About US:
The Embassy of Ireland in Uganda was opened in 1994, and serves the purpose of advancing relations between Ireland and Uganda and representing Ireland’s values and interests in Uganda. Ireland’s current strategy (2016-2020) for Uganda is guided by our foreign policy, The Global Island, Ireland’s Foreign Policy for a Changing World’, and Ireland’s policy for international development, ‘One World One Future’. The strategy covers the breadth of the Embassy’s work including consular and visa services, cultural promotion, trade and investment promotion, political engagement, and the development cooperation programme, which is closely aligned to the Government of Uganda’s second National Growth and Development Plan.

Job Summary:  The Head of Finance reports to the Ambassador, with a secondary reporting line to the Financial Controller in the Department of Foreign Affairs and Trade Headquarters in Ireland. The Head of Finance is a key member of the senior management team and he/she works closely with the Head of Development, Second Secretary, Administration and Programme Staff at the Embassy.

Key Duties and Responsibilities: 
  • Managing and implementing the financial management system and system of internal financial control;
  • As a member of the Embassy’s Senior Management Team, s/he will input into Mission decision making processes, including ensuring the effective and efficient management of resources;
  • Actively participate in Mission multi annual and annual budgeting; risk management, ensuring value for money;
  • Accurate and complete recording of the financial transactions for the Embassy and Aid programme;
  • Provision of timely financial management information and reports to senior management within the Embassy and headquarters in Ireland;
  • Ensuring the Embassy is in compliance with all documented control procedures, local taxes and other regulatory payments and relevant accounting standards;
  • Ensuring systems are in place to safeguard the Embassy/ programme assets;
  • Providing technical financial support to aid programme advisors, including budgeting, financial reporting, organisational capacity assessment of partners, close out processes and periodic operational and risk assessments of partners and Embassy processes;
  • Supervision and development of finance unit staff at the Embassy.

Qualifications, Skills and Experience: 
  • The applicant for the Embassy of Ireland Head of Finance job placement must hold an internationally recognised professional accounting qualification e.g. ACCA or CIMA;
  • At least three years of post-qualification experience, preferably in a financial management and control role;
  • Experience in the use of financial management accounting packages (knowledge of Infor Sun System would be a strong advantage);
  • Proficiency in the Microsoft suite of applications;
  • Strong analytical and problem solving skills including managing, interpreting, and manipulating large data sets;
  • Proven ability to work under pressure and think laterally in dealing with a wide range of financial issues;
  • Ability to manage staff and deliver results through a team;
  • Strong interpersonal; communication; and negotiation skills with staff and partners;
  • High motivation with a proven ability to work with minimal supervision;
  • A very high standard of personal integrity;
  • A high standard in English, both spoken and written;
  • Previous experience with an international organisation is desirable but not essential;
  • Strong background and knowledge of government regulations and laws, public sector accounting and financial procedures and regulations surrounding international funding is desirable.

Uganda Christian University was founded when the historic Bishop Tucker Theological College was promoted as a university in 1997. Bishop Tucker Theological College trained clergy and educators during its 84-year history from 1913-1997. The local chief, Hamu Mukasa, granted land for the college to operate in Mukono. International partnerships were part of the College’s missionary history. The Church Mission Society teamed with Ugandan leaders and others to assure the College had the necessary intellectual and other capital. By the late 1990s, the Church of Uganda sought to have a broader impact on society through the higher education - not only of clergy but of other professionals as well. Uganda Christian University was established in 1997.

Key Duties and Responsibilities: 
  • Ensures that all financial policies and procedures of the department are followed & adhered to.
  • Responsible for supervising computer operations and offers technical support.
  • The incumbent manages the preparation of annual budgets
  • Ensures that all statutory requirements such as NSSF, PAYE and Staff Savings are complied with.
  • Reviews unit budgets and assisting the bursar in the preparation of the Annual master budget.
  • Prepares budget variance analysis reports comparing actual expenditures with the budgets.
  • Supports the Bursar in the preparation of final accounts ready for external audit.
  • Overseer of the external audit functions and liaises with external auditors.
  • Ensures that the procurement and stores function are properly handled making sure selected suppliers provide value for money.
  • Responsible for carrying out verification of All Ledger Entries in SAP System.
  • Reconciles all control and payroll accounts to the general ledger.
  • Ensures proper and timely Accounts staff appraisal and follow up on any issues arising.
  • Follows up debtors for rent, fees and subscriptions from teaching centers and licensing fleet of vehicles
  • Assists in the establishment of the fixed assets register.
  • Identifies staff training needs for the department and recommending them to the Staff Development Committee for action.
  • Maintains the UCU Mbale staff gratuity database and processing staff bank loans.
  • Ensures that all pay cheques are remitted to the relevant banks and on time

Qualifications, Skills and Experience: 
  • The ideal candidate must hold a Master’s degree of Science in Accounting and Finance /Business Administration /Masters of Commerce with a bias in Finance & Accounting from a recognized institution of higher learning.
  • Must have a Bachelors of Science in Accounting and Finance /Business Administration /Bachelors of Commerce with a bias in Finance & Accounting from a recognized institution of higher learning.
  • Must be pursuing a professional qualification such as ACCA or Certified Public Accountant (CPA) and at least at level 2.
  • Must have two (2) years working experience performing similar tasks in a busy organization.

