Chief Change and Innovation Officer Employment Opportunity - DFCU Bank

DFCU Limited was started by the Commonwealth Development Corporation (CDC) of the United Kingdom and the Government of Uganda through the Uganda Development Corporation (UDC) under the name of Development Finance Company of Uganda Limited. Job Summary: The Chief Change & Innovation Officer will lead the transformation agenda of dfcu bank towards a modern digitized bank with leadership in operational excellence and customer service. 

Key Duties and Responsibilities:
·        Drive the transformation agenda of the bank to reach its strategic aspirations;
·        Drive and promote a customer service-oriented culture across all bank operations to pro-actively implement behavioral change initiatives;
·        Drive a culture of client focus, with products and operational excellence above market or at least at par with market;
·        Create and execute the digital strategy (in line with strategic aspiration becoming a Bank 4.0)
·        Create a process optimization program with use of modern techniques such as LEAN (creating more customer value without increasing resources);
·        Continuously review processes, driven by Lean and Agile ways of working to ensure that all bank processes are optimized, while initiating changes to enhance innovation and commercial drive;
·        Work closely with the CEO and all EXCO members to drive the strategic transition, innovations and changes in all facets of the bank;
·        Be the center of expertise for innovation, development and implementation activities in all domains of the bank (client facing, Digital Strategy, Operations, Regulatory Implementations);
·        Coordinate and control all projects related to selection, acquisition, development and installation of major information and operations systems for the bank;
·        Provide advice on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems. Evaluate systems to measure their success;
·        Lead the project management and implementation of major change initiatives by coordinating the responsible departments to ensure smooth implementation;
·        Take responsibility for the innovation/transformation budget (CapEx & OpEx) and IT CapEx budget aspects related to all new IT and product development (“the How”). 

Qualifications, Skills and Experience:
·        The applicant for the DFCU Bank Chief Change and Innovation Officer job must hold a Master’s Degree in Computer Science, Information Technology, Business Computing, Commerce, Accounting or Business Statistics or another related field, an MBA would be an added advantage;
·        Professional experience in banking i.e. ACIB and Project Management, Prince II would be added advantage;
·        At least 15 years’ work experience, five of which should be in a senior Technology or Operations position in a large financial services institution;
·        Demonstrated experience in driving innovation and change agendas in Financial Services (able to demonstrate blue-sky thinking);
·        Demonstrated ability to link and apply complex technologies to business strategies & a high proficiency in Information and Communication Technology;
·        Strong skills in business process analysis as well understanding of banking operations and FinTech trends;
·        Strong skills in project management and project execution;
·        Familiarity with the financial services industry in East Africa or emerging markets; and
·        Strong understanding and experience in mobile banking services.

Job Summary: The Human Resource and Administration Manager will oversee all administrative and human resource activities of a five-year USAID-funded project in Uganda, pending funding confirmation. This position will support the Finance and Administration Director. She/he will ensure the efficient and effective operation of the Administration department and HR functions including sufficient staffing levels and coverage. The HR and Admin Manager will manage security and will work to ensure office safety – both for the staff and the HR systems. The HR and Admin Manager will work with the appropriate team members, liaising with HQ HR and support team as needed, to recruit, hire, and orientation all staff, maintaining compliance with local labor law. She/he will ensure confidentiality is maintained and staff have a safe space to work. Travel within Uganda may be required.

Key Duties and Responsibilities:
·        Ensure the efficient and effective operation of the Administration department and HR functions including sufficient staffing levels and coverage.
·        Draft SOWs to prequalify vendors annually that provide routine and general contractual services or goods e.g. stationary, hotels, venue spaces, catering, vehicle maintenance, equipment maintenance, printing/photocopying, etc.
·        Manage security company, ensuring safety and security protocols are implemented as per contract.
·        Communicate to and ensure adherence by staff of security and safety protocols for the office.
·        Be the main contact person for the security company, which requires being on-call 24/7.
·        Verify accuracy of invoices and deliverables before and forward them for payment processing.
·        Establish and maintain the key and access management system to safeguard office spaces and assets.
·        Receive vendor and consultant invoices, review for accuracy against contract or order payment terms and deliverables.
·        Investigate accidents and prepares reports for insurance carrier.
Human resources
·        Coordinate the clearing and forwarding of goods for office and expatriates and TCNs.
·        Make arrangements and liaise with appropriate host government ministries to obtain work permits for all expatriates and TCNs.
·        Finalize job descriptions, advertise positions, short-list applicants, check references, and organize interviews.
·        Assist in recruitment process of new staff, liaise with recruiting firms, and arrange interviews.
·        Coordinate initial orientation with department leads.
·        Orient all staff on office policies and procedures, HR manual, the organizational code of conduct, ethics policies and procedures, benefits and compensation packages.
·        Obtain and file all relevant labor documents/policies and advise managers appropriately.
·        Liaising with health insurance service provider to ensure all staff policies are up to date.
·        Respond to inquiries regarding policies, procedures and programs.
·        Assist managers in resolving and moderating staff conflicts.
·        Ensure confidentiality for staff matters and records is observed.
·        Consult local legal counsel, Baltimore CCP HR and represent CCP UG in labor matters as directed including but not limited to the investigation and resolution of employee issues, concerns and conflicts.
·        Identify legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
·        Collect timesheets monthly from staff.
·        Review and apply policies from field finance manual and HR manual.
·        Review timesheets for accuracy and completeness (e.g. leave type, tracking, project allocation).
·        Collect leave request forms and update leave tracking.
·        Follow-up with staff until all timesheets are received.
·        Review and provide guidance on CCP HR policies and host country labor laws.
·        Forward timesheets and leave requests to Finance for payroll processing.
·        Manage the annual APR process timely ensuring completion of APR forms, issuance of annual increment letters and submission to Baltimore.
·        Maintain accurate and complete personnel files in accordance with UG labor laws and CCP HR policy.
·        In the case of promotions, reclassifications, etc. ensure that job descriptions are up-to-date, accurate, appropriately approved and filed in the personnel files.
·        Ensure that CCP HR receives a copy of all letters, contracts and personnel correspondence for the main personnel files kept in Baltimore.
·        File personnel records in a way that records can be accessed and sent easily in soft or hard copy when needed.
·        Notify staff in advance of office closings due to public holidays or ad hoc closings prompted by the Country Director or University.
·        Conduct assessment of medical insurance for market comparison and renewal annually or as needed ahead of expiration.
·        Prepare employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
·        Follow appropriate protocol for reporting suspected internal controls violations.
Staff Supervision Responsibilities
·        Manage the work of direct reports and provide supervisory responsibilities.
·        Promote staff development through training, counseling, and performance evaluation of the staff of the CCP UG under your supervision.
·        Ensure that direct reports are implementing duties as assigned.
·        Conduct timely annual performance reviews for direct reports.
·        Manage performance of direct reports timely and in a way that facilitates growth and improvement in accordance with CCP Baltimore HR guidance.

