About the Role: GOAL Uganda is currently seeking to hire Team Leader – Monitoring, Evaluation, Accountability and Learning (MEAL) to join our team. This is an exciting opportunity for you to join an extremely dynamic International NGO and to use your skills in monitoring, evaluation, and learning. If you are familiar with working within the international development sector, are passionate about high quality monitoring, evaluation and learning, have an interest in sharing learnings with wide audiences, experience with qualitative and quantitative methods of data collection, and analysis including knowledge of analysis software like STATA, SPSS, ATLAS.TI, conducting Barrier’s analysis and have a strong background in Water, Sanitation and Hygiene, this may be the position for you.

 

Qualifications, Skills and Experience:

To be successful in this role, you will need:

Essential

  • Degree in Statistics, Development Economics, social sciences, or a related field
  • Three years of relevant work experience, in managing the WASH MEAL component of a donor – funded project.
  • Strong analytical and ability to summarize large sets of data and technical information into concise and tailored reports for various target groups.
  • Good knowledge of budget management and forecasting
  • Strong team player, with experience in engaging and interacting across teams and areas of expertise to deliver on projects and activities.
  • Strong written and verbal communication skills .
  • Strong computer literacy with a full knowledge of MS Office applications, in particular Excel, Word and Microsoft Teams.
  • High proficiency in MIS tools and databases such as CommCare, and PowerBi.
  • High proficiency of analytical tools such as STATA, SPSS, and EXCEL.

Desirable

  • Good knowledge and experience in qualitative data collection and analysis.
  • Good working knowledge in WASH Implementation approaches that include CLTS, MANDONA etc and setting up MEAL System for WASH.
  • Knowledge on other evaluation skills that include Barriers Analysis, Social Investigations, outcome mapping, outcome harvesting and use of qualitative software such as Atlas.ti to analyze data.
  • Experience with result chain M&E system and understanding of systems approach.
  • Experience in implementing systemic Monitoring, Evaluation and Learning (MEL) approach.
  • Presentation and training skills
  • Ability and willingness to travel.

 




Key Duties and Responsibilities:

Support the implementation of the GOAL MEAL strategy.

  • Support the design of Projects RF for donor referencing the GOAL Global and GOAL Uganda indicator database, clearly defining indicators, measurement metrics and updating GOAL Evaluation and survey guide.
  • Lead the development of allocated project MEAL plans and update results frameworks, indicators and data collection plans for projects and programmes.
  • Contribute to strengthen GU MEAL indicator database and Measurement toolkits.
  • Work with DPD-MEAL to develop training materials and conduct training for all staff on identified areas, including results-based management and creating effective monitoring indicators, plans, processes, and systems to improve performance monitoring.
  • Participate Budget Management review meetings, update BMT to include forecasts and expenses and support DPD-MEAL in projects budget and workplan development.

Data collection, analysis, and reporting

  • Lead the design of data collection tools, and regularly monitor and facilitate feedback and review with Programme teams.
  • Lead the recruitment and training of enumerators to ensure data quality, carry out spot checks on data collection during survey periods and put in place strong survey protocols, and ensure consent.
  • Develop Data analysis sheets/reports post survey/data collection and lead the review with programme team.
  • Lead monthly PMTracker review meetings to confirm accuracy of data, ensure understanding of indicators and indicator definitions and capture activity and outcome level narratives.
  • Closely monitor and report on the results and progress made with regard to projects and programme implementation and provide feedback to DPD-MEAL and Programme/Project Managers.
  • Conduct regular field visits to ensure all elements of the MEAL system are being utilized effectively, assessing, and identifying breakdowns and areas that require clarifications and improvements.
  • Support internal and external reporting-donor report responsibilities, internal reporting in country responsibility and to HQ.

Management Information System

  • Build the capacity of staff both program and MEAL to proficiently use CommCare and other MIS tools, including SCORECARD/SCOREBOARD
  • Work with MIS focal persons to ensure there is proper filling of MEAL documents and indicator results and monitoring project information is developed and maintained.
  • Work with MIS focal persons to ensure database and monitoring information is regularly reviewed, cleaned, updated and shared, and that data is stored in accordance with GOAL’s global policies, data protection and compliance measures.

People management

  • Line management of all MEAL Officers in field locations and other staff that may be assigned, including enumerators and volunteers, ensuring that all team members have clear and measurable (SMART) performance management objectives and that they are measured regularly and in line with policy.
  • Develop and update monthly work plans for your allocated team, in consultation with the MEAL DPD
  • Ensure the MEAL Officers have development objectives and related development plans.
  • Identify team training and development needs and actively address these needs through recommendations for training, mentoring, coaching and informal and formal training opportunities
  • Lead by example, practicing GOAL’s values and behaviours, encouraging both upward and downward accountability and complying with all of GOAL’s accountability policies.
  • Ensure compliance to all GOAL, Donor and Government of Uganda policies, procedures and guidelines that relate to the implementation of MEAL activities.

Other Duties

  • The post holder may be requested to undertake other activities as mutually agreed with the Deputy Programme Director – MEAL.

General description of the country programme:

First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health (including WASH, Health Accountability and Nutrition programming); and a market-based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.

 

GOAL Uganda has a skilled team of approximately 120 personnel and manages an annual operating budget of approximately €8.7 million (2018). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Bugiri, Fortportal, Moroto, Hoima, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity: water, Irish Aid and some small foundations.
