About US:

The Regional Service Centre in Entebbe, Uganda (RSCE) was established in July 2010, following the adoption of General Assembly resolution 64/269. The Centre provides efficient, client-oriented and scalable services with the goal of moving transactional, non-location dependent administrative functions to the Centre from its client entities. This includes transactional elements of human resources, finance, multimodal movement and control, personnel and cargo transport and information and communications technology (ICT) support.

 

Key Duties and Responsibilities:

Support the implementation of RSCE mandate

  • Contributes to the effective and efficient implementation of RSCE mandate through coordination with client Entities.
  • Serves as the adviser to the Director RSCE on all matters pertaining to the management of the Centre.
  • Monitors the RSCE budget and ensure the Center has the requires financial resources for mandate implementation.
  • Contributes to the overall running of RSCE by producing timely and relevant Key Performance Indicators (KPI) reports to inform the performance of the Centre.
  • Oversees the Regional Training Centre
  • Ensure acquisition and management of all RSCE properties
  • Manages the Centre in the absence of the Director by providing the necessary support and advice to all key stakeholders

Internal Management

  • Coordinates the budgeting process in RSCE by ensuring timely preparation, submission, and implementation of the Budget.
  • Oversees and ensures that the Centre has the require human resources commensurate to its smooth running of operations
  • Coordinates overall asset management of RSCE by validating the main asset management plan for the Centre.
  • Maintains effective communication with UN headquarters and client missions on cross cutting issues.
  • Provides strategic reports on RSCE operations through the Governing bodies such as the Client Board and the 3. Steering Committee.
  • Provides overall support and guidance to the management of the Regional Training and Conference Centre.
  • Implements, manages and oversees proper archives and document management system.
  • Identifies broad strategies required for the development and implementation of the RSCE’s work programme.
  • Ensures development, preparation, coordination and monitoring of RSCE overall work plans, when appropriate.
  • Coordinates RSCE response to Audit recommendation as appropriate.
  • Participates in risk assessment analysis by coordinating the Center’s overall response to the main operational risks identified.
  • Ensures the provision of guidance, performance evaluation, supervision and mentoring to all administrative support and other staff in the areas of his/her responsibility.
  • Ensures RSCE facilities are up and running, maintained, and space allocated efficiently to support RSCE operations.
  • Supports the Director of RSCE when preparing and presenting the budget before legislative bodies, providing information and clarification in support of budget proposals.
  • Performs related duties as may be required by the Director RSCE e.g., provides briefing to visiting senior officials on visit, administrative and technical support activities, etc.

  • Performs other related work as required.

Qualifications, Skills and Experience:

  • Advanced university degree (Masters or equivalent) in business or public administration, human resources management, finance, accounting, or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of fifteen (15) years of progressively responsible experience in administration, human resources management, finance, budget, logistics related field is required.
  • Management experience with responsibilities in budget, finance and Human Resources management is required.
  • Experience with the provision of service delivery and support to client entities is desirable.
  • Experience in implementing UN administrative, financial, logistics or information technology policies, practices and procedures is desirable.
  • Experience in the management of an Office, which is geographically decentralized is desirable.
  • Supervising a large office, unit or section within the United Nations system or another comparable large Organization comprising various functions is required
  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