Qualifications, Skills and Experience:
·        Minimum of a University degree in Administration, Business Management, Human Resources, or other related field.
·        At least seven (7) years’ experience in the NGO sector within Uganda in office administration.
·        At least five (5) years’ experience supporting USAID-funded projects.
·        Uganda national.

Knowledge, Skills and Abilities:
·        Good working knowledge of Microsoft Word, Excel, Outlook and PowerPoint.
·        Ability to perform under extreme pressure and take initiative in resolving problems.
·        Ability to work independently in a high profile, fast-paced and multi tasked environment.
·        Strong interpersonal and team building skills.

Primary Responsibility: To assist in preparation of financial statements, ensure accounting transactions are processed in accordance to law, compliance with tax regulations, statutory audit of financial statements, monthly reporting to group head , manage/review performance of direct reports, handle Treasury and statutory issues, insurance, and reporting to the Financial Controller on designated tasks.

·        Treasury – includes forward contracts, update of banking documentation, currency exposure reports etc.
·        Release payments once verified by Account Payable on Citibank e-banking.
·        Prepare and submit HFM reports (Financial, IFRS, NOA) as per deadlines set by Africa Area Control.
·        Insurance – review, renew, claims submission – full insurance responsibility.
·        Assist with providing information to business managers as requested.
·        Statutory issues – Audit and Tax returns ( VAT,WHT), minutes, resolutions.
·        Ensure all taxes and similar are paid timeously to avoid penalties, tax clearance.
·        Ensure all processing is completed within deadline set by Finance Manager.
·        Performance management of direct reports.
·        Provide report to Financial Manager of any non compliances to procedures.
·        Submit HFM reports accurately to Group Control.
·        Provide financial information for vendor agreements, supplier credit application forms.

Qualifications, Skills and Experience:
·        The ideal applicant for the SGS Chief Accountant job placement must hold a Degree in commerce/ accounting or business related course with a professional qualification either of ACCA/CIMA/CPA.
·        At least four years working experience in a similar role in a busy organisation.

Job Summary:  The key role of a Stock Controller is to ensure that all coffee received is properly handled and safely stored (stacked). Stock Controllers are responsible for following the flow of coffee within the stores and mills ensuring that the weights, storage, stacking procedure and quantities are accurately recorded and managed and that all other required company processes and documents are managed in an accurate and timely manner.

Key Duties and Responsibilities: 
·       To control, make and keep accurate daily reports of the coffee stock in the stores assigned to you and submit to relevant offices on time as instructed by the Production Manager.
·       To strictly monitor all coffee being received and leaving stores assigned to you. These transactions must be documented and stack tags must be used and updated.
·       The Stock Controller will ensure proper tallying of all coffee movements for payments using the required documentation formats.
·       To regularly inspect coffee stocks in case of damage, theft or other wise and ensure accurate daily, weekly and monthly reports.
·        To report to Management immediately in case of any uncertain situation or problem.
·       To correctly and safely keep equipment/tools issued in the course of work.
·       To maintain a clean and orderly store at all times.

Qualifications, Skills and Experience:
·       The ideal applicant must be educated to degree level and should also hold relevant qualifications and systems training associated with stores and stock management, as well as having had experience in warehouse management, in a sector in a similar role.
·       The Stock Controller must have effective communication skills and the ability to handle multiple tasks all with an attention to fine detail.
·       You should be able to use the Microsoft Office Suite.
·        Effective leadership and people management skills and experience are essential.
·       Excellent verbal and written communication skills
·       Able to analyze problems and strategize for better solutions
