Job Summary:  The Junior Specialist: Compliance will support the Head of Regulatory Affairs as the alternative point of contact / liaison between the Bank and the Regulators.

 

Job Summary:  The Junior Specialist: Compliance will;

  • Support implementation of the regulatory engagement plan.
  • Identification and assessment / analysis of regulatory requirements for embedment in business operations in order to mitigate exposure and risk, as well as any loss, monetary and reputational, by providing specialist support to management in identifying risk, compiling Compliance risk management plans, providing the appropriate advice and monitoring levels of compliance.
  • Support the review, localisation and ongoing update of Compliance policies and standards and dissemination of Compliance policy related matters to Business.
  • Facilitate operational processes in the section including but not limited to managing communications to Regulators, handling complaints escalated to Regulators, management of the review, impact assessment and roll out of new regulatory requirements, responding to requests for information and business advisory.
  • The role requires business awareness and a proactive approach in anticipating and addressing risks, driving adherence to the Values of the Absa Group, building a solid network of relationships within the bank and with Regulators and being a role model for Compliance across the industry.
  • Support align in country policies and minimum standards for Financial Crime and effective governance structures to Group Compliance Standards
  • To facilitate and embed policies, processes and business requirements to ensure that risk is sufficiently mitigated.
  • Co-ordinate and Review Gap Analysis exercises performed by the Team.

 

Key Duties and Responsibilities:

Accountability:  Operational duties – 60%

  • Enhance and promote a compliance culture through awareness activities such as emailers and face-to-face engagements.
  • Undertake the necessary actions supporting the Regulatory / Stakeholder Engagement plan as contracted with the Head of Regulatory Affairs
  • Advise business on compliance issues and provide compliance opinions
  • Support the delivery of commitments made to the Regulator through continuous monitoring and engagement with relevant stakeholders
  • Implement and comply with BIA Audit recommendations
  • Facilitate the Regulatory Change process (New Regulatory Requirements) and embedment in the business and proactively follow up changes in the implementation of new or amended legislation.
  • Act as the alternate point of contact between the business and Regulators.
  • Manage all complaints escalated to Regulators to a logical conclusion.
  • Support the regulatory communications process by liaising with Business on matters that need to be communicated to the Regulator and prepare draft communications / letters.

Accountability:  Reporting: 20%

  • Support the full reporting process through collection of required information and preparation of draft reports.
  • Deal appropriately with compliance issues and escalate issues in an appropriate manner to the relevant persons.
  • Maintain a formal record of minutes of all meetings held with the Regulator and capture all Regulator interactions on the Absa Regulatory Engagements System.
  • Produce quality reports with issues identified with supportive business focused recommendations, and submit to Head Regulatory Affairs and the Head of Compliance
  • Complete compliance returns and regulatory change report (monthly, quarterly and annually or as required)
  • Manage the dispensations, waivers, breaches (DWBs) process as identified, and share the log on a monthly basis.

Accountability:  Stakeholder Relations: 20%

  • Keep the Head of Regulatory Affairs and Head of Compliance informed on compliance matters that may pose financial or reputational risks for the business.
  • Attend relevant in-country meetings, and assist forums in identifying and comprehending the regulatory compliance risks
  • Ensure timeous provision of information to Regulators
  • Communicate regulatory issues / concerns with internal stakeholders and line management
  • Develop and implement programme of regular meetings with internal stakeholders (quarterly formal meetings)
  • Assist business to draft correspondence and presentations to the Regulator.
