Job Summary:  The Project Coordinator will manage the project teams, ensure technical oversight and delivery of the different project components, prepares work plans and budgets, guidelines and supervises field teams, procurement, internal reporting, external liaison etc. The Project Coordinator works closely with leadership structures of both refugees and host communities (District agricultural offices, Community development officers, LC, RWC, religious and traditional leaders) in regard to livelihoods. The Project Coordinator under the direct supervision of the Area Manager, will ensure that activities are approved, implemented, monitored and reported according to agreed project plans in line with the donor and World Vision Uganda (WVU) policies. Also supports and monitor income generating activities, youth skill development, marketing and cash for work components of World Vision Uganda project in Lamwo / Adjumani districts.  She/he will be responsible for managing the business component effectively and efficiently according to World Vision and UNDP systems and procedures. Responsible for managing the business development training, financial literacy training, and ongoing coaching/ networking and business access activities. The Project Coordinator Will be directly involved in the implementation of project activities and will be based in Lamwo and also provide oversight to Adjumani district

 

Key Duties and Responsibilities:

Project Implementation and sustainability 

  • Implements activities as described in the programme proposal based on WVU country policy
  • Take lead in project planning, budgeting, and implementation and monitoring of progress in line with donor requirements.
  • Responsible for financial cash flow planning and expenditure monitoring, approval of expenditures and related cost allocations, on the basis of approved project budgets.
  • Human Resource Management (at individual- and team level) for all staff and volunteers under the Programme.
  • Supervision and periodical evaluation of the performance of the staff members of the programme Team.
  • Maintaining effective coordination and working relations with donors and other relevant stakeholders at field level
  • Developing business plans for income generating activities (IGA) businesses for sustainable livelihoods
  • Support project participants and their groups to improve productivity, added value, quality and volume for market-led livelihood activities.
  • Provide business support and training to project participants on income generating activities, market analysis and understanding specific value chains
  • Support the graduation of enterprises from grant to commercial finance.
  • Identify and engage with strategic partners for business development in the area of micro-enterprise, self-help group and cooperative development and support.
  • Proposed activities will be implemented according to schedule.
  • Better living conditions for the affected persons as they will be able to meet most of their basic needs.
  • Awareness created among different stakeholders on WVI interventions in the area.
  • Ensure core project models and approaches are implemented according to schedule and minimum standards.

  • Improved farmers’ knowledge on business skills and marketing
  • Business training to project participants and entrepreneurs delivered

Community engagement and advocacy

  • Take overall lead in the coordination of field livelihood level activities
  • Develop farmer’s capacity to improve production and productivity of selected enterprises of desired quality by the market through demonstrations to farmer’s
  • Mobilize and facilitate the engagements of stakeholders during planning and development meetings, workshops and other fora.
  • Ensure integration of project with other ongoing Resilience and Livelihood activities including that of World Vision and governments.
  • Participating in forums on market engagement and value chains to collect and share best practices and promote WVU’s work.
  • Work with buyers to clarify their specific needs and help entrepreneurs to communicate with these buyers to plan concrete and successful completion of transaction
  • Work with banks and MFIs to clarify specific requirement for loan/financial services and help project participants to communicate with these buyers to plan and concrete successful completion of transactions
  • Find markets and buyers for commodity produced by beneficiaries
  • Strong cohesion among groups/cooperatives.
  • Improved farmers’ knowledge on good agronomic practices for enhanced production and productivity
  • Improved farmers’ knowledge on business skills and marketing
  • Appropriate enterprise guidelines and resources and disseminated

Stakeholders Engagement, Networking and Collaboration

  • Engagement with key stakeholders for influence, learning and resource development
  • Actively represent WVU in key inter-agency fora.
  • Engage and build relationships with key partners and government counterparts.
  • Work with the Area Operations Manager to identify partners who will support the implementation of the project within the Area Program.
  • Network and collaborate with District Local Government, OPM, UNHCR and other relevant stakeholders in the Project Area

Market linkage, networking, collaboration and mentorship

  • Find market for products of project participants including employment for skilled youth/women
  • Increase the capacity of project participants to adopt high value, export standard and space saving enterprises
  • Provide consistent and regular business support, mentoring and follow up to enterprises including production support to ensure a successful enterprise
  • Support successful business set up including setting up financial records, business plan, dividend policy and profit and loss statement
  • Conduct regular scoping of business, identify gaps and take measures to fill the gaps to reduce business mortality
  • Support enterprises to have access to loan to ensure expansion or diversification
  • Support enterprises to have access to business input
  • Identify opportunities for value addition of products and provide instant training to project participants
  • Improved relationship between World Vision, the UN technical specialist and local government line departments.
  • Effective working relationships with key external sources of technical expertise for capacity building.
  • Improved farmers’ knowledge on good business management skills.
  • Increased business opportunities for project participants
  • Improved market access for project participants

