Job Summary:  Join Our Team as a Senior Programme Advisor for Green Agro-Business and Finance.  The Danish Embassy seeks to recruit a talented Senior Programme Advisor to join our team and help drive our project management within green agri-business and agri-finance. If you have experience in the administration of development cooperation, corporate governance, development cooperation programming and agri-business, we want to hear from you!

 

Key Duties and Responsibilities:

Strategy

  • Oversee the strategy, partner implementation and partner administration of projects within agri-business and agri-finance, including results frameworks, finance, and reporting. Develop and start new projects in line with the overall Danish strategy.
  • Provide technical advice and support to implementing partners so that they are equipped to contribute effectively towards agri-business, agri-finance, climate and environment.
  • Participate in donor coordination as well as dialogue with the Government of Uganda.

Corporate Governance

  • Manage relationships with key partners, focusing on the Embassy’s participation in governance, e.g. participating and supporting boards of directors, board committees and owners’ meetings.
  • In dialogue with the team leader, suggest and implement changes in the Embassy’s involvement in partner governance.

Administration

  • Administration and management of engagement(s) within agri-business and agri-finance. This includes, but is not limited to, partner accountability, anti-corruption follow-up, procurement and budget management.
  • Review of grants to ensure adherence to Danish government requirements related to budget presentation, acceptability of cost and other requirements.
  • Coordinate the implementation of the Danida administrative guidelines, seeking external and internal advice as required to facilitate compliance.
  • Coordinate and oversee annual audits; ensure effective implementation of all audit recommendations.
  • Monitoring of compliance and progress during the implementation of the grant.
  • Oversee timely reporting, including financial and narrative reporting. Develop and maintain strong relationships with stakeholders, particularly donor coordination.
  • Ensure compliance with EU rules under a delegated partnership. The position is part of a delegated partnership with the EU, and the tasks contribute to this.
  • Support the team and the Embassy’s work in general, e.g. helping Danish companies in Uganda and supporting Danish entities visiting.

Qualifications, Skills and Experience:

  • The applicant must hold a Master’s degree in business, agriculture, finance, economics, social science or a related field
  • Eight years of experience in administration and management of grants, working for a donor or in a medium or large-sized donor-funded organisation.
  • Experience working directly with agriculture, climate change, environment or related fields.
  • Proven project management experience, preferably within international cooperation
  • Knowledge of corporate governance from the private or NGO sectors
  • Experience in financial management, including developing and monitoring budgets and financial reporting.
  • Proficiency in Microsoft Excel.
  • Experience working with partner organisations in relation to grants management
  • Good interpersonal skills, a collaborative style and the ability to communicate effectively
  • Strong reporting skills, particular attention to detail and result orientation
  • Ability to work independently and proactively follow up.
  • Excellent communication and interpersonal skills

NB: The expected commencement date is June 1st 2023. The position is fixed-term, ending Dec 31st 2027, with a possibility for renewal.