  • Must have a Bachelors of Science in Accounting and Finance /Business Administration /Bachelors of Commerce with a bias in Finance & Accounting from a recognized institution of higher learning.
  • A professional qualification such as ACCA or Certified Public Accountant (CPA).
  • Postgraduate qualification in business or finance discipline will be an added advantage

Wageningen Centre for Development Innovation (WCDI) is the interdisciplinary and internationally focused unit of Wageningen University & Research Centre. CDI works on processes of innovation and change through facilitating innovation, brokering knowledge and supporting capacity development. Wageningen UR Uganda is implementing a 4 year ISSD Plus project funded by the Embassy of the Kingdom of the Netherlands, Kampala. The programme aims to strengthen the development of a vibrant, pluralistic and market-oriented seed sector that is able to address key challenges that hamper the seed sector development such as seed quality assurance and availability of foundation seed. The project is implemented in collaboration with the National Agricultural Research Organisation (NARO) for public varieties and food crops and private sector for vegetable seed.

Job Summary:   The Quality Declared Seed (QDS) Project Officer - NIGI Project will support the development of local seed businesses directly through the West Nile Local Seed Business Association (WENILOSBA) and partner organisations through organisational strengthening and technical capacity building. The QDS Project Officer will work closely with the ISSD experts based Ngetta, NARO, NSCS/MAAIF, Development partners, OPM, DLGs, local NGOs and other stakeholders.

Qualifications, Skills and Experience: 
  • The ideal candidate must hold a Bachelor’s degree in Agriculture or Agribusiness, with an orientation towards organisational capacity development and strengthening cooperatives;
  • A minimum of three years of work experience in the seed sector;
  • Proven ability to collaborate with small-scale farmers, and particularly farmer organisations.

Job Summary: The Child Protection Assistant will mainly facilitate the implementation of Early Childhood Development activities and child friendly spaces, including community engagements.

Key Duties and Responsibilities: 
  • Motivate and ensure teamwork among case workers, CFS and ECD animators for greater ministry impact, in the community.
  • Support community based child protection and education systems, children groups and stake holders in advocating for child protection, participation, and psychosocial care within the CFSs/ECDs.
  • Facilitate the integration of social cohesion activities with within the refugee settlements and host communities.
  • Handle visitors including donors, support office and national office staff, stakeholders, in line with the child protection policy and behavioral protocol.
  • Work with children, foster families and communities to design and deliver support for children in their communities and at the child friendly spaces according to the agreed plan of actions.
  • Provide information for projects design, implementation, monitoring and reporting
  • Mobilize community meetings with children and key stakeholders at all implementation levels
  • Build the capacity of case workers, CFS/ECD caregivers and animators
  • Facilitate case management, and data collection in line with the required and approved standards at the CFS/ECD centres
  • Collect and compile statistical data and information regarding caregivers, community members and children participation in activities at the CFSs/ECD centres and children clubs.
  • Supervise CFS/ECD implementation as per the minimum children in emergencies protection standards.
  • Facilitate community to establish systems aimed at strengthening community capacity in responding to SBGV and child abuse cases in the refugee settlements.
  • Mobilise communities to identify children with disabilities and also model families for the projects implementation.
  • Facilitate activity implementation to ensure highest quality standards and accountability based on the IASC and WVI standards.
  • Develop monthly, quarterly and annual project management reports and submit them to the relevant authorities
Technical and Capacity Building
  • Mentor and build the capacity of children, community caregivers, animators/Caregivers, community structures in child protection, positive parenting, peaceful coexistence and the learning frame work using approved approached and models.
  • Support communities, community structures, animators, partners and children in maintaining the minimum standards for child participation and care.
  • Develop tools to manage data and information collection and analysis in establishing and maintaining a Monitoring and Evaluation adherences
  • Document impact and success stories evidenced with quality pictures to share milestone with staff, partners and donors
  • Regular updates and monitoring of the CFS/ECD to ensure technical support is given in regard to play equipment and materials as per the global minimum standards.
  • Facilitate communities to fully participate in project activities for enhanced community ownership, peaceful coexistence and sustainability.
  • Facilitate advocacy forums led by children on issues affecting them. The forums are aimed at awareness creation and sensitization of communities
Partnership, Networking & Advocacy:
  • Represent the organization in settlement sector meetings and cluster coordination meetings giving updates and progress of implementation and establish strategic partnerships with other organizations.
  • Establish and liaise closely with other partners, agencies and local leaders regarding project activities to ensure a coordinated approach to project implementation, including participation in relevant workshops, meetings and keep the coordinator informed
  • Develop a network of information gathering relevant to child protection, participation and psychosocial operations.
  • Establish appropriate contacts with local counterparts at the Counties and district level
Financial Management Budget control and Monitoring
  • Prepare concepts notes, project activity budgets, expenditure, preparation of activity quarterly financial and narrative reports as per the grant guidelines. and submit them within the agreed timeframes.
  • Preparation of payment, advance and purchase requests for appropriate project transactions in line with approved M&E documents.
  • File all accountability and attendance lists in line with audit requirements

Qualifications, Skills and Experience: 
  • The applicant for the World Vision Child Protection Assistant job placement should preferably hold a bachelor’s degree in social sciences, education, community psychology, business administration or any equivalent.
  • One year of experience in working with refugees, peace building basic education and nutrition
