Accountant Jobs - Uganda Christian University (UCU)

About US:
Uganda Christian University was founded when the historic Bishop Tucker Theological College was promoted as a university in 1997. Bishop Tucker Theological College trained clergy and educators during its 84-year history from 1913-1997. The local chief, Hamu Mukasa, granted land for the college to operate in Mukono. International partnerships were part of the College’s missionary history. The Church Mission Society teamed with Ugandan leaders and others to assure the College had the necessary intellectual and other capital. By the late 1990s, the Church of Uganda sought to have a broader impact on society through the higher education - not only of clergy but of other professionals as well. Uganda Christian University was established in 1997.

Key Duties and Responsibilities: 
  • Ensures that all financial policies and procedures of the department are followed & adhered to.
  • Responsible for supervising computer operations and offers technical support.
  • The incumbent manages the preparation of annual budgets
  • Ensures that all statutory requirements such as NSSF, PAYE and Staff Savings are complied with.
  • Reviews unit budgets and assisting the bursar in the preparation of the Annual master budget.
  • Prepares budget variance analysis reports comparing actual expenditures with the budgets.
  • Supports the Bursar in the preparation of final accounts ready for external audit.
  • Overseer of the external audit functions and liaises with external auditors.
  • Ensures that the procurement and stores function are properly handled making sure selected suppliers provide value for money.
  • Responsible for carrying out verification of All Ledger Entries in SAP System.
  • Reconciles all control and payroll accounts to the general ledger.
  • Ensures proper and timely Accounts staff appraisal and follow up on any issues arising.
  • Follows up debtors for rent, fees and subscriptions from teaching centers and licensing fleet of vehicles
  • Assists in the establishment of the fixed assets register.
  • Identifies staff training needs for the department and recommending them to the Staff Development Committee for action.
  • Maintains the UCU Mbale staff gratuity database and processing staff bank loans.
  • Ensures that all pay cheques are remitted to the relevant banks and on time

Qualifications, Skills and Experience: 
  • The ideal candidate must hold a Master’s degree of Science in Accounting and Finance /Business Administration /Masters of Commerce with a bias in Finance & Accounting from a recognized institution of higher learning.
  • Must have a Bachelors of Science in Accounting and Finance /Business Administration /Bachelors of Commerce with a bias in Finance & Accounting from a recognized institution of higher learning.
  • Must be pursuing a professional qualification such as ACCA or Certified Public Accountant (CPA) and at least at level 2.
  • Must have two (2) years working experience performing similar tasks in a busy organization.

OR
  • Must have a Bachelors of Science in Accounting and Finance /Business Administration /Bachelors of Commerce with a bias in Finance & Accounting from a recognized institution of higher learning.
  • A professional qualification such as ACCA or Certified Public Accountant (CPA).
  • Postgraduate qualification in business or finance discipline will be an added advantage
  • At least two years of working experience performing similar tasks in a busy organization.
  • Extensive knowledge of Government/other Regulatory Laws, Policies and Procedures both Local and International regarding institutional financial management;
  • Knowledge of computerized Accounting packages like SAP.
  • Must possess high level of confidentiality.

Job Summary:  The Finance Assistant assists with the processing of financial transactions. S/he keeps frequent contact with staff at various levels in the office and with bank officials and suppliers to exchange information.

Key Duties and Responsibilities: 
  • The Finance Assistant will assist newly arriving or departing international staff members on opening/closing bank account; process their entitlement upon assignment.
  • Compile and verify budget and accounting data by checking files, calculating expenditure and estimating projections.
  • Issue PO and non-PO vouchers including monthly salaries of UNHCR national and international staff, daily subsistence allowance to staff going on official missions, cost of air-tickets, requisitions of goods and services based on agreements with the suppliers, office running common cost, rental and salary advances, lease agreements of UNHCR offices, etc.
  • Process on-line bank transfers ensuring that bank accounts of staff and suppliers are complete.
  • Work closely with other functional units who work closely with Finance Unit on relevant issues.
  • If applicable, may be required to assist in the preparation of the VAT refund submissions and monitoring of the reimbursable amounts
  • Maintain efficient and timely archiving system of physical and electronic files to ensure that all documents are accounted for.
  • May be assigned as the custodian of the office petty-cash.
  • Draft routine correspondence.
  • Perform any other related tasks as required.

Key Performance Indicators:
  • Financial transactions and reconciliations are processed in line with relevant policies and procedures.


Qualifications, Skills and Experience:

Job Summary:  The Accounts Assistant is mainly responsible for modelling the highest levels of standard technical accounting and providing the Country Office leaders and staff with the best advice on technical finance management, budgeting, and accounting aspects of program operations, especially during planning, design, implementation, monitoring, and reporting.

Key Duties and Responsibilities: 
·         Process monthly Income Tax, Provident and Pension Contribution, Pay As You Earn (PAYE) and Insurance including office assets, office assets and staff health insurance
·         Prepare monthly payroll and effect payments in the absence of cashier
·         Post transactions in selected accounting program.
·         Reconcile and maintain balance sheet accounts.

·         Provide acknowledgment receipts for financial wires from LI HQ to project accounts
·         Assist FAM in compiling data for Country Office financial reports.

Qualifications, Skills and Experience: 
·         The ideal candidate should possess a Bachelor’s degree  in Commerce (Finance and Accounting option), Business Administration (Finance and Accounting option) or equivalent from a recognized University Or: Diploma in Business Studies/Accountancy and over 4 years working experience in Book keeping
·         Relevant training in excel, accounting software such as QuickBooks preferred
·         Ability to use the internet, e-mail, and Microsoft Office Suite
·         At least three years of working experience preferably with a reputable International NGO.
·         Excellent practical knowledge of financial accounting and financial report development.
·         Ability to use financial and accounting software applications (QuickBooks is a MUST)
·         Experience of data analysis and commenting on variances between actual and budgeted expenditure.
·         Excellent understanding of the reporting requirements of Senior Managers plus ability to convey financial concepts to non-financial staff.

