The Project:

The project is research based and will be integrated into Right to Learn that seeks to increase access to learning and accelerate learning outcomes for refugee learners in Uganda. The project will work with 20,000 children (aged 6 to 12) across 200 classrooms in 75 schools situated in Palabek, Kyaka, and Kyangwali settlements. The initiative assesses child-level learning outcomes against the national curriculum using the Annual Status of Education Report and the Primary Leaving Examination (PLE) and assesses holistic outcomes through the Child and Youth Resilience Measure and Social Emotional Response and Information Scenarios tools. PLAY 2.0 will conduct tool testing in close coordination and collaboration with the Education Sector; the Education in Emergencies Working Group (EiEWG), Ministry of Education and Sports (MOES), and Office of the Prime Minister (OPM) in Uganda.

 

Job Summary:  The Research Analyst leads codification, standardisation and strategic coherence of our data collection, collation, and analytical approaches towards increased impact at Street Child Uganda. The role will help to strengthen evidence-based analysis and respond to information management needs in line with the global strategy. This role reports to the Head of M&E in Uganda and the Global Data Analyst (with dotted lines) and will work in close collaboration with programmes teams. The Research Analyst is responsible for developing, reviewing, piloting and implementing research tools, data analysis and developing reports to provide proof of impact and has an instrumental role in ensuring engagement with evidence of effectiveness across our projects. Outstanding analysis, synthesis and writing skills are critical for success in this role.

 

Key Duties and Responsibilities:

Data Collection and Analysis [60%]

  • Establish and embed rigorous, robust data collection, collation and cleaning protocols and databases for rapid data processing to assure availability of rich data for analysis;
  • Engage in regular data analysis, applying qualitative and quantitative analytical approaches to assess impact, as well as improvement of data collection processes, collation, and cleaning
  • Engage in regular reporting that provides in-depth analysis and insights into programmatic impact and areas of improvement;
  • Explore and embed innovative approaches, including digital approaches to assist data analysis and visualisation
  • Assist and assure adherence to appropriate ethical protocols and safeguarding policies and procedures across all aspects of data handling;
  • Assist the design and development of appropriate situation monitoring tools
  • Assist and assure adherence to appropriate data storage policies and procedures, to protect the confidentially, integrity, and privacy of participants and participant information; and

Evidence Dissemination [20%]

  • Ensure enumeration activities are informed by expertise and experience from previous programmes and reflect recent research and evidence on enumeration approaches, including approaches appropriate for enumeration in emergencies;
  • Ensure excellent presentation of evaluations and evidence of impact to the organization, and programme participants, using a range of verbal and visual tools to communicate impact, including digital tools;

Capacity Strengthening [20%]

  • Provide capacity strengthening and surge support on data handling for enumerators to assure integrity and quality of evaluations and evidence.




Qualifications, Skills and Experience:

Essential

  • Post graduate diploma in Monitoring and Evaluation
  • Substantial experience in processing large quantities of data with tight turnaround times
  • Substantial experience working in humanitarian and development contexts
  • Capabilities using statistical software [NVIVO, SPSS, STATA, KOBO, KOBO DEEP, etc]
  • Comprehensive understanding of qualitative and quantitative methodologies and methods, and analytical approaches
  • Comprehensive understanding of reporting requirements
  • Excellent verbal and written communication skills in English, especially in analytical writing
  • Excellent ability to cope with conflicting priorities and pressure
  • Commitment to our vision, mission and values

  • Commitment to localisation and local action
  • Credibility and a high degree of responsiveness and reliability

  • Accreditation or certification in specific areas relevant to role
  • Substantial experience in measurement and monitoring programmes in comparable contexts
  • Experience in [quasi-] experimental evaluations
