About US:

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.

 

Job Summary: The Senior Operations and Compliance Officer will be responsible for ensuring effective and efficient monitoring, regulation, and compliance of licensees under Development and Production.

 

Key Duties and Responsibilities:

  • Responsible for providing timely and effective feedback on any communications between the Authority and the licensed oil companies under development and production.
  • Responsible for scheduling work programme and budget review meetings including Advisory Committee Meetings, Technical Committee Meetings, Finance Technical Meetings, Human Resource Meetings (HRMs) and other periodic engagements between licensees and the Petroleum Authority of Uganda.
  • Tracking of key outcomes/minutes of operations and work programme & budget meetings for use in subsequent engagements and ensuring that the actions are closed out in a timely manner.
  • Prepares and updates compliance matrices for the different licensees and projects.
  • Follow up on the submission, review, and endorsement of minutes/records of all meetings with the licensed oil companies under development and production.
  • Undertake the preparation of the Annual Compliance Reports to assess the compliance of the licensed oil companies under development and production to the Production Sharing Agreements, the relevant Acts and regulations and industry best practices.
  • Supports the preparation for audit meetings relating to Production Sharing Agreements under development and production.
  • Undertake the review of periodic update statutory reports submitted by licensees.
  • Compile and ensure proper archival of key project information such as approvals, contracts, reports, statistics, among others, throughout the life of the projects.
  • Track project implementation schedules and agreed milestones for the activities under the Upstream projects.
  • Keep track of the budget and expenditure aspects of the key project contracts.
  • Undertake periodic reporting on the progress of the Upstream projects to internal and external stakeholders.
  • Support the planning, budgeting, and reporting on the activities of the Department.
  • Carry out any other duties as may be assigned from time to time.

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Master’s degree in  Petroleum   Engineering,   Oil/Gas   Engineering, Geosciences or related disciplines from an internationally recognized institution
  • A Bachelor’s Degree (Hons) in Engineering, Geosciences, Physical Sciences or Construction Management from an internationally recognized institution.
  • At least Four (4) years of relevant working experience in the Oil and Gas industry.

  • Interpersonal skills.
  • Stakeholder Management skills.
  • Communication skills.
