Project Monitoring, Evaluation and Learning Officer - Solidaridad

Job Summary:  The Project Monitoring, Evaluation and Learning Officer will create decentralized, simple and effective monitoring, evaluation and learning systems. The right candidate will be expected to bring innovative ideas and approaches for M&E of capacity building and strong analytical skills to interpret, document and share evidence and learning. The suitable officer will have a good understanding of donor’s Monitoring & Evaluation requirements and expectations as well as experience working on INGO projects. The Officer will be responsible for the successful monitoring, evaluation and learning support to projects in Uganda. The Monitoring, Evaluation & Learning Officer will report to the Uganda Country Projects Representative, and will work closely with the Country Programme Team for alignment of procedures relating to data collection, field support and reporting. S/he will work closely with the Regional PME Manager in Nairobi, partners, the regional programme teams, regional innovations team (i.e. climate & landscapes, digital innovation, impact investment and gender), and quality functions team (including finance, communications, operations and Human Resources), for alignment to organisational procedures. The Officer will be expected to spend 80% of their time supporting projects in Kabale, and 20% in Kampala.

Key Duties and Responsibilities: 
  • Data collection, verification and supporting in report writing for all Uganda programs.
  • Support in training projects partners on data collection, project monitoring and evaluation.
  • Supports country programme managers in the development of proposals, specifically the theory of change and measurement plans.
  • Assist the Country Manager in managing the portfolio of projects and administration of projects in Salesforce system.
  • Work in close cooperation with relevant managers for meeting the monitoring and evaluation needs of the donors and business partners.
  • Closely monitors and reports on the results and progress made with regard to the project implementation and provide feedback to the Country Manager.
  • Work closely with the Regional PME Manager and support the preparation of Annual Planning and Reporting.
  • Keeps abreast of latest developments in monitoring and evaluation and quality management and introduces them to the organization.
  • Assists in communication related to impacts of the programme as well as on other aspects of PME.
  • Prepare budgeting for PME programme as well as additional fundraising for monitoring and evaluation.

Key Deliverables
  • Technical leadership to ensure that projects in Uganda have strong Monitoring, Evaluation & Learning basis, and progress can be measured against indicators in line with the developed project logframes;
  • Support for the implementation and on-going development of monitoring, evaluation and learning (MEL) processes and systems;
  • Ensure all monitoring, evaluation and research activities are conducted in line with agreed ethical principles, and consistently promote downwards accountability to beneficiaries;
  • Submit required project data to the Regional Planning, Monitoring & Evaluation Manager on a regular basis, and promote programme and organisation-wide knowledge management and learning;
  • Support project leads/offices in the completion of their baseline, mid-term and end line evaluations;
  • Assist with the development of a strategy for identifying, reflecting on and disseminating learning internally and externally;
  • Document good practice and actively share learning, including supporting the collation of a final project syntheses evaluation;
  • Build understanding, capability and capacity of project leads for monitoring, evaluating and reporting their effectiveness at project and team levels by providing orientation, technical training, coaching and support;
  • Support project leads to develop contextualised theories of change and log frame indicators that align where possible with the programme log-frame;
  • Design and run M&E training workshops as required to strengthen potential skill gaps in implementing the project MEL frameworks.


Qualifications, Skills and Experience: 
  • The ideal candidate must hold an undergraduate degree in International Development, Social Science, Agriculture, Economics, or a related field.
  • At least 5 years of relevant work experience on monitoring and evaluation.
  • Experience with private sector development programmes.
  • Experience in working with policy makers, researchers, consultants and knowledge brokers in international cooperation.
  • Computer literacy (MS Word, Excel, PowerPoint, Statistical tools e.g ODK, SPSS and Salesforce).
  • Capable of working in a dynamic, intercultural, multi stakeholder setting.