Documentation, Reporting and knowledge management 

  • Writes and submits comprehensive quarterly progress reports, and specific activity reports, and any other reports when necessary to supervisor in a timely manner.
  • Reporting – monthly and quarterly financial reporting, including realization of activities versus budget utilization; (Providing input to) narrative and financial programme reporting;
  • Semiannual and Annual reviews of progress towards project objectives;
  • Take lead in documentation and sharing of Impact/success stories and best practices to promote learning.
  • Organize quarterly review meetings for partners and communities at the project sites to reflect on project approaches, tools, impact of interventions, best practices, exit and sustainability strategies as well as create spaces and opportunities for action-learning

Documentation, Reporting and knowledge management

  • Actively facilitate the translation of intervention strategies into action plans with concrete activities targets and timeframes
  • Work closely with the Area Manager; support the project teams to prepare realistic annual and quarterly work plans
  • Work in liaison with Area Manager, compile and submit timely quarterly and annual reports on Business development
  • Supporting the evaluation of WVU’s enterprise development and capturing and sharing learning to improve and promote best practice in the sector.
  • Support documentation and sharing of impact/success stories and best practices to promote learning
  • Good quality reports submitted timely on monthly, quarterly, Biannually or annual bas
  • Project achievements, successes and lesson learned shared among all stakeholders.
  • Support documentation of quality reports submitted timely on monthly, quarterly, Biannually or annual basis.
  • Technical coaching plan developed and applied for all project participants
  • Project achievements, successes and lesson learned shared

Child Protection and Wellbeing

  • Monitor the wellbeing and child abuse cases and report any incidents in line with child protection policy and guidelines.
  • Work with local leaders to protect children from child violations and abuses
  • Sensitize children including most vulnerable, guardians/parents and other stakeholders about children’s rights and responsibilities.
  • Child protection integrated into livelihoods and environment interventions to ensure child safety and reduce/ eliminate child abuse and exploitation among all stakeholders.

Qualifications, Skills and Experience:

  • The ideal candidate for the World Vision Uganda Project Coordinator job must hold a Bachelor’s Degree in Agriculture, development studies, economics or other relevant field is a requirement (post-graduate degree is an advantage).
  • At least five years of experience in field-based programme management roles in Resilience & Livelihoods sector
  • Experience in community work and engagement Agricultural, Economic Development and Livelihood is and added advantage
  • Climate Smart Agriculture, Entrepreneurship, micro finance and strong agribusiness skills
  • At least five years’ experience working with vulnerable communities and familiarity with humanitarian programming and implementation
  • Experience with relevant technical models such as Village Savings & Loans, Local Value Chain Development and Ultra-Poor Graduation Model.
  • Experience in Monitoring & Evaluation.
  • Capacity/potential in leadership, relationship management/networking, and coordination.
  • Good interpersonal skills, strong communication skills, both verbal and written.
  • Proven conceptual & analytical skills, ability to take an evidence-based approach to programme design.
  • Proven facilitation skills.
  • Track record demonstrating high integrity, innovativeness, creativity, reliability and dependable
  • Proactive personality, self-driven and strongly motivated.
  • Experience in West Nile or similar contexts and working in refugee contexts.
  • Experience with relevant technical models such as Village Savings & Loans, Enabling Rural Innovations, Building Secure Livelihoods, Local Value Chain Development and Ultra-Poor Graduation Model.
  • Capacity in relationship management/networking, and coordination is essential.
  • Demonstration of well-developed interpersonal skills, excellent communication skills, both verbal and written.
  • Proven conceptual & analytical skills, ability to take an evidence-based approach to programme design and management.
  • Proactive personality, self-driven and strongly motivated, proven facilitation skills and team player.
  • Ensure a gender perspective in the scope of work.
  • Ability to communicate clearly to the team and the other stakeholders
  • Effective in written and verbal communication in English
  • Track record of success in grant fundraising, including donor relations and proposal writing.
  • Good team player
  • Self-motivator, able to work with limited supervision;

  • Ability to communicate in applicable local language(s) is an added advantage
