Marie Stopes Uganda (MSU) is an NGO registered in Uganda. We are affiliated to Marie Stopes International. For over 20 years, Marie Stopes Uganda (MSU) has been working to provide voluntary family planning (FP) services to thousands of men and women across the country. MSU is the largest, most specialized private FP and reproductive health (RH) organization working in every district of Uganda with approximately 30% of modern contraceptive market share.

 

Job Summary: The role contributes to Marie Stopes public sector strengthening (PSS) channel to the MoH and district local governments. RTO will be required to provide leadership support to District Trainers (DTs), Public Health Workers (PHWs) and facility incharges and ensure that clients receive comprehensive FP services. RTO will support PHWs and sites to function as members of the PSS channel and he/she will similarly work closely with DTs in conducting onjob mentorship, continuous supportive supervision, competency assessment and follow up on selected PHWs and ensure that a supportive environment for FP services is created within the supported districts and regions.

 

Key Duties and Responsibilities:

  • Working with district leadership, identify and select suitable PHWs to undergo FP/PAC training guided by established selection criteria.
  • Conduct onjob mentorship for selected PHWs in provision of quality FP/PAC services, Adolscent health services, data quality management, stock management and share appropriate field reports with documented SMART action plans.
  • Work with Clinical quality team to Implement annual clinical quality assurance plans for assigned PHWs, conduct competence assessment and reinforce quality standards based on QTA feedbacks
  • Review and assess facility performance dashboards, conduct data validation and use available data to inform decision for channel performance improvement to meet the project/individual agreed projections.
  • Promptly report any provider misconduct and clinical incompetence that threatens client quality of care and MSI objectives.
  • On a monthly basis, use historical site performance data to advise channel on facility selection, clustering and scheduling
  • Collaborate with Social behaviour change communication (SBCC) team, Outreach Cluster Coordinators and ensure that outreach schedules are shared with PSS sites to support PHWs completion of mentorship and effective management of referral for permanent methods and management of clinical complications.
  • Identify and engage members of District Health management including District Trainers, facility in-charges as part of project stakeholders in supporting project activities within the selected districts and facilities and organise joint supportive supervision and follow-up with the identified DTs or managers.
  • Develop appropriate work plans for supervision support and district engagement as well as timely monthly submission of reports with SMART action plans to address the identified gaps.
  • Working with SBCC team, RTO will ensure that selected VHTs create demand generation for FP services both within the facility and surrounding communities.
  • Support selected health facilities to effectively maintain up to date stock records; quantify consumption and forecasting and support them in the ordering of FP supplies and redistribution.
  • Prepare PHW mentees for MSI competency assessment and ensure that they adhere to QTA standards at all times.
  • Train PHW mentees in documentation and reporting of all FP/PAC services provided, incidents occurred through available MSUG reporting system and monitor that routine reporting happens. He/She will also ensure that facility data quality is maintained and validation standards are met and conduct spot checks, as required

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Diploma in Nursing, Midwifery and Clinical Medicine, Bachelors in any related field will be an added advantage
  • People management experience is preferred
  • Must have an up-to-date registration certificate with the appropriate regulatory council.
  • At least two years of experience in implementing health related interventions at district level, preferably in FP service delivery and mentorship
  • At least two years active service in a clinical setting.
  • Preferably experience in training/mentorship, supervision and developing skills of others.
  • Preferably, experience of working directly in client care which includes counseling, Adolescent health services, involvement in delivering quality family planning services especially LARC, stock management, involvement in reporting and data validation, a good understanding of the issues of women’s reproductive health services and rights, experience in coordination working with client mobilization.
  • Detailed knowledge of clinical protocols; family planning methods, PAC service provision.
  • Computer literacy (MS Office, Excel Packages, PowerPoint, Knowledge of Outlook usage)
  • Previous experience working on a donor funded project is an advantage
  • Effective communication
  • Excellent Interpersonal skills
  • Able to mobilize train, mentor, instruct/teach and develop health workers to provide FP Services.
  • Ability to identify solutions to problems, plan logically and focus on completion of tasks
  • Able to work under pressure and with minimal supervision
  • Excellent organization and time management skills
  • Ability to demonstrate MSU values.
  • Ability to maintain confidentiality
