About US:

Aga Khan University has established four medical centres in Kampala, with the first opening in 2012. They offer consultations and referrals to specialist services. The Aga Khan University Hospital in Kampala is currently under construction.

 

Job Summary:   The Manager – Department of Purchasing & Supply Chain Management will be responsible for looking after Purchasing, Inventory & Warehouse Management, and Disposal Management of the Aga Khan University (AKU) and Aga Khan Health Services (AKHS). The position holder will have the responsibility of maintaining and implementing Purchasing & Supply Chain management internal controls and improving productivity and efficiency, reducing costs, and securing high-quality goods and services for the University, Hospital and Outreach centers in Uganda.

 

Key Duties and Responsibilities:

Oversee the provision of effective functional services such as:

  • Pre-qualification of contractors
  • Sourcing from local and international suppliers
  • Coordinate with users and project managers for tendering documents
  • Management of bidding process
  • Prepare comparative analysis and recommendations.
  • Lead negotiations with suppliers/ contractors
  • Tasked with monitoring and evaluations of suppliers/ contractors
  • Facilitate vetting of contracts through legal department
  • Liaison with internal and external parties for the importation/ clearance of materials
  • Coordinate with group entities for group purchasing initiatives

Other Duties include:

  • Manage purchasing, inventory, warehousing, distribution of supplies, construction, and projects.
  • Identifying and minimizing risk by predicting the demand for goods and adopting new technology in consultation with biomedical engineering (facilities management), clinicians, and Hospital management with no interruption to the process.
  • Prepare and monitor divisional operating and capital budgets; short, medium, and long-term plans.
  • Plan, coordinate, and direct activities of a structured supply support system involved in the evaluation, acquisition, receipt of goods, storage, accounting of supplies and invoice submission to Finance.
  • Reviewing and updating supply chain practices in line with AKU policies, standards, laws, and regulations
  • Purchase Order approval as per Approval Matrix
  • Work collaboratively with users and supply chain leadership to develop and maintain processes designed to ensure quality service delivery.
  • Provide leadership and problem-solving support to peers, direct reports, and to customers in a manner that facilitates the building of strong relationships.
  • Coach, guide and motivate PSCMD team on Quality Systems and departmental Compliance and implementation of quality improvement programs in the supply chain function.
  • Manage the recruitment, retention and development of employees in the Department/division.
  • Define responsibilities and functions of subordinate positions and assist in establishing staff requirements and scheduling.
  • Ensure compliance of quality management system of materials management for the Projects including compliance to local and international quality standards
  • Coordinate PSCMD functions with other departments by preparing reports on Key Performance Indicators.
  • Provide strategic planning support to university management for all supply chain activities that help in the smooth running of overall operations.
  • Lead the Team in ensuring smooth supply chain operations as well as ensuring users’ supplies requirements are met.
  • Identify cost effective systems needed to support the projects taking into account market trends, resource availability and changes in customers’ needs.





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor of Science / commerce degree in supply chain or a related field. A Masters’ degree in a related field will be an added advantage.
  • Professional certification and membership in supply chain management (CIPS/KISM, etc).
  • At least seven to eight years of relevant professional experience including 3 years in a managerial role.
  • Experience in healthcare and construction related procurement/ projects.
  • Excellent command over verbal and written English.
  • Demonstrated ability to work cross-functionally within the company, as well as globally with suppliers.
  • Proficiency in MS Office (Excel, word, PowerPoint).
  • Ability to work with multidisciplinary teams individually and collectively.
  • Excellent people management skills.
  • Knowledge of the Peoplesoft Procurement module will be an added advantage.