Job Summary:   The Market Systems Development Officer will implement all aspects of the market systems development strategy in the Apolou Activity. This includes strengthening private sector interventions in livestock and agriculture value chains, as well as scaling up financial inclusion and other products/services as relevant. The MSD Officer will work directly with the MSD Manager to developing agent input/output and aggregator networks, increasing local partners' access to market information and financial services. The MSD Officer will ensure that private sector led, project-support development is tailored to the unique needs, opportunities and constraints of women and youth and that activities are integrated with all other consortium supported sectors.

Key Duties and Responsibilities: 
Strategy & Vision
  • Assist the Market Systems Development Manager to develop and implement the MSD team strategy
  • Identify new opportunities for innovation and growth among private sector led interventions
Program Management
  • Actively participate in market assessments in the target communities to determine capacity gaps, business opportunities and potential hindrances that could be mitigated through engagements with public and private sector actors. This will include but not be limited to rapid market assessments, value chain analysis and business support activities for the key stakeholders.
  • Identify and engage private sector actors to effectively expand their business models in Karamoja Sub Region. This will include profiling businesses and conducting due diligence on potential partners, support the negotiation process to finalize teaming and partnership agreements, and providing ongoing business development support to key partners
  • Foster ongoing positive cooperation with relevant stakeholders including MSMEs and the public sector to identify, assess and develop networks for potential linkages between market actors, producers and final consumers etc.
  • Identify capacity gaps of MSME partner actors in Karamoja, design and conduct tailor made trainings, mentorship and coaching to boost their competiveness in the market and boost returns on investment.
Monitoring and Evaluation
  • Establish procedures and guidelines to monitor and evaluate the progress and impact of economic development support work including setting and measuring benchmarks along results chains;
  • Keenly analyze project implementation strategies to identify constraints to program success and provide timely recommendations to inform decision making processes.
  • Provide data in support of team’s submission of timely monthly and quarterly reports, strategic reviews, annual reports and midterm evaluations that will be indicative of program progress during implementation.
Finance & Compliance Management: Comply with donor and Mercy Corps regulations related to MSD Activities, contributing to monthly procurement and financial needs and accurate administration of MSD funds.
Influence & Representation:
  • Ensure close coordination and sharing of information with relevant stakeholders such as local government authorities and NGOs as and when advised by the line manager.
  • Work closely with local government officials, local NGOs and civil society organizations, and other key stakeholders to ensure support for and acceptance of Mercy Corps’ market-based interventions.


Qualifications, Skills and Experience: 
  • The ideal candidate for the Mercy Corps Market Systems Development Officer job opportunity should hold a Bachelor’s degree in Agri-business or Agricultural Economics
  • At least three years of work experience with the private sector or market facilitation approaches in rural or pastoral communities.
  • Familiarity with the Karamoja business environment in the context of rural development is a plus.
  • Proven skills in assessing information needs, reporting writing and communication.

About YLA Program:
Chemonics International in partnership with Restless Development is implementing Feed the Future Uganda Youth Leadership for Agriculture Activity (YLA) which aims to increase economic opportunities for 350,000 Ugandan female and male youth ages 10 to 35 years in agriculture-related fields and improve their skills development (entrepreneurship, employability, leadership and life skills). The overall approach for YLA is partner-driven, leveraging private and public-sector actors, vocational training providers, NGOs, youth groups, local government entities and community associations to reach youth. YLA will implement an internship program targeting 18 young graduates aged 19-25 years. The program will equip graduates with workplace skills and practical work experience necessary for them to flourish in a competitive job market.

Key Duties and Responsibilities: 
  • Support the M, E & L Officer in monitoring and preparing weekly and monthly quantitative and qualitative reports on progress of all project activities to the Director of Projects (DoP);
  • Support the M, E, & L Officer to organize and conduct trainings, sensitizations and awareness creation on digital financial inclusion including the use and benefits of mobile money, and use of renewable energy/ solar products among rural smallholder farmers;
  • Support research activities, data analysis, report writing and results dissemination;

Qualifications, Skills and Experience:

  • Language Requirements:
