Marie Stopes Uganda (MSU) is an NGO registered in Uganda. We are affiliated to Marie Stopes International. For over 20 years, Marie Stopes Uganda (MSU) has been working to provide voluntary family planning (FP) services to thousands of men and women across the country. MSU is the largest, most specialized private FP and reproductive health (RH) organization working in every district of Uganda with approximately 30% of modern contraceptive market share.

 

Job Summary: Reporting to the Clinical Quality Lead, QAMT Officer provides dedicated quality assurance management and capacity building to MS service delivery channels.  S/he works closely with team leaders, coordinators and providers to ensure that MSI’s global clinical quality standards, infection prevention, adverse event management and client care are effectively applied across all Marie Stopes supported services in Uganda. QAMT Officer uses a variety of adult learning techniques and provider mentoring to identify and support individual providers and teams improve their clinical and counselling skills.  Success is measured by consistently high quality scores across all service delivery channels, effective management of adverse events, and timely action taken to address any identified weaknesses.

 

A QAMT Officer is expected to demonstrate MS values in their behaviour. S/he will use data to analyse performance, raise key issues, and monitor performance to ensure delivery of measurable results and demonstrate strong fiscal management of donor resources.  Appropriate and high-quality client care provided by skilled providers at MS service delivery network is the key measure of success for a QAMT Officer.

 

This role has three key responsibilities

  • Quality Assurance Management
  • Effective Training
  • Review and reporting of serious incidence QTA scores

 

Under direction from the Clinical Quality Lead,

  • Implement annual clinical quality assurance plans for assigned providers and service delivery channels
  • Provide QA visits to all assigned providers and teams; produce and share appropriate reports and action plans
  • Review provider and team self-assessment QA dashboards and identify trends or areas for quality improvement; action an appropriate plan to address issues and improve client care
  • Promptly Report any adverse events or provider misconduct
  • Provide monthly performance dashboards and trend analysis for all assigned providers
  • Report any misconduct identified in QA visits
  • Report any clinical incompetence that threatens client care and teams
  • Report any adverse events or provider misconduct
  • Ensure full compliance with all MS clinical service delivery, infection prevention and client care standards
  • Participate in Ministry or internal meetings and other planning and review meetings as needed and approved by the Clinical Quality Lead

Qualifications, Skills and Experience:

  • The ideal applicant must hold a Diploma in Nursing/Midwifery or Clinical Medicine (Degree in Nursing/Medicine qualification is desirable)
  • TOT qualifications for reproductive health highly desirable
  • Clinical competence certification in FP methods (short term and LARC), PAC and infection prevention essential
  • Understanding of MSI Clinical Guidelines an advantage
  • More than one Ugandan language desirable
  • Demonstrated experience providing training and quality assurance for family planning and maternal health required
  • Proven experience in training, mentoring and capacity building
  • Clinical quality audit experience for family planning and sexual health essential
  • Experience and knowledge of Ugandan health sector and community health service delivery (including mobile services)
  • Demonstrated ability in facilitating staff capacity development at all levels
  • Excellent communicator, an active networker and good listener
  • Proven communication and writing skills to persuade and influence at all levels
  • Proven IT skills with the ability to analyse data for strategic purposes and decision making
