About USAID Project:
USAID’s Local Partner Health Services – Kigezi & Lango is a five-year Activity implemented by Joint Clinical Research Centre (JCRC). The activity is aimed at supporting the continuation of technical assistance for the implementation of a district-based, integrated package of quality HIV/AIDS and TB services to the beneficiary population in the Nine districts in Lango sub-region. The main goal of the activity is to increase the availability, accessibility and utilization of quality, integrated HIV and TB services. Additionally, the Activity will temporarily support lifesaving activities in the Ankole and Acholi regions
Job Summary: The Locum Supply Chain Advisor will in collaboration with the program and district teams provide logistics technical oversight for continuity of prioritized lifesaving HIV/TB services in the Ankole/Acholi region districts. S/he will work closely with program officers/ district supply chain teams and Medical Management Supervisors to implement medicines management packages/interventions that ensure monitoring of commodity availability, accountability and access for provision of lifesaving services in the Ankole & Acholi regions.
Key Duties and Responsibilities:
- Work with program officers/district and facility logistics teams to ensure accurate forecasting, quantification, ordering, effective stock management and appropriate medicines use.
- Coordinate & work with program officers/ district and logistics teams in the bimonthly NMS CSSP ordering from all supported facilities.
- Work closely with the Medicines Management Supervisors and Facility Staff to compile and share Order Fulfillment Rate Analysis for completed cycle delivery.
- Participate & provide logistics support during the Regional HIV Drug Resistance case discussions
- Work with the cluster teams to support implementation and tracking of CRPDDP
- Coordinate health facilities’ reactivation and functionalization of Medicines and Therapeutic Committees (MTCs) as a Continuous Quality Improvement approach to address commodity management gaps.
- Ensure patient safety through support of active pharmacovigilance
- Coordinate the adherence to set SOPs, drug policies and regulations at supported facilities
- Provide routine technical support and supervision to the project stores’ operations.
- Compile and share weekly stock status data and coordinate actions to address identified gaps and challenges
- Ensure Logistics Management Information System (LMIS) data quality and use to enhance data driven commodity management decisions, supply chain performance monitoring and reporting
- Develop logistics master concepts, implementation plans & budgets and Activity reports as per stipulated timelines.
- Contribute documentation of the best logistics services practices, success stories, abstracts in the supported districts/region.
- Perform any other duties as requested and assigned by the supervisor.
Qualifications, Skills and Experience:
- Bachelor’s degree in pharmacy, Procurement and Supply Chain Management, Logistics with Project management/Masters in Public Health as an added advantage
- At least 5 years of working with donor funded HIV/TB programs in public /PNFP health supply chain management
- Excellent command of the use of electronic stock management systems, SPARS reporting system platforms, MOH Pharmaceutical Information Portal and Logistics information management systems namely NMS CSSP, RASS, DHIS2
- Experience working with local government/districts and willingness to work upcountry.
- Excellent written, oral communication and presentation skills
- Computer proficiency in word, excel and power point
