Uganda Electricity Distribution Company Limited (UEDCL) is a limited liability company incorporated in Uganda under the Companies Act. UEDCL owns the 33KV and below voltage electricity distribution networks and all the operational assets associated with the business.
Job Summary: To manage and enhance employee welfare programs, oversee organizational change initiatives and ensure the alignment of workplace facilities and administration with UEDCL’s strategic goals. The role focuses on fostering employee well-being and supporting the smooth implementation of change management strategies to improve organizational performance.
Impact: The Senior Human Resources Officer – Welfare and Change Management ensures UEDCL provides a conducive work environment that promotes employee satisfaction and adaptability to organizational changes. This role improves staff productivity, morale and retention while facilitating successful transitions during change processes. It directly impacts UEDCL’s operational efficiency and service delivery.
Key Duties and Responsibilities:
- Design and implement welfare initiatives to promote employee well-being
- Monitor and evaluate the effectiveness of welfare programs
- Develop strategies to manage organizational change processes effectively
- Collaborate with stakeholders to minimize resistance and maximize adoption of changes
- Oversee the maintenance and operation of workplace facilities
- Ensure a safe, clean, and functional work environment
- Promote workplace safety by coordinating health and safety programs
- Ensure compliance with health and safety regulations
- Foster open communication channels to gather employee feedback
- Organize activities that strengthen employee engagement and teamwork
- Supervise administrative functions to ensure efficient operations
- Manage the Admin Assistant/Receptionist and Facility Maintenance Officer
- Ensure welfare and change management policies align with organizational goals and regulatory standards
- Periodically review and update related policies.

- Recommendations for program improvements
- Detailed strategies for managing transitions and change processes
- Reports on adoption rates and outcomes of change initiatives
- Regular assessments of facility conditions and functionality

- Up-to-date welfare and change management policies aligned with industry best practices
- Records of administrative efficiency and improved service delivery by supervised staff.
Qualifications, Skills and Experience:
- Bachelor’s degree in human resource management, Organizational Development, Business Administration, Information Science or a related field
- Postgraduate qualification in HR, Organizational Development, or a related discipline is preferred.
Experience
- A minimum of 8 years of progressive experience in HR, with at least 3 years specializing in employee welfare or change management
- Proven experience in managing facilities and administrative functions
- Experience in the energy or utility sector is an added advantage.
