Job Summary:   The Information Technology Officer mainly provides general technical advice and/or technical administrative support in order to deliver and maintain the information systems and technology necessary to further Oxfam’s objectives.

 

Key Duties and Responsibilities:

Computer Systems: Network and Email

  • Maintains the local area network. Ensure the reliability of the local e-mail and Internet systems in Kampala office and programme field offices.
  • Manages network according to minimum standards, including: taking regular backups of all local data, ensuring that the virus protection software is installed on all machines & updated regularly, upgrading and installing new versions of software on users the workstations in the office like MS office, Sage pastel etc as advised by the ICT Co-ordinator .
  • Overall responsibility for management and maintenance of all computer systems in the Uganda Programme, assessment of requirements on purchase of hardware/software for the office. To ensure this is done in coordination with the IT/Business Systems Co-ordinator.
  • Provides first line software support to all in country staff including troubleshooting all the software problems.
  • Provides training to all in-country staff. Induct new staff in Oxfam’s computer systems.
  • Provides first level hardware maintenance & upgrades.
  • Keeps an up to date inventory of all IT equipment both software and hardware.
  • Pick up tickets from helpdesk that will capture regular support issue for the purpose of generating management information required for performance improvement
  • Ensures that the IT infrastructure is supported by stable power connectivity across the programme
  • Carries out hands-on routine maintenance and servicing of computers for both field and country office
  • Follows up on maintenance / repairs of IT equipment.

Telephones

  • Ensures that the Oxfam switchboard lines are in working order
  • Ensures that cost effective technologies like VOIP and Video Conference are implemented in line with corporate strategy
  • Process monthly staff data and airtime
  • Ensures that phone bills/internet bills are received and payment processed on time.

Support to the Field Programme Offices

  • Carries out remote support to the field offices to ensure that systems are running efficiently to agreed expected standards
  • Regular visits to check on systems performance (backups, antivirus, network etc)

Communications systems and Office equipment maintenance

  • Work closely with the ICT Co-ordinator, ensures effective maintenance of the communication systems and that the information flow is properly maintained. Activities include:
  • Ensures that email, internet and telephone services in Kampala are meeting Oxfam minimum standards and programme delivery needs
  • Ensures that office equipment (especially printers, scanners and copiers) is in good order and any breakdowns are responded to immediately.





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s degree in Information Technology , Information Systems, or related field
  • Significant knowledge and experience in basic hardware (how hardware works), operating systems (like Windows server 2008 or later and Active directories and Window 10) training and training on other applications
  • Ability to solve some of the hardware problems on their own and provide good support on applications to the users (job specific).
  • Excellent personal communication skills, in written and verbal English
  • Ability to meet deadlines and able to organise work effectively whilst being proactive and showing initiative and tenacity (achieving results)
  • Understanding of cloud computing technologies
  • Knowledge in business automation utilizing Microsoft internal products, such as Power Apps, Power Automate, and SharePoint.
  • Ability to show logic and thinking through options before deciding on a course of action (thinking and understanding).
  • Training skills in one to one capacity groups and support role.
  • Proven experience as a team worker and demonstrably cooperative with members of other teams, responding quickly and accurately to queries and issues
  • Ability to travel to the field – could be frequent (self-management)
  • A high level of self-awareness, personal energy, stamina and flexibility. Ability to work creatively, effectively and under own initiative
