About US:

Uganda Civil Aviation Authority (UCAA) is a corporate body responsible for regulation of civil aviation in the country. It manages Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes. UCAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).

 

Job Summary:  The Principal Administration & Estates Officer will provide administrative and estates management services, records, and information management services to support the activities of the Authority.

 

Key Duties and Responsibilities:

Planning and Budgeting

  • Participates in Strategic and operational planning as well as annual budgeting and budgetary control.
  • Provides input in planning and management of all land and buildings.

Estates Management

  • Maintains an inventory of company land and premises owned and rented in all areas where UCAA operates.
  • Ensures that all UCAA land and properties are protected from encroachers, grabbers, etc.
  • Ensures that all ownership documents and certificates for the properties are valid.
  • Oversees maintenance of UCAA’s properties.
  • Liaises with contractors and supervises them in order to ensure that they provide UCAA with the best possible service.
  • Act as Secretary to the Housing Allocation Committee.
  • Responsible for land and built properties and advises the DHRA appropriately in matters of property acquisition, chattels and titles,
  • Follows up with National and District authorities that deal with land rates to ensure prompt settlement of dues.
  • Attends to matters relating to utilities and ensures that payments are up to date.
  • In liaison with the legal department, process required tenancy agreements for signature by both parties including renewals.

Responsibility for properties maintenance

  • Supervises contractors and UCAA Airport Maintenance department (when allocated responsibility to carry out specific works) to ensure quality and timely execution

Coordinating and collaborating with other UCAA departments

  • In liaison with the UCAA engineering department carries out day to day supervision of properties, including coordinating, maintaining and repairing of premises in order to meet customer requirements and improve working conditions.
  • This includes UCAA’s Offices countrywide

Monthly and regular reporting

  • Regularly submits monthly reports on overall administration and estates management.
  • Prepares reports on the condition of amenities showing the status of the properties.

Management of equipment

  • Makes input into budget proposals for the provision of photocopiers and duplicating machines
  • Continuously supervises the service providers in order to maintain optimum uptime of the equipment

Management of fixed assets

  • Ensures the physical availability and security of the assets by keeping a register of their locations to ensure accountability and guard against loss
  • Liaises with Accounts Department regularly in matters of Fixed Asset additions, disposals and security to ensure a correct record is always maintained.

Administration Management process

  • Ensures prompt provision of administrative services.

Carries out any other lawful assignment allocated by the immediate Supervisor.

  • The jobholder is cooperative and readily responds to any ad hoc tasks assigned to him.

Qualifications, Skills and Experience:

  • The applicant must hold a Master’s degree in Civil Engineering or Geometric Engineering & surveying or in Land Economics or Building Economics or in Administration or Management or Law with a post graduate diploma in legal practice obtained from a recognized University.
  • At least ten years of relevant work experience in a reputable organization, four of which should have been in Estates Management or in land survey or land management or in Administration with supervisory responsibilities.
  • Should have good knowledge of computers, and mastery of MS Office Suite.
  • Must be a seasoned People Manager with demonstrable prior experience and success in overseeing Staff productivity and Performance Management.
  • Should have knowledge of the relevant departments as well as various offices and fora that deal with land in the country.
  • Should have excellent people relations and interpersonal skills.
  • Must be a person with strong will, able to stand for and defend high ideals and with impeccable integrity.

 

Desirable

  • Candidates who do not have Business Administration, Management or Land Economics qualifications should, in addition, have a Diploma in Estates Management or hold a Professional Certification in Estates
  • Management or Post-graduate diploma in Legal practice.
  • The candidates with a master’s degree in law must in addition possess a diploma in legal practice which will be adequate.
  • Should be between 35 to 45 years old
