The Joint Clinical Research Centre (JCRC) is an indigenous medical organization that was established in 1991 as a limited liability not-for-profit Joint-venture between the Uganda Ministry of Health (MoH), Ministry of Defense and Makerere University Medical School (now Makerere University College of Health Sciences). JCRC is located on plot 101 Lubowa Hill Off Entebbe Road P.O. Box 10005 Kampala.
About USAID Project:
USAID’s Local Partner Health Services – Kigezi & Lango is a five-year Activity implemented by Joint Clinical Research Centre (JCRC). The activity is aimed at supporting the continuation of technical assistance for the implementation of a district-based, integrated package of quality HIV/AIDS and TB services to the beneficiary population in the Nine districts in Lango sub-region. The main goal of the activity is to increase the availability, accessibility and utilization of quality, integrated HIV and TB services. Additionally, the Activity will temporarily support lifesaving activities in the Ankole and Acholi regions
Job Summary: The Locum Technical Manager will spearhead the programs department to drive a technically sound HIV/TB lifesaving services program in the Ankole region jointly with the Locum MEL manager and support of the Finance & Operations manager.
Key Duties and Responsibilities:
- Provide technical directions to the Technical Specialists/Advisors and cluster teams to ensure technical soundness of the HIV/TB lifesaving program.
- Coordinate the Health System strengthening support for the program directed at effective hub/hub operations, optimal logistics management, procurement, HRH & Fleet management, Finance monitoring and efficiency in activity implementation.
- Provide technical and managerial reviews of technical Activity concepts and budget to guide program team strategies for implementation of activities.
- Provide program teams with technical direction in optimizing data utilization in development of activity plans, implementation, performance reviews, quality improvement and reporting.
- Participate in the review and consolidation of program team work plans and donor quarterly/Annual reports.
- Participate in the quarterly /annual program and district performance review meetings
- Participate and effectively delegate representation at project, District, Regional, National and donor level strategic meetings.
- Participate in program team recruitment, talent grooming, performance appraisals & Performance Improvement plans where applicable and team motivation.
- Team leave management, support transition and dynamics of uncertainty of job security management for program teams.
- Review biweekly project activity matrices to ensure efficiency & effectiveness in resource allocation.
- Review and consolidate quarterly capacity building and procurement plans.
- Coordinate innovative documentation of best practices, learnings, and abstracts from the program team.
- Perform any other duties as requested and assigned by the supervisor.
Qualifications, Skills and Experience:
- Degree in Medicine or Surgery with Public Health/ project management as an added advantage
- Experience in a senior technical leadership position of more than 7 years in HIV/TB programs
- Experience working with local government/districts and managing project teams.
- Excellent Planning, coordination, and self-management skills.
- Excellent written, oral communication and presentation skills for high-level audiences.
- Computer proficiency in word, excel and power point.
- Ability and willingness to travel frequently within the Ankole/Acholi region.
