Job Summary:  The PDQ team at Save the Children Uganda is responsible for ensuring strong thematic leadership in 4 core sectors:  Child Protection and Child Rights Governance, Education, Health and Nutrition and Youth and Livelihoods. The Head of CP and CRG is a senior leader within Save the Children Uganda and serves as the thematic, strategic and technical leader of SC’s entire CP and CRG portfolio. The role holder currently line manages 3 staff members and works daily and closely with other thematic leads as well as directly with the Head of MEAL and the Programme Development and Resource Mobilization Manager. The role holder will have to contribute daily to the five functions of PDQ:  Technical/Thematic Leadership, Fundraising, MEAL, Strategic Leadership, and supporting Advocacy and Communications. All programming developed or adapted must adhere to SC’s theory of change focusing scale, voice, innovation and partnership.

 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 


Qualifications, Skills and Experience:

·        The applicant for the Save the Children Head of Child Protection and Child Rights Governance job must hold a Master’s Degree in a relevant Humanities Field (Social Sciences, Social Work and Social Administration, Education, Arts, Psychology, Law, Development Management/Studies) or the equivalent professional Child Protection and Child Rights Governance experience.

·        Significant (at least 10 years) professional experience of working at a senior advisory level in CP, Human Rights or Gender and working in complex contexts, across the Humanitarian and Development spectrum of programming. Specific experience in Child Protection in Emergencies (CPiE) is highly valued.

·        Strong commitment to capacity building and coaching of colleagues and partners

·        Experience in Mental Health and Psychosocial Support especially in Emergencies is an added advantage.

·        Substantial progressive, professional-level experience at the senior management level.

·        A strong willingness to adopt a partner and system strengthening approach to our work and relevant experience with such approaches (system strengthening and partnership)

·        Experience accompanying and negotiating with partners and government counterparts

·        A demonstrated ability to substantively contribute to highly technical, innovative and quality proposals, log frames and budgets—a strong willingness to think creatively, innovatively and strategically is an absolute must for this position.

·        Strong report writing skills, including strong and robust skills in the analysis of data and evidence to ensure thorough clear explanations of successes, challenges and learning

·        Fluent in written and spoken English.

·        Substantive experience in child safe guarding, Prevention of Sexual Exploitation and Abuse, Child Labor issues, Information Management, specifically CPIMS.

·        Excellent time management and planning capacity.

·        Good interpersonal skills with the ability to communicate with impact, and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.

·        Proven experience of living and working in insecure environments, able to follow security guidelines

·        Experience in promoting and mainstreaming Child Rights Based programming in programme design, implementation and evaluation.

 

Desirable

·        The ability to use existing local government and other technical expertise where applicable.

·        High level of computer literacy

·        Ability and willingness to travel regularly into the field.

·        Knowledge of donor financial policies and guidelines

Job Summary:  The TVET Specialist will provide technical support and guidance in the area of specialty.

Key Duties and Responsibilities:  
·        To conduct research, analyze existing TVET documents and develop TVET Technical Papers, including but not limited to:
o   TET Qualifications Framework;
o   TVET Financing arrangements;
o   institutional Framework for TVET delivery;
o   Communication and Marketing Strategy for T\/ET;
o   Labour Market Information System; and
o   Any other TVET Technical paper.
·        To refine/develop and support the TVET Secretariat activities in line with the TVET Secretariat Workplan;
·        To provide quality technical advice on key T\/ET-related matters;
·        To support preparation of the progress reports for the Secretariat activities;
·        To attend and actively participate in the regularly scheduled meetings of the WET Secretariat and ensure implementation of the agreed actions; and
·        To perform any other duties as may be assigned by the Head of the Secretariat.


Qualifications, Skills and Experience:
·        The applicant must hold a Higher National Diploma or Hons Bachelor‘s Degree in TVET area.
·        A Master’s degree in any TVET related area.
·        Should have at least 8 years of progressively responsible professional work experience in vocational training (WET) or institutional development, preferably with experience in conducting studies in related fields of TVET.
·        Must have working experience on matters of ‘D/ET reforms and supporting similar assignments in public sector or large non-governmental or international Cooperation Agencies. The Specialist shall also be experienced in designing and implementing WET interventions in the areas of curriculum development, assessment and certification, Developing Qualifications Frameworks, and Training Institution reforms.
·        Proven ability to conceptualize, plan and execute ideas, as well as impart knowledge and teaching skills.
·        Proven ability to work both independently and as part of a team as well as deliver under pressure.

