About US:

The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.

 

Job Summary: The Officer Monitoring and Evaluation (M&E) will be responsible for designing and implementing the Monitoring and Evaluation activities of the Authority; supporting the Senior Officer Monitoring and Evaluation in preparing quarterly/annual reports on work plan implementation progress and will monitor the Authority activities on a regular basis, support development and maintenance of the M&E systems of the Authority.

 

Key Duties and Responsibilities:

  • Participate in the design, implementation, and review of the Authority’s monitoring and evaluation activities, to track performance and delivery of set targets.
  • Participate in the development of tools and indicators for use in quarterly and annual reporting; and collect, collate, and file quarterly Monitoring and Evaluation (M&E) reports.
  • Participate in the design, development, and implementation of an M&E system, guidelines, manuals, and standard operating procedures for the Authority to facilitate monitoring and implementation of the Authority’s strategic plan and annual work plans.
  • Develop monitoring and evaluation indicators and ensure that all Directorates submit regular, structured performance monitoring reports for analysis to facilitate management review and decision-making
  • Undertake data quality audits to provide an in-depth assessment of data quality reported by Directorates and implement action plans in collaboration with them for corrective measures on identified gaps during the data quality audits.
  • Consolidate monthly, quarterly, mid-term as well as annual Directorate performance monitoring reports.
  • Participating in evaluation, reviews, survey, and surveillance activities focusing on the overall Authority’s performance tracking, measurement, and reporting.
  • Manage the Authority’s monitoring and evaluation data, including databases.
  • Undertake any other assignments as may be directed from time to time

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Bachelor of Economics, Statistics or related field.
  • Post graduate diploma in Project Planning & Management or Monitoring and Evaluation.
  • At least three (3) years relevant working experience in a reputable organisation.
  • A Master’s degree in Economics, Statistics, Project Planning & Management, or Monitoring and Evaluation from an internationally recognized University / Institution.
  • Strategic and Operational Planning & implementation.
  • Analytical skills.
  • High level of integrity.
  • Communication and report writing skills.
  • Interpersonal skills.
