Finance Officer International NGO Job Opportunities - PATH

Job Summary:  The Finance Officer will be an integral part of the Country office finance function primarily focusing on supporting the month end financial reporting and enforcing of internal controls while executing financial transactions.

 Key Duties and Responsibilities:  
·        Maintain and ensure timely recording of accurate accounting data in the Accounting System.
·        Prepare all payroll related transactions of the month (payroll for staff and temp staff, file PAYE and NSSF returns plus uploading corresponding payments)
·        Reconcile payroll GL accounts to the payroll on monthly basis
·        Prepare monthly bank reconciliations in the BW and follow up any reconciling items with the bank
·        Review timesheet charges accuracy for all staff appropriately to the projects
·        Weekly and monthly review of balance sheet accounts for accuracy, aging and reconciliation. Prepare quarterly/monthly cash requests and monitor CO liquidity-ensuring liquidity is sufficient Vs procurement planner
·        In Liaison with the Admin officer, keep an updated register of all Assets and Inventory including files of asset theft/damage reports, disposals etc
·        Provide guidance to program teams on all finance related matters
·        Provide regular expenditure and projection analysis
·        Manage bank and Mobile money accounts and ensure monthly reconciliation of bank accounts
·        Ensure timely payments including reviewing of invoices, preparation of payment vouchers and other accounting documents in compliance with PATH Field Accounting Policies.
·        Ensure compliance with financial policies (e.g. per diem policy, etc.) and maintain and update in-country financial policies as needed
·        Conduct analyses of financial data to inform project management as required
·        Facilitate periodic internal and external audit and assist in implementation of recommendations as required

Key Outputs
·        All payroll transactions are completed within the stipulated time and the payroll reconciled to the general ledger on monthly basis
·        Statutory returns are made according to the requirements
·        Payments through bank and Mobile money are made within the framework of robust internal controls
·        Monthly Bank reconciliation reports made
·        Monthly balance sheet accounts aging and trend analysis report prepared


Qualifications, Skills and Experience:
·        The ideal candidate for the PATH Finance Officer job placement must hold a bachelor’s degree in accounting or finance. Membership to professional Accounting bodies such as CPA, ACCA will be an added advantage.
·        At least three years’ experience in a busy accounting department. Experience working with institutional donors in a multi donor funded organization will be an added advantage.
·        Knowledge and experience with any accounting software packages.
·        Ability to effectively communicate project financial information to a variety of different audiences
·        Excellent interpersonal skills and demonstrated ability to interact professionally with diverse people, clients and consultants.
·        Computer literacy in MS Office applications including Word, Excel, Power Point; Outlook
·        Willingness and ability to work with all stakeholders.
·        Willingness to accept additional responsibilities.
·        Willingness to work in between different and competing priorities as required.
·        Willingness to work across time zones and under strict deadlines.

Job Summary: Reporting to the LEWA Consortium Coordinator, the FCC will be responsible for ensuring efficient financial control (of cash flows, local payments, etc), accountability standards, procedures and record keeping under the assigned project He/she is expected to lead the financial oversight of the project on behalf of the Consortium members (LWF, DCA, UPMB, Mukwano). He/she will be supported by the Consortium Coordinator and the other members of the Programme Team.

Key Duties and Responsibilities: 
·       Ensure that the Consortium budgets are spent in line with the donor policies, procedures, rules and regulations;
·       Ensures preparation of budgets, financial management and generating of financial management information for the consortium members;
·       Ensures quality control and compliance in the procurement and management of supplies, vehicles, assets, stock, (as a delegated responsibility of the CC);
·       Ensures financial management policy and guidelines are followed at all levels as per donor requirement;
·       Ensures accurate, timely and correct bookkeeping and other financial records and in compilation into monthly financial report;
·       Prepare monthly Budget verses Actual (BVA) expenses analysis on a regular basis.
·       Providing trainings to local staff and partners as necessary in financial management\ and donor rules and regulations.
·       Liaise with EU to get a good understanding of the financial procedures and ensuring that the partners comply with EU financial regulations;
·       Develop tools and formats for financial reports in close collaboration with the CC and ensure timely financial reports and budget follow ups from the partners;


Qualifications, Skills and Experience:
·       The ideal candidate must hold a Bachelor's Degree in Commerce, Economics, Finance Management, Public Administration, or their equivalent
·       Professional qualification such as ACCA, CPA or CMA is an added advantage
·       Demonstrated experience within Consortia;
·       At least five years of related work experience in management position in INGOs;
·       Broad working knowledge and experience of working with EU donors;
·       Possess strong analytical and conceptual skills;
·       Proven commitment to accountable practices;

Job Summary:  To assist the Accounting Officer, through the Director, Finance and Administration in discharging the duties prescribed under the Public Finance Management Act in order to ensure proper use and accountability for resources.

Key Duties and Responsibilities:  
·        Reviewing and forwarding payments for approval;
·        Maintaining proper books of accounts and the relevant supporting document including the safe custody of such documents;
·        Timely preparation and submission of financial statements and reports to the Accountant General and Auditor General;
·        Attending management meetings and advising on financial matters;

·        At least ten years of relevant working experience at least three (3) of which should have been served at the level of Principal Election Officer in Electoral Commission/Finance or equivalent level of relevant experience in in a reputable organization.
·        Proficiency in the use of MS Suite and other applicable statistical software;
·        Ability to use e-government platforms;
·        Ability to plan, organize, and coordinate the work of staff engaged in electoral activities;
·        Ability to compile and analyze data and prepare comprehensive reports;
·        Ability to express ideas clearly and concisely, both orally and in writing;
·        Ability to establish and maintain effective working relationships and interact with different stakeholders;
·        Ability to observe and maintain confidentiality in the performance of duties;
