About US:

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.

 

Job Summary: The Safety Officer Standards will support regulation and monitoring of safety of oil and gas equipment and facilities. He/she reports to the Senior Safety Officer.

 

Key Duties and Responsibilities:

  • Conduct inspections and audits of oil and gas equipment and facilities and advise on compliance to applicable safety laws, regulations, standards, and international best practice.
  • Participate in review of risk assessment reports and related technical documents.
  • Advise on integration of safety concepts during planning, design and execution of oil and gas activities.
  • Participate in response to emergency situations and incidents.
  • Support the development and review of policies, laws, regulations, standards, strategies, guidelines and plans for regulating technical & operational safety in the oil and gas sector.
  • Contribute to the development, monitoring and analysis of Safety Key Performance Indicators (KPIs) in the oil and gas sector.
  • Perform any other duty assigned by the supervisor.





Qualifications, Skills and Experience:

  • An Honours Bachelor’s Degree in an Engineering discipline from an internationally recognized institution.
  • At least three years of relevant working experience.
  • Professional certification in safety management is desired
  • Knowledge of the application of Layers of Protection Analysis (LOPA), Inherent Safe Design (ISD) and Loss Prevention principles.
  • Risk Management.
  • Audit planning and implementation.
  • Analytical skills.
  • High level of integrity.
  • Communication and report writing skills.
  • Interpersonal skills.
