Job Summary:  The Senior Assistant – Energy Development shall report to the Project Lead and Relevant Units to deliver Climate-change sensitive, Renewable Energy and Energy Efficiency proposals to attract funding in (a) waste management, (b) industrial development and (c) neighbourhood planning.

 

Key Duties and Responsibilities:

  • Formulate resource mobilization proposals for green energy-based initiatives on waste management, industrial development and neighbourhood planning.
  • Engage with GGGI experts and other departments on such formulation to ensure high quality delivery within the rules and regulations of GGGI and the EU.
  • Support and participate in the day-to-day communication with the Ugandan counterparts such as (but not limited to) the Ministry of Energy and Mineral Development (MEMD), National Planning Authority (NPA), Ministry of Lands, Housing and Urban Development (MLHUD), Makerere University, Kampala Capital City Authority (KCCA), Ministry of Trade, Industries and Cooperatives (MTIC), and others as applicable.
  • Maintain professional relations with the key government contacts in the secondary cities of Gulu, Mbarara, Jinja and Arua cities and other relevant municipalities and cities including Soroti and Entebbe.
  • Support the Project Lead in the planning and execution of renewable energy and energy efficiency projects in the country.
  • Support the country team in bankable project conception, structuring and design, to address the green energy challenges in waste management, industrial development and neighborhood planning.
  • Pursue energy efficiency potential in the light of the KCCA solid waste management strategy.
  • Coordinate meetings, field missions, preparing meeting minutes, and BTORs, as required.
  • Conduct occasional research, to support the development and delivery of technical outputs on sustainable energy in the urban and industrial sectors.
  • Provide assistance in exploring the role of renewable energy techniques and energy efficiency in designing and developing sustainable green buildings.
  • Organize stakeholder engagement events in liaison with the Project Lead.
  • Monitor global and national technical and regulatory developments in the field of energy efficiency and renewable energy.
  • Support community engagement initiatives concerning new sustainable energy proposals, including those related to generating energy from organic waste.
  • Support the Project Lead to build local capacity for sustainable operation and management (O&M) of infrastructure and promote productive use of energy

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s Degree or equivalent in Engineering (Renewable Energy, Electrical, Physics, Mechanical), Architecture, Environmental Engineering/science, Urban planning/development or a comparable relevant field. Master’s Degree is an advantage.
  • At least five (5) years of relevant technical working experience within the theme of Renewable Energy, Energy Efficiency, Waste to Energy, Green Buildings or Green Cities at low to middle technical level, including participatory planning, report writing (in English) and financial management. International exposure to Sustainable energy, green buildings practices is an advantage.
  • Experience in Energy Audits / ESCO program management / EE Financing /Waste to Energy/ Technical Consultancy/Program Administration in Building and Industrial Sector.
  • Experience in national buildings policy development, strategy development and support programs.
  • Exceptional skills in building productive working relationships with colleagues, field officers, stakeholders, donors and other partners.
  • Excellent English oral and written communication skills (a written assignment might be part of the selection process).
  • Experience and strong public speaking skills is an advantage.
  • Good understanding of the local context and the relevant policy environment.
  • Detail-oriented striving for quality and consistency in all outputs and communications.
  • Output-oriented, demonstrating creativity, innovation and an entrepreneurial drive.
  • Highly organized and able to effectively and efficiently multi-task and prioritize.
  • Comfortable working both in a team and independently.
  • Good organizational and management understanding and demonstrated experience with successful mainstreaming of safeguards, gender, poverty reduction and social inclusion.
  • Demonstrated experience in implementing projects that are supported and/or executed by both international and local consultants.
