Officer Media Management - Uganda Revenue Authority (URA)

About URA:
The Uganda Revenue Authority (URA) was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. This statute incorporated all the laws that were in force then regarding tax collection. The new organization (URA) amalgamated the three tax administration departments that were responsible for all the taxes collected by the Central Government of Uganda.

Job Summary:  The Officer Media Management will implement strategies for managing internal and external communications to enhance information flow and media relations. The incumbent will implement identified strategies in the management of the media relations and in the dissemination of business information to the public through the media in line with the organizational guidelines.

Key Duties and Responsibilities: 
  • Compile updates on the different departmental activities such as Revenue performance, vacancies, requests for Bids, new procedures in place, cases won in court, etc. in preparation for public communication
  • Receive, edit and proof read the various reports and information from the departments and reformatting them before submission to the media houses
  • Book space with the selected media houses, forward the information and receiving acknowledgement
  • Issue and confirm invitations to the planned events, obtain attendance lists to verify attendance for accountability purposes.
  • Receive invoices for work done and forward to the respective departments for approval and payment processing
  • Update the media account data base with all Information regarding information disseminated.
  • Organize the URA media engagements and manage the issues arising
  • Monitor and evaluate media relations through soliciting, obtaining and analyzing feedback on the strategies implemented
  • Develop articles and materials on topical issues and submit to the line manager for review and approval for dissemination
  • Participate in Public relations campaigns to educate the public about emerging URA products and services to increase awareness and compliance .
  • Draft and submit a publicity plan to the line management for review and approval.
  • Design and review campaign materials e.g. articles, fliers, posters, etc
  • Book selected media houses and submit the approved materials for publication
  • Monitor and evaluate the effectiveness of the media campaigns through soliciting, obtaining and analyzing feedback on campaigns held
  • Monitor and evaluate all media interactions/activities to identify issues concerning URA Business that may require special attention
  • Scan daily print and broadcast media to identify any issues concerning URA business that may require further management or staff awareness
  • Draft responses on issues in the media that require URA response and liaise with the respective Media house or advertising agent in case of errors that require rectifying
  • Maintain an updated database of all the URA related stories in the newspapers by scanning and filing copies
  • Provide coverage and publication for internal events as assigned by the line manager


Qualifications, Skills and Experience:

Job Summary:   The Officer IT Network Administrator will be tasked with the installation and maintenance of the Storage Area Networks and its fabrics, Server Farm, Clouds Infrastructure that Supports URA business Applications as per Service Level Agreement (SLA) and URA business requirements. The incumbent will be tasked with the administration of the Enterprise Server and Storage Farms, unified converged Enterprise Systems to ensure Availability of all URA business Applications.

Key Duties and Responsibilities: 
  • Tasked with monitoring and maintenance of the Servers and Storage infrastructure as per availability requirements
  • installations or in liaison with the provider set up of the Enterprise storage, server Farms and unified converged systems
  • Generate reports, with recommendations and submit it to the line supervisor
  • Evaluation/Verification/inspection of deliveries as per specification and cause action for provider to make good or rebate or provide services credits as per SLA/contracts.
  • Installation, Monitoring and maintenance of the URA domain services to ensure that all business applications are online 24 hours.
  • Carry out installation as per plan, maintenance plans and schedules for the Domain server management team and supervise installations
  • Trouble shooting requests and research into the new challenges
  • Implementation and Maintenance of the technical policies in regards to the URA Domain services
  • Generate daily Enterprise domain services reports to the line supervisor
  • Administration of load balancer for business servers to ensure high availability of applications.
  • Install and maintain the load balancer for all Enterprise Server systems to ensure optimum performance
  • Verification/inspection of deliveries as per specification and cause action for the provider to make good or rebate or provide services credits as per SLA/contracts
  • Monitor and generate Load Management reports and submit to the Line supervisor
  • Install and maintain Virtual Desktop Infrastructure (VDI).
  • Installation and maintenance of VDI
  • Installation and maintenance of VDI clients and support the IT staff on the ground
  • Monitor and generate VDI reports and submit to the Line supervisor.
  • Verification/inspection of deliveries as per specification and cause action for the provider to make good or rebate or provide services credits as per SLA/contracts.
  • Initiate and implement activities/programs intended to create and improve performance


Qualifications, Skills and Experience:

  • Professional certification such as; Oracle specific to Solaris, Virtualization and SAN Certifications in known technologies such as Dell EMC, NetApp

  • Experience in Administration of Oracle Solaris, Enterprise Linux and UNIX Systems

  • Entry level knowledge of high end IT hardware such as interconnect, power supply units and mandatory accessories

Senior Meteorologist - Thermodynamic and Analytical Laboratory - Uganda National Bureau of Standards (UNBS)

About US:
The Ministry of Energy and Mineral Development (MEMD) and the Uganda National Bureau of Standards (UNBS) are under taking the Fuel Marking and Quality Monitoring Program (FMP) to monitor the importation and trade of Petroleum of products by preventing adulteration, dilution, contamination and smuggling thereby safeguarding consumers and the environment in addition to enhancing Uganda’s National revenue collections. The program is run as a cooperative arrangement under a Memorandum of Understanding (MOU) that was signed by the two institutions.

