:  The Examinations Officer - Public Health Dentistry will coordinate the production of the draft and final examinations in the respective field of assessment and participate in the management of examinations at the Secretariat.


Qualifications, Skills and Experience: 
  • The applicant must hold a Masters Degree in a health-related discipline is an added advantage.
  • A Bachelors Degree in Dental Surgery, or Diploma in Public Health Dentistry with a minimum of a Post Graduate Diploma in Medical Education equivalent from a recognized awarding Institution.
  • At least five years of related work experience

About US:
Mt. Elgon Labour-Based Training Centre (MELTC) is a Project under the Ministry of Works and Transport. MELTC is the National Training Centre for the application of Labour- Based Technology (LBT) in the rehabilitation and maintenance of National, District, Urban and Community Access Roads. The Training Centre is located 20 Kms from Mbale Town along the Mbale - Budadiri road; adjacent to Uganda Technical College-Elgon. The training conducted at MELTC is both classroom and field based.

Key Duties and Responsibilities: 
  • Mobilizing support staff, materials, equipment and tools practical training sessions
  • Ensuring that the First Aid Kit has all the necessary and essential medication(s)
  • Liaising with Stores to ensure that all the materials and safety gear are in place
  • Sourcing for premises for use as site camp(s) liaising with the Landlord(s)
  • Liaising with the MELTC caterer to ensure that meals and water are provided on time
  • Guiding the trainees during the practical sessions and offering explanations
  • Participate in the prospecting and identification of gravel and other materials
  • Assist the Training Engineer(s) in the preparation of the training road BoQs
  • Participate in the selection of suitable road(s) and/or bridges site(s)
  • Ensuring that all materials and tools used on site are stored safely


Qualifications, Skills and Experience: 
  • The applicant must hold a National Diploma in Building/Civil Engineering or related field
  • Five years’ experience in the roads sub-sector will be strongly desired
  • Ability to read drawings, plans and blue prints
  • In depth knowledge of road construction procedures, equipment and Occupational Safety and Health Guidelines
  • Ability to work in a multidisciplinary and multicultural environment
  • Strong interpersonal skills, including team management and understanding others
  • Ability for conceptual and analytical thinking
  • Ability to work independently and proactively

  • Carry-out Training Needs Assessment (TNA) of prospective trainees
  • Research, preparation, presentation and implementation of training programs
  • Conducing classroom and field practical training
  • Undertake outreach support to contractors and local governments
  • Assisting Local Government Engineers in developing road BoQs
  • Ensuring proper administration of trial contracts
  • Evaluating of trainee contractors or DLG staff in implementing road works
  • Participating in the review of the curriculum as may be necessitated


Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor’s degree in Building/Civil Engineering or related field
  • Five years’ experience in the roads sub sector is strongly desired
  • Familiarity with design and planning software like RAMPS etc
  • Ability to work in a multidisciplinary and multicultural environment

Job Summary:  The Internal Auditor will be responsible for ensuring that proper and adequate internal management and financial controls are in place and strictly adhered to and that accurate accounting records are maintained.

Key Duties and Responsibilities: 
  • Develop and implement audit manual and audit programmes;
  • Check and examine accounting and other records and systems to pinpoint any irregularities;
  • Propose timely corrective action to minimize damage to the Agency’s financial, assets and human resource standing;
  • Prepare annual audit plans for Board approval and subsequent implementation;
  • Facilitate the development and implementation of the Agency’s risk management framework;
  • Evaluate the risk exposures and mitigation measures in place relating to the Agency governance, operations and information systems;
  • Review and appraise the adequacy and effectiveness of the Agency’s system of internal control;
  • Review the systems established to ensure compliance with policies, plans, procedures, statutory requirements and regulations which have a significant impact on the operations of Agency;
  • Review the means of safeguarding Agency assets and verify existence of such assets;
  • Appraise economy, efficiency and effectiveness with which Agency resources are employed;
  • Review operations or programs to ascertain whether results are consistent with Agency’s established objectives and goals, and whether the operations or programs are being carried out as planned;
  • Review Agency draft financial statements before submission to external auditors;
  • Prepare and present quarterly and annual report to the Board of Directors;
  • Perform any other related duties as may be assigned by the supervisor.

Key Performance Indicators
  • Approved annual audit plans
  • Quarterly reports on internal audit assignments


Qualifications, Skills and Experience: 
  • The ideal candidate for the Civil Aviation Safety and Security Oversight Agency (CASSOA) Internal Auditor job must hold a Bachelor’s Degree in Accounting, Commerce or Finance from a recognized institution
  • A member in good standing of a recognized professional accountancy Body. Possession of Certified Internal Auditor and/or Certified Information Systems Auditor qualifications will be an added advantage.
  • At least ten (10) years’ experience in auditing 5 of which should be in internal audit.
  • Knowledge of public accounting and auditing principles, strategies, and processes
  • The ability to multitask, communicate effectively with individuals at all levels verbally and in writing and handle details of a highly confidential and critical nature.
  • Good interpersonal skills,
  • High degree of integrity
  • Proficient in computerized accounting packages.
  • Knowledge and ability to use the SUN SYSTEM will be an added advantage
  • Good understanding of International Public Sector Accounting Standards (IPSAS)
  • Report writing and presentation skills
  • Age: Below 55 years