Job Summary:  Overall responsibilities of the WASH Sustainability Officer (WSO) is to contribute to improved quality of life for vulnerable children and families by working alongside LI stakeholders at various levels to promote sustainable program implementation. The WSO contributes to the development and oversees the implementation of LI sustainability strategy and initiatives at the programme level. S/he will be responsible for implementation of sustainability activities, including support of Lifewater’s Water Works operations and maintenance strategy for water and sanitation facilities and sustainable behavior change transformation in homes and communities through the social group mobilisation and support strategy. S/he provides administrative and planning oversight for the Water Works sustainability program, and works closely with local social groups and stakeholders to ensure that WASH improvements are being sustained for the long term. The WSO manages social group activities, designed to empower local self-help groups to advocate and prioritise WASH in their communities and guides them to implement and follow up communities to sustain appropriate hygiene and sanitation behaviours. S/he will also take part in other trainings, such as WASH Facilitators and water committee members. He/she will also take part in monitoring as well as overseeing sustainability program component.

 

Key Duties and Responsibilities:  

Sustainability and Water Works

·        Supports planning and budgeting of water and sanitation sustainability activities as part of the overall programme plans

·        Takes lead in the roll out of the Water Works plans and activities in support of improved O&M of water sources

·        Supports the WASH Programme Engineer and the Area Program Manager in developing plans for water points monitoring and maintenance including annual water quality testing schedules

·        Working alongside the SHOs and hardware team to provide information and guidance to community structures about sustainable water works principles and practices

Social group mobilization and support

·        Takes lead in the identification, assessment, training and guiding social groups to support WASH sustainability activities to promote effective and sustainable implementation of the VHV at program level

·        Creates a schedule for monitoring visits, refresher trainings, and regular meetings with social groups and ensure that they are implementing WASH activities effectively.

·        Lead in local social group engagement, trainings, and regular meetings

·        Monitors and reports on Social groups’ activities

Collaboration, monitoring, and reporting

 

·        Engaging and strengthening partnerships with government and other key stakeholders at local levels through attending meetings, updating them on progress to ensure buy in and create a positive support of LI program work

·        Takes part and supports the SHC and SHOs in trainings of water committees, WASH Facilitators and church leaders to ensure that community structures are equipped to sustain WASH improvements long after the Lifewater program

·        Supports documentation of lessons, research and innovation activities; shares information in support of LI sustainable programme implementation

·        Participate in monitoring and evaluation processes on the effectiveness of LI sustainability initiatives

·        Provide support to others on the team in the planning, implementation and monitoring of other software activities as requested, including with WASH Facilitators, water committees, schools, and health care facilities to evaluate sustainability of WASH improvements

·        Prepares and shares regular status reports on LI sustainability activities

 


Qualifications, Skills and Experience:

·        The applicant for the Lifewater International (LI) WASH Sustainability Officer job must hold a University degree in Environmental Health, Environment Management, Public Health, Social Sciences, SWASA, Development Studies, Community Health, Community Psychology, Education or other related field

·        Previous experience in the design and delivery of capacity building trainings in rural communities

·        Experience in programme planning & management of sustainable programme particularly in WASH service provision

·        Minimum of three years Development working experience preferably in an NGO setting in the Health/water and Sanitation sector

·        Strong ICT skills especially Microsoft Office applications (MS Word, Excel, PowerPoint)

·        To support the enactment process of the TVET Law;

·        Responsible for management of all human, financial and physical resources of the Secretariat;

·        Responsible for supervision of the TVET Experts, technical and administrative team to ensure all Policy targets and milestones set in the work plan are met, develop mitigation plans to reduce risks and take actions to remedy any deviation from the targets and work plans;

·        To take full responsibility for the performance of the Secretariat;

·        To prepare periodic reports concerning the activities of all Ministries and stakeholders during the transition period;

·        To provide technical support in the development of a comprehensive national baseline study on all TVET parameters envisaged in the WET Policy to inform performance targeting, monitoring and evaluation and guide overall TVET implementation;

·        To collaborate with other Secretariat staff and key stakeholders on qualitative monitoring to gather relevant information on the progress of TVET Policy implementation deliverables;

·        To guide the preparation of TVET Secretariat progress and M&E reports, in accordance with acceptable formats;

·        To attend and actively participate in the regularly scheduled meetings of the TVET Secretariat;

·        To ensure an updated and shared understanding of-the Secretariat Workplan and information needs, and guide dissemination of M&E outputs to the various stakeholders and public; and

·        To perform any other duties as maybe assigned by the Head of the TVET Secretariat.

 


Qualifications, Skills and Experience:

·        The applicant must hold a Higher National Diploma or Hons Bachelor's Degree in any TVET area.

·        A minimum of a Postgraduate Diploma in Monitoring & Evaluation.

·        Postgraduate qualifications in a TVET related area is an added advantage.

·        At least eight (8) years of work experience in the TVET sub-sector with at least three (3) years‘ experience in project management or M&E

·        Proven track record of professional integrity.

·        Solid organizational skills with the ability to effectively prioritize activities, work with minimum supervision and meet project deadlines.

·        Functional knowledge of the relevant ICT and computer applications, including inter alia MSWord, MS Excel and MS Powerpoint.

·        Good interpersonal skills.