Key Duties and Responsibilities: 
  • Develop calibration methods and techniques based on principles of measurement science and technical analysis of measurement problems so as to meet accuracy and precision requirements to calibrate client’s equipment
  • Maintain all equipment and carry out calibration of working standards in time to maintain their integrity and standards in the laboratories
  • Identify sources of uncertainties in measurement contributing to the results of measurement for the various thermodynamic related equipment to ensure reliability of measurement processes.
  • Prepare measurement schemes for thermodynamic measurements as well as train and guide laboratory personnel in design of such schemes
  • Supervise the installation and examination of new Equipment for the laboratory
  • Supervise Meteorologists working in the Temperature Laboratory to ensure that Calibration activities are done in a timely, efficient and professional manner.
  • Training junior staff in the use and calibration of equipment
  • Participate in research and development in relation to metrology work
  • Participate in planning of calibration work and undertake tests/ calibrations in line with the Departmental guidelines, procedures and work plan
  • Participate in Laboratory inter-comparison in collaboration with other regional and international laboratories,
  • Prepare and plan quarterly, Half year and Annual reports, budgets and activities throughout the year
  • Develop, implement and maintain a quality management system for the Laboratory,
  • Perform any other relevant duties that may be assigned from time to time by the head of division


Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold a post graduate qualification in Physics or Engineering or any other engineering qualification from a recognized University/Institution
  • Possession of Honours degree in Physics or Engineering from a recognized University/Institution
  • Five years of prior experience in Standards, Quality Assurance, or quality control, Standards Development or Laboratory Testing
  • Training in ISO 9001 is an added advantage
  • Hands-on supervisory competencies with capacity to multi-task and deliver results efficiently with minimal supervision
  • Proven people leadership and functional management competencies with hands-on skills in Risk Management and internal controls in the functional areas
  • Must be computer literate with skills in MS Word, Excel, PowerPoint, and the Internet applications
  • Age: Between 30 and 45 years

Job Summary:  The Assistant Value Chain Development officer supports the provision of agro-processing technologies as well as farm development activities involving on farm agricultural mechanization technologies.

Key Duties and Responsibilities: 
  • Provide technical support in identification and development of technologies for intervention areas including value addition, mechanization, water for agricultural production and agricultural infrastructure
  • Implement initiatives to promote appropriate post-harvest and value addition technologies;
  • Provide technical support in promotion of appropriate on-farm mechanization technologies
  • Implement initiatives to promote appropriate farm and agro industrialization infrastructure including establishment of grain warehouses, silos, green houses, livestock and poultry structures
  • Promote appropriate water for agricultural production practices and technologies in the area of irrigation and water harvesting;
  • Provide technical support in agribusiness development services
  • Participates in procurement, evaluation and contract management for strategic interventions under agribusiness and value chain development
  • Providing technological support in provision of knowledge and skills to farmers and farmer groups on post-harvest practices and quality assurance systems of the various enterprises; and
  • Perform any other duties that may be assigned by the supervisor


Qualifications, Skills and Experience: 
  • The ideal candidate for the National Agricultural Advisory Services (NAADS) Assistant Value Chain Development job placement must hold a Bachelor’s degree in Agricultural engineering, Mechanical Engineering or its equivalent.
  • A Postgraduate qualification in Food or Agricultural Processing Technology is required.
  • At least three years’ relevant experience in the in agricultural value chain development with emphasis in agricultural processing, mechanization and water for agricultural production
  • Analytical skills

  • Demonstrable experience and excellent skills in report writing

Job Summary:   The Head, Legal Services will ensure that legal services are rendered to NAADS Secretariat in an efficient and effective manner at all times by overseeing the management and coordination of the legal services at NAADS Secretariat. List of specific tasks and duties to be performed;

Key Duties and Responsibilities: 
  • Initiate legal proceedings in the courts of law on behalf of NAADS Secretariat;
  • Defend NAADS Secretariat in the Courts of law where proceedings have been initiated against it;
  • Represent NAADS Secretariat in Arbitration, Mediation and other forums under alternative dispute resolution;
  • Carry out legal audits of all ongoing court cases; and accordingly advising the Board and Management of NAADS on the appropriate course of action and legal remedies;
  • Make the relevant correspondences, on behalf of the Secretariat that relate to court matters;
  • Formulate and review agreements or contracts that may relate to the NAADS Secretariat;
  • Render legal guidance to the Secretariat on any matter upon which the Board may seek guidance and;
  • The legal practitioner should be in position to assess the respective court fees, which shall be reimbursed at the conclusion of the relevant case or at the withdrawal of instructions.


Qualifications, Skills and Experience: 
  • The ideal candidate for the National Agricultural Advisory Services (NAADS) Head, Legal Services job placement must hold a bachelor’s degree in Law and Post Graduate Diploma in Legal Practice
  • He/she should be a practicing advocate
  • At least eight years of work experience in law practice, with at least four (4) years at a senior level.
  • He/she has not been previously suspended by Law Council.
  • He/she must be conversant with PPDA law and regulations and other related procurement laws.
