Job Summary: JSI/WE is seeking Subaward Officer for a five-year USAID funded Targeting the Learning Crisis Activity in Uganda, which aims to create sustained, measurable improvements in development outcomes in Basic Education through Targeted Instruction for foundational skills, a learner-centric pedagogy that reorganizes math and reading instruction based on children’s actual learning levels, rather than on the prescribed grade-level syllabus. The Activity seeks to implement cost-effective, sustainable, and impactful programming, centered around Targeted Instruction pedagogy for P3-P5, Targeted Instruction and other evidence-based approaches for P1-P2, and evidence-based early childhood education for pre-primary years, in order to significantly improve math and reading learning outcomes for Ugandan primary students.
The Subaward Officer is a full-time position and will be based in Kampala or in Lira, Uganda. S/he will be responsible for assisting the Subaward Manager with the management of the full award cycle process, including, compliance, quality assurance, data validation, and reviewing subaward budgets, and in compliance with USAID and JSI policies. The Subaward Officer reports to the Subaward Manager.
Key Duties and Responsibilities:
- Work closely with the Subaward Manager to establish and maintain subaward management system.
- Assist the Subaward Manager in issuing and managing the subaward while following the appropriate USAID and JSI policies and procedures;
- Provide assistance in pre-award activities for recipients including review of applications, budgets, pre-award questionnaires, supporting documents, etc.
- Set-up a comprehensive awarding process documentation.
- Review financial reports and subawards expenditures for allowability, using financial software to track expenditures, and managing funds disbursement to Subawardees.
- Liaise closely with Finance Manager to ensure smooth financial disbursements and processing
- Assist in the review of subaward workplans, reports, and other deliverables to ensure that they meet subaward requirements and work with subawardees to improve reporting and performance as needed.
- Assist in identifying issues in subaward scopes of work and/or budgets necessitating award modifications throughout the life of the subaward and draft necessary modifications, justifications, and other supporting materials.
- Maintain up to date a comprehensive subaward file management system, ensure all the required documentation is saved physically and electronically.
- Participate in visits to sites, and the Contractor’s premises and facilities to monitor progress, performance, and compliance with award terms.
- Ensure compliance with applicable USAID regulations throughout the grant life cycle.

Key Result Areas
- Subaward expenses are reviewed and documented in compliance with the USAID rules and regulations and the JSI/WE policies and procedures.
- Subaward advances (if applicable) are cleared within the policy timelines.
- The Subaward Manager receives adequate assistance for the maintenance of the subaward administration and management
Qualifications, Skills and Experience:
- Bachelors-level education/training or equivalent experience in Finance and Business Management or related technical fields;
- Minimum three (3) years’ experience working on USG-funded projects, and/or public education program highly desirable;
- Experience with US Government-funded projects and acquisition and assistance rules and regulations;
- Knowledge of awarding procedures, from award start-up, award management, to close out;
- Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently and cooperatively with team members and with minimal supervision;
- Prioritization skills.
- Computer literacy required (especially Excel, MSWord and Windows).
- Strong communication and interpersonal skills
- Must be able to maintain confidentiality for all project and staff proprietary matters.
