Job Summary:  The Project Officer – Child Protection will guide and facilitate project implementation, development, monitoring and child protection advocacy in the Cluster in line with Project plans to ensure children are protected, cared for and participating in decisions that affect their lives. Implementation of project interventions should be done in ways that meet WVU standards and donor requirements for improved and sustained wellbeing of children; and this should be done through effective engagement, coordination, supervision and working with project partners

 

Key Duties and Responsibilities:

Effective project management

  • Participate in the planning, development and design of the project and other CP interventions including project activities and documents such as project log frame, budgets, Work breakdown structures etc
  • Review and approve concept notes for the assigned activities with clear outputs, outcomes and objectives in line with the project the budget and work plan.
  • Monitor and track budgets for assigned activities.
  • Design work plans for activity implementation i.e. monthly in collaboration with MEAL team and the project manager.
  • Ensure project goods and services are timely requested in provision as per procurement plan.
  • Ensure timely accountability and payment for project goods and services.
  • Conduct community entry and project close out meetings.
  • In charge of the development of TORs for technical trainings in line with fidelity of child protection model

People management, capacity building and spiritual nurture.

  • Participate in staff recruitment and orientation processes for Project Assistants and community-based structures at all levels
  • Set SMART performance targets and conduct quarterly conversations with the Project Assistants
  • Develop and implement coaching and mentorship plans with Project Assistants including building their capacity on technical child protection areas
  • Ensure 100% participation of staff in devotions and spiritual nature related events/activities
  • Spearhead monthly project review meetings with Project staff.
  • Ensure team work among project team to ensure quality and timely implementation
  • Provide technical guidance and support supervision to project assistants.
  • Staff develop leave plans and take leave days in the systems
  • Ensure staff comply with WVI online mandatory trainings like security, data management PSEA, etc.

External stakeholder engagement and resource mobilization

  • Participate in the timely development of quality proposals
  • Identify and document gaps in the community and develop possible funding briefs.
  • Represent WV in sector/zonal working group meetings, document and implement findings from the meetings at field level and create strategic partnerships with other organizations including the local government.
  • Mobilize and facilitate engagements with partners and CBOs regarding project activities and models to ensure a coordinated and integrated approach to implementation of project activities.
  • Take lead in representation of WV in thematic days and advocacy events to create possible networking opportunities with other partners and rise the voices of the most vulnerable.
  • Coordinate with stakeholder to CDOs, Probation officers, OPM and UNHCR to participate project activities.
  • Map and develop inventory/matrix of all the stakeholders in the project location.

Accountability and reporting

  • Ensure the consultation and participation of community members and other stakeholders in all project interventions.
  • Assist the MEAL Officer to ensure the functionality and usage of all project feedback mechanisms and participate in the collection of feedback from the community and other stakeholders
  • Actively participate in the timely development and compilation of project monthly, quarterly and annual reports and submit to the MEAL Officer.
  • Collection and Documentation of impact and success stories.
  • Monitoring of safeguarding standards throughout the implementation of project activities.
  • Ensure adherence to the implementation of fidelity of child protection modules
  • Ensure timely reporting
  • Develop and implement stakeholder engagement plan.

Case management

  • Ensure ProgresV4 accounts are created for all project staff to ensure 100% utilization
  • Review all case management tools including BIAs, BIDs, case plans, note for files, incidence reports and participate in BID panels with the BID panel Teams.
  • Mobilize and facilitate engagements with partners in case conferences
  • Work closely with the Probations Office to ensure the implementation of alternative care
  • Conduct case supervision and guidance to project assistants in handling high priority cases





Qualifications, Skills and Experience:

  • The applicant for the World Vision job must hold a Bachelor’s Degree in Development studies, Public Administration, Peace building, Sociology, Psychology, Education, International Relations, Social work and social Administration, Conflict studies
  • Post graduate in Project planning and management, Human Resource Management, Child Protection and Child Development is an added advantage
  • At least three years of field experience working with communities in peace building and or child protection programming and program management in an NGO context
  • Experience in integration/ mainstreaming child protection, peace building and conflict sensitivity across other Programmes and projects
  • Past experience in working with communities especially in refugee community and host.
  • Excellent analytical, documentation, problem solving, interpersonal ad negotiation, coordination and collaboration skills
  • Working knowledge of humanitarian and development industry including sphere standards, Local government policies/procedures, NGO code of conduct and humanitarian charter
  • Cross-cultural sensitivity and flexibility
  • Ability to maintain performance expectations in diverse cultural contexts, psychological stressful environments and physical hardship conditions with limited resources
  • Ability to cope up and deal with stress and work under stressful work conditions
  • Commitment to World Vision Core Values, mission and Vision Statements
  • Ability to speak English and common local languages spoken
  • Ability to ride motorcycle with valid riding permit is a MUST