Support Services Manager NGO Career Jobs - Danish Refugee Council (DRC)

The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

Job Summary:  The Support Services Manager will provide efficient and effective financial, administrative and supply chain management according to DRC’s internal and donor procedures, as per the Operations Handbook. The position will work under the NURI Rural Infrastructure and Water Resource Management Interventions and be responsible for all aspects of financial management and control, including effective financial reporting in a timely, accurate, relevant and informative manner and will also manage the project audit. She/he will be responsible for the general administrative duties including HR, procurement and logistics.

Key Duties and Responsibilities: 
Accounting / Finance
  • To maintain cashbooks as recommended and ensure timely submission.
  • Monitor systems for financial operations in all field offices in accordance with the Global DRC Operations Handbook and Local Finance Manual and donor regulations, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record-keeping and compliance.
  • Maintain banking relations, plan and monitor country cash flow requirements to ensure the smooth implementation of DRC NURI project.
  • To monitor the petty cash handled by the finance staff.
  • Develop annual fiscal year budgets with the Area Managers and implement grant budgeting and forecasting systems with Area Managers.
  • Develop and maintain local office policies and procedures and provide training for all issues related to local financial matters.
  • Analyse compensation packages, taxation requirements and human resource policies for local staff to ensure that DRC has adequately planned for of local staff compensation and benefits.
  • Oversee management of insurance coverages for DRC staff and properly.
  • To ensure timely payment of salaries, and all suppliers/partners’ invoices by finance.
  • To supervise the preparation of vouchers and related invoices.
  • To ensure cash counts cash are at least done once per week with the admin/finance officer, and at the end of each month before closing accounts.
  • To monitor cash flow and liquidity of the NURI project.
Reporting:
  • To prepare quality financial reports for HQ review and ensure timely submission to the donors.
  • To compile the accounting and financial data for the monthly report.
  • To prepare the monthly accounting report as required by the DRC Uganda, regional office and HQ.
  • To maintain a timely and proper organization of the accounting supporting documents into files according to DRC requirements.
  • To report on Support Services Key Performance Indicators.
Budget, Financial Management and Control
  • To ensure that a financial and administrative related information is accurate and is well maintained. This includes an overall planning, budget and control of expenditures for shared operational costs, but also coordination of budgeting and expenditure related to programme implementation.
  • To prepare the cash transfer’s request for HQ whenever needed.
  • To update and share regularly the financial documents, allowing an accurate/timely/safe financial management of the programme.
  • Implement all relevant financial control tools within the country programme.
Supply Chain
  • Ensure DRC procurement guidelines are adhered to.
  • Actively engage and support the program teams in procurement planning to ensure timely delivery of project inputs and activities.
  • In liaison with Country Office Kampala, identify, negotiate and implement contract & framework agreements which result in efficiencies in line with financial and forecasting requirements.
  • Maintain accurate auditable records of all procurement process which result in high process compliance.
  • Administer contract performance, including delivery, receipt, warranty, damages and insurance.
  • Plan and engage with Project Managers to understand contract specifications and with suppliers to develop a profile of delivery capability which results in effective market engagement.
  • Conduct efficient and collaborative procurements which are DRC and donor compliant (advice, tendering, evaluation award & contract management) and which result in a high value adding commercial outcome.
  • Build supplier, category and market understanding through performance management, research and stakeholder briefings which result in the management of commercial issues throughout the procurement cycle.
Management, Monitoring & Capacity Building
  • Supervise administration tasks in NURI project. This includes human resources, IT, procurement and logistics.
  • To train, support, supervise and monitor the finance staff ensuring that HQ/donor procurement guidelines are followed.
  • To organise the administrative work and distribute administrative tasks.
  • To report on administrative achievements to the Head of Support Services.
  • To supervise internal and external audits and implements corrective actions related to the DRC standards for operations.
  • Lead in training plan and training needs assessments as part of improving compliance with DRC standards. This includes on-the-job training, instructions and relevant follow up measures, as well as the design and conduct of more topic-bound training sessions.
  • Lead in systems development and roll out of systems already developed in close cooperation and coordination with DRC’s Regional office and headquarters. This includes tools for monitoring shared expenditures.
  • Act as the DRC Uganda Code of Conduct and accountability focal point.
Coordination
  • To share and coordinate the administration and finance information with the Head of Support Services and other senior staff.
  • Where needed to attend the meetings organized internally as well as those arranged by relevant donors and NGOs on administration and finance.
  • Any other duties as agreed with the Head of Support Services.


Qualifications, Skills and Experience: 
  • The ideal candidate for the Danish Refugee Council (DRC) Support Services Manager job placement should hold a Bachelor’s Degree in Financial, Accounting, Commerce – mandatory
  • Professional qualification ACCA, CPA or similar – mandatory
  • Post graduate degree is desirable
  • A minimum of eight years of relevant work experience in INGOs with a focus on financial management.
  • Five years of relevant experience in a developing country.
  • Relevant work experience from Northern Uganda.
  • Proven ability in the implementation of large-scale programs.
  • Experience with cash transfer programs, particularly cash for work.
  • High integrity, pro-active, stable, robust character and a good team-player
  • Highly motivated, results-oriented, and with well-developed problem-solving skills.
  • Ability to cope with heavy workloads and to work under pressure to meet tight deadlines.
