The MEAL Officer is responsible for supporting the MEAL function including, design and implementation of basic MEAL tools to adequately plan, monitor, and report in an accurate and timely manner on project performance.  In collaboration with the Regional MEAL Coordinator, Head of MEAL, Regional Area Manager, Project Manager and the Project team, S/he ensures that the Project undertakes routine monitoring & data quality assessment, information sharing, collecting, tracking, and responding to feedback and complaints from Project stakeholders.

 

Key Duties and Responsibilities:

  • Work in close collaboration with the MEAL Coordinator and the Project Manager, put in place an operational MEAL plan including setting up of mechanisms to monitor and document the progress of implementation of Project activities.
  • Lead the design or review of MEAL pack, to include the Indicator Performance Tracking Table, Log frame, Activity Tracking Table, MEAL PIRS and MEAL plan. Maintain an updated Project Indicator Performance Tracker (IPT) and Output tracker, in additional other report requirements as may be requested.
  • Provide technical guidance and lead capacity building of the Project staff, partners and stakeholders on implementation of MEAL within the Project; to include capacities for data collection, storage, indicator definition and reporting.
  • Lead Quality Benchmark monitoring and ensure actions plans agreed on after QB monitoring are implemented in timely manner. Provide feedback on monthly action plan tracker to project team.
  • Take lead on Project Output and Outcome monitoring and ensure that information reporting and sharing systems fulfill needs of Save the Children, communities, government, relevant agencies, donors and other stakeholders and are in line with MEAL standards and integrating Child Rights Monitoring and Evaluation principles.
  • Conduct routine data quality assessment and continuous quality improvement of the project to ensure project implementation and report quality.
  • Develop systems and processes for the implementation of the MEAL framework and practices within the Project and support efforts for the same in the regional office
  • Participate/coordinate the design of quantitative and qualitative participatory Project evaluations (baseline, annual and final evaluations), assessments, reviews and other special studies
  • Work closely with the MEAL Coordinator and Project Manager to ensure that performance indicators are regularly tracked and that activities implemented are well aligned with the indicators.
  • Facilitate documentation of project results, impact, best practices and significant changes. Document leanings and best practices; disseminate leanings, reports, publications and participate in learning sessions, and ensuring that the lessons learnt are utilized to inform programming and advocacy.
  • Support implementation of project MIS and integration of Geographical Information System (GIS) in project Support GIS mapping and dissemination of MIS/GIS reports. Provide MIS content/requirements and feedback to MEAL team and document progress on indicators/ achievement of targets





Qualifications, Skills and Experience: To be a strong supporter and advocate for children in this role you will need to have:

  • Minimum of a Bachelor’s Degree or higher in Statistics, Economics, Social Sciences or any other related field.
  • Minimum of at least 3 years’ experience in MEAL related roles.
  • Knowledge and use of various survey methods for project monitoring.
  • Training and mentorship of Community based volunteers, Division as well as District level partners in data collection, management and reporting.
  • Additional training and experience in Statistics or Monitoring and Evaluation, Research and Management Information Systems is an added advantage.
  • Experience of working with local partners and District Local Governments in Health, Nutrition, Adolescent Development, Education, Child Rights Governance and Child Protection is an added advantage.
  • Computer literacy and excellent documentation skills are a must.
  • Strong analytical skills, strategic planning abilities and experience in data analysis using statistical software including SPSS, STATA, Ms-Office suite, PowerBi and GIS applications.
  • Sound written and oral presentation skills.
  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
  • Availability and willingness to work extra hours when need arises.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Ability to intervene with crisis management or troubleshooting as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
