Job Summary:  The Programme Analyst, Gender and Human Rights works closely with other staff in the UNFPA Gender Equality and Youth Development (GEYD) unit to ensure mainstreaming of Gender and Human Rights issues across UNFPA Uganda programmes and supports the government and other stakeholders to achieve these through policy and programmatic interventions. S/he also delivers on Gender and Human rights programming activities including but not limited to sexual and gender based violence under the Country Office. Further, s/he is engaged in joint programming under the UN ‘Delivery as One’ umbrella and works closely with other development partners. S/he ensures that the CO gender and human rights programs are aligned to related national priorities, programmes and development frameworks.

 

The Programme Analyst will work closely with MoH and other relevant Ministries, Departments and Agencies (MDAs), UNFPA Country Office (CO) staff, UNFPA Regional Office, and Participating UN Agencies (UNWomen, UNDP, ILO, WHO, UNAIDS and UNICEF) to ascertain a coordinated effort in the planning, implementation, monitoring, evaluation and reporting of programming activities. The Programme Analyst will also participate in the delivery of UNFPA’s integrated ‘Package of Rights’ in addition to the Joint Programme activities.

 

The Programme Analyst ensures the appropriate application of UNFPA CO systems and procedures. S/he facilitates the work of consultants, advisors and experts and establishes and maintains collaborative relationships with counterparts in government, multilateral and bi-lateral donor agencies and civil society to address emerging issues with regard to gender and human rights programming. S/he plays a pivotal role in managing resources for gender and human rights programming from potential development partners. S/he is a substantive contributor to the GEYD unit and overall UNFPA CO programme team.

 

Key Duties and Responsibilities:

General Programming

  • Work in close collaboration with Government counterparts, CST advisers, NGOs and other partners contribute substantively to the formulation and design of the country programme and its AWPs in line with Government priorities and according to UNFPA programme policies and procedures. Ensure quality of programme/project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
  • Analyze and report on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action. Monitor projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels.
  • Expedite and coordinate project implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel.
  • Help create and document knowledge about current and emerging trends and issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.

Technical Expertise/Management

  • Analyze and interpret the political, social and economic environment relevant to Gender and Human Rights programming and identify opportunities for UNFPA assistance and intervention. Keep abreast with new policy developments and strategies by analyzing policy papers, strategy documents, national plans and development frameworks and prepare briefs and inputs for policy dialogue, technical assistance coordination and development frameworks.
  • Participate in relevant national and sub-national fora, enhancing UNFPA mandate on Gender and Human Rights programming and work to ensure that technical issues are incorporated in national development policies, plans and frameworks.
  • Address policy issues and provide substantive inputs to facilitate policy dialogue and the central positioning of Gender and Human rights programming issues within policies, national plans and strategies, UN system initiatives, and development frameworks in national and development partners’ coordination mechanisms in line with the new aid environment.
  • Ensure increased availability and use of services including legal services for SGBV victims and technical information to improve data collection, analysis, and use; with special attention to recent developments in analysis of data from censuses, surveys, statistics, etc.
  • Create substantive knowledge of Gender and Human rights issues in the country, assesses technical assistance needs in these areas and advises on the suitability of programmes and related interventions to meet these needs.
  • Manage condom programming (monitors the status of condom availability and utilization, etc) in consultation with other national and international stakeholders, with a view to have a viable, sustainable, Gender and Human rights programming in the country
  • Participate actively in appropriate UN coordination mechanisms and support and contribute to all joint programmes/activities among the UN agencies.
  • Advise the GEYD team in order to ensure that the specific needs of adolescents and persons with disability on Gender and Human rights are fully addressed.

Advocacy and Resource Mobilization and Funds Management

  • Assist advocacy and resource mobilization efforts of Country Office by preparing relevant documentation (i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events).
  • Develop factsheets, briefing materials, infographics, and presentations for public information, advocacy and resource mobilization purposes.
  • Prepare project proposals with Gender and Human rights components and share information about UNFPA tools for co-financing and funding.
  • Build strong technical and programme multi-sectoral partnerships for advocacy for Gender and Human rights programming within the broader ICPD agenda through national institutions, networks, alliances and coalitions. Monitor and keep updates on existing and potential partnerships. Follow through and ensure that recommendations and action points agreed to are addressed.
  • Prepare and manage relevant budgets; Monitor expenditures to ensure delivery is in line with approved budgets and to realize targeted delivery levels and deliver timely and accurate reporting of financial information.
  • Raise requisitions for relevant travels and procurement under the e-procurement module in Quantum.
  • Manage assets that have been procured by the UNFPA and supplied to the implementing partners; ensuring that they are put to proper use (Form C).
  • Represent UNFPA at key events where required, with regard to UNFPA’s mandate.

General Support

  • Stand-in for other Programme team members on selected functions as may be required.
  • Carry out any other duties as may be required by UNFPA leadership.

Qualifications, Skills and Experience:

  • The applicant must hold a Master’s Degree in law, human rights, gender, development, population studies and/or other related social science fields.
  • A minimum of two years of increasingly responsible professional experience in the field of development and population activities required and a focus on gender and human rights is desirable;
  • Work experience in the field of Sexual and Reproductive Health is preferred.
  • Specialized knowledge and experience in Gender and Human rights approaches will be desired including in the development and provision of support programmes for survivors of Sexual Gender Based Violence, including legal services and advice;
  • Specialized knowledge and experience in gender-based violence including the promotion of women’s access to justice, legal training, national and International laws and policies on gender equality and women’s rights;
  • Experience in programme/ project management including experience in large multi-sector programmes;
  • Experience working with the Ministry of Gender Youth or a Human Rights Organization in Uganda is desirable.
  • Field experience is an asset;
  • Prior experience in the UN system is an asset
  • A thorough understanding of the UN system in general, and especially UNFPA mandate, its policies and operations and current development topics and political issues in Uganda will be an added advantage
  • Demonstrated ability to work in a team
  • Languages: Fluency in English; knowledge of other official UN languages, preferably French is desirable.
