About US:

The National Information Technology Authority-Uganda (NITA-U) is an autonomous statutory body established under the NITA-U Act 2009, The Authority is under the general supervision of the Ministry of Information Communications Technology and National Guidance (MOICT&NG). The National Information Technology Authority, Uganda was established with a mandate to coordinate, promote and monitor the development of IT in the context of social and economic development of Uganda.

 

Job Summary:  The Data Scientist will be responsible for collecting, analysing, and interpreting large amounts of data to identify ways to help Government through NITA-U improve government planning, operations, and systems and in turn transform public service delivery

 

Key Duties and Responsibilities:

  • Develop predictive and descriptive models using machine learning, advanced statistical, optimization, and big data techniques including: multivariate, regression, decision trees/classification, and time series
  • Assist in identifying critical questions to be answered and contribute to developing analytics-driven solutions and KPIs to enable more effective decision making
  • Conduct analysis and data modelling to draw insights that drive critical decision-making and uncover patterns in e-Government services usage and other ICT indicators.
  • Create various machine learning-based tools or processes within NITA-U and for MDA entities, such as recommendation engines or automated lead scoring systems.
  • Interacting with business stakeholders across departments to define project requirements, test prototypes, and communicate results
  • Perform data mining and carry out statistical analysis on data collected from various MDA and NITA-U systems
  • Research, evaluate, and recommend systems/equipment/technologies based on client needs for the Data.
  • Run reports to be utilized for planning in government
  • Utilize practices and tools for data extraction, queries, and data manipulation in accordance with business processes in government
  • Work with Government integration platform to produce data for analytics, dashboard and reports
  • Enhancing data collection procedures to include information that is relevant for building analytic systems
  • Work with the Data Centre team to set up big data processing platforms and data pipelines for both batch and online data analysis.

Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s Degree in Computer Science, Information Systems, Information Technology, Software Engineering, Statistics, Mathematics or a similar field from a recognized university;
  • At least three years of experience in data science/analytics in a large organization.
  • Excellent understanding of  machine  learning  techniques  and  algorithms  for  both supervised, unsupervised, and reinforcement learning.
  • Experience with common data science tools such as Python, NumPy, MATLAB, R, or
  • Experience with data visualization tools, such as D3.js, ggplot, Seaborn, etc.
  • Ability to develop models on amazon web services or other cloud platforms using the above tools or frameworks such as TensorFlow is an added advantage.
  • Aggressive problem diagnosis and creative problem-solving skills
  • Strong organizational skills to juggle multiple tasks within the constraints of timelines and budgets
  • Ability to work and thrive in a fast-paced environment, learn rapidly and master diverse software technologies and techniques.
  • Interpersonal skills
  • Excellent communication skills (verbal & written) and presentation skills.
