DFCU Limited was started by the Commonwealth Development Corporation (CDC) of the United Kingdom and the Government of Uganda through the Uganda Development Corporation (UDC) under the name of Development Finance Company of Uganda Limited. Later restructuring brought in DEG (of Germany) and International Finance Corporation (IFC) as equal partners with CDC and UDC, each having a 25% stake in the company. Its objective was to support long-term development projects whose financing needs and risk did not appeal to the then existing financial commercial lending institutions.

 

Job Summary:   Reporting to the Manager- Trade Finance and Financial Markets Operations, the Treasury Operations Officer is responsible efficient and effective handling of Financial Markets and Treasury Back Office activities in accordance with the set process and controls to safeguard the bank against any risks of loss and contribute towards excellent customer experience.

 

Key Duties and Responsibilities:

  • Timely and accurate processing, confirmation and settlement of Treasury/ Financial Markets deals including FX spot, FX forward contracts, FX Swaps Money market and Repos as well as T-bills and T-bonds.
  • Maintenance of Forex / Interest rates and static data in the Treasury system timely and accurately.
  • Initiation of bank and customer bids and secondary market settlements via in the central securities depository (CSD).
  • Confirmation of CSD transactions with respective primary dealer banks before settlement.
  • End of day reconciliation / checklist for all the Treasury back-office activities to avoid surprises during reconciliation.
  • Performance of due diligence checks on customers opening CSD accounts before they are sent to Bank of Uganda.
  • Identification and escalation of any exceptions during processing and identification of remediation actions to avert risks.
  • Preparation and submission of regulatory reports and month end reports to regulators and other related parties.
  • Acting on exceptions / outstanding items on the Bank of Uganda and Nostro reconcilable accounts , and other classified treasury exceptions raised by Treasury Middle Office.
  • Resolve counterparty’s (banks/BOU/Direct dealing clients) queries and requests for information to sustain a mutual working relationship.
  • Compliance with the set service standards in the Treasury Service Level Agreement.
  • Escalation though incident of any process gaps that result into potential or actual operational losses to the Senior Officer Treasury Operations.
  • Identify and report suspicious activity in line with the AML/CFT/KYC program as well as bank policies / regulatory framework.
  • Participate in initiatives and projects geared towards process improvements and automation of activities in the unit.





Qualifications, Skills and Experience:

  • The applicant for the DFCU Bank job must hold a Bachelor’s Degree.
  • Treasury Certification (ACI).
  • Basic Banking Training in Treasury Operations.
  • Minimum Banking experience of 3 years with 1 year banking experience in back-office operations.
  • Knowledge of stock market mechanisms, Unit trusts operations and the Capital Markets Regulatory authorities.
  • Thorough understanding of Treasury processing procedures, rules & policies, operational risks awareness and counter party limits.
  • Ability to engage with all the key stakeholders in and out of the organization.
  • Ability to prioritize daily tasks.
  • Ability to work with strict deadlines.
  • Customer oriented (Internal and external).
  • High level of integrity and ethical standards.
  • Excellent interpersonal and communications skills.
  • Ability to pay attention to detail.
  • Ability to effectively work within a team-oriented environment.
  • Proactive approach to work with a high level of maturity and self-drive.
  • Able to work under very demanding deadlines or timelines.
