About ReLAB-HS:

ReLAB-HS is a global activity that supports the development of health systems that are responsive to the growing needs for rehabilitation within populations. Comprised of six international partners with expertise in health systems, implementation science, and delivery innovations, we seek to co-design and implement innovative, comprehensive, cost-effective interventions that strengthen health systems for provision of rehabilitation, including assistive technology. ReLAB-HS focuses on integrating rehabilitation and assistive technology services across all levels of care within health systems.

 

Job Summary: Learning, Acting, and Building for Rehabilitation in Health Systems (ReLAB-HS), a global activity funded by United States Agency for International Development (USAID), is seeking a candidate to fill the position of Regional Coordinator for ReLAB-HS Project to support the project activities in Eastern Uganda (Iganga and Mayuge)

 

The successful person will coordinate the provision of rehabilitation and assistive technology (AT) services within the region at the Regional Referral Hospital, District Hospital, Primary Health Care facilities, and community level, while provide technical and advisory support to the rehabilitation and AT coordination committee at the region.

 

Primary functions of the Regional Coordinator include supporting the country team’s technical staff, relevant consultants, and key stakeholders in the planning, design, implementation, supervision, expansion/development, and administration of ReLAB-HS activities within the region.

 

Only candidates with work authorization in Uganda will be considered; relocation benefits will not be provided.

 

Reporting and duties: Reporting to the Country Coordinator, the Regional Coordinator will have the following technical advising and project management responsibilities

 

Key Duties and Responsibilities:

  • Reporting to the Country Coordinator, the Regional Coordinator will have the following technical advising and project management responsibilities:
  • Key Rehabilitation and AT activities will include:
  • Coordinate the develop of the rehabilitation and AT service delivery model and establish AT and rehabilitation referral mechanisms within the region.
  • Organize and conduct ReLAB-HS training programs at PHC and community level, including; training on WHO / UNICEF procurement manual, AT service training, basic rehabilitation and AT training, and others.
  • Guide engagements with regional/district stakeholders, including; DHO, CHEWS, VHTs and other actors AT providers (Government and private) on related assignments and project activities.
  • Support project work planning and budgeting, including; activity planning and budgeting and annual work planning processes; flag any work plan modifications that may be required and participate in revisions.
  • Coordinate with the other ReLAB-HS rehabilitation and AT focal points in Country and extract lessons learned to inform programming in region.
  • Collaborate with rehabilitation and AT providers at community and PHC level to conduct outreach events aimed at taking rehabilitation and AT services closure to the population in need.
  • Plan and provide rehabilitation and AT services at the primary health care and/or general hospitals in the region.
  • Provide mentorship to PHC and Community level providers on rehabilitation and AT services
  • Collect and compile Regional/district activity information for monthly, quarterly, and / or ad hoc internal and donor reports, ensuring that reporting is accurate and timely
  • Represent ReLAB-HS program as needed in relevant meetings and other strategic regional/district coordination meetings with stakeholders.
  • Participate (virtual and/or in-person) in the weekly ReLAB-HS country team meetings, Program Management Team meetings, and any other internal country meetings as recommended by country coordinator and / or Rehab and AT Technical Coordinator
  • Contribute to the creation of a positive image and overall credibility of ReLAB-HS

Qualifications, Skills and Experience:

  • The ideal applicant will have at least a degree in Rehabilitation or Social Sciences background. Experience in health systems strengthening and experience implementing rehabilitation projects/programs is an added advantage.
  • At least five years’ experience in working in the health field at the regional level in Uganda and willingness to work in remote settings.
  • Experience working with the district health teams, regional and national governmental agencies, international NGOs, and multilateral organizations
  • Familiarity with national health systems
  • Proven ability to develop and manage stakeholder relationships
  • Proven experience taking initiative in finding solutions to complex challenges
  • Excellent skills in evaluation, reporting, and coordination
  • Ability to work well independently and with a team
  • Excellent interpersonal, written, and verbal communication skills
  • Detail-oriented with good organization and prioritization skills
  • Excellent written and spoken fluency in English and good understanding of the local/regional language will be an added advantage
  • Proficient in Microsoft Office suite, including Word, Excel, and Outlook
  • Willingness to travel in country up to 40% of the time
