The objective of the program in Uganda is to improve livelihoods of the most vulnerable population in rural areas through interventions that increase their Food and Nutrition Security, improve sustainable access to WASH services and support the employability of the youth through vocational and life skills training. WHH understands that livelihoods of the rural population in Uganda can improve sustainably, if people are able to meet their basic food needs, have access to clean drinking water, safe sanitation, a healthy environment and take up opportunities to earn and diversify a decent income.

 

About Project:

Welthungerhilfe Arua is anticipating receiving funds from Enabel for a youth skilling project with a duration of 18 months. We are looking for a person to fill the position Head of Skills Development Department who is self-driven, team-oriented, and can work with a minimum of supervision. The successful candidate will be based in the Arua Office with frequent movement to the field in Districts of Arua, Terego and Madi Okollo. The contract period is 18 months with a possibility of renewing, depending on availability further funding.

 

Key Duties and Responsibilities:  

The Head of Skills Development Department will be responsible to:

  • Provide technical leadership to Arua project and the local partner organisation on the implementation of skills development activities.
  • Support in the design of vocational skills training plan for the skills sector.
  • Support the MEAL team to conduct monitoring and evaluation of all vocational skills sector project such as tracer studies and labour market scans for learning purposes and reporting.
  • Lead the selection and placement of interns to private sector enterprises.
  • Coordinate and represent Welthungerhilfe in sector/ coordination meetings with key stakeholders
  • Plan and manage the utilization of skills budget monitoring expenses and ensure effective utilization of the funds.
  • Profile youth and private sector enterprises
  • Take lead in coordinating the Directorate of Industrial Training (DIT) assessment of trainees (registration and assessment)
  • Prepare monthly, quarterly, and annual work plans and reports for activities under vocational skills project.
  • Document lessons learned, success stories and key recommendations.
  • Support management in resource mobilization through concept and proposal development.
  • Perform other duties and tasks as assigned by the management

 




Required Qualifications

  • Bachelor’s degree in any Vocational Skills Degree, Development Studies, Social Sciences and any other related field.
  • Post Graduate Diploma in Project Planning and Management will be an added advantage.

 

Required professional experience

  • At least five years’ experience in vocational skills training project.
  • Very good knowledge of working with private sector enterprises and youth skills training project.
  • Experience of coordinating assessment with DIT for WorkersPAS
  • Experience in implementing together with a local partner (CBO)
  • Knowledge of working in West Nile region especially refugee settlements.
  • Good understanding of Ugandan labour market and dynamics is an advantage.
  • Desired skills
  • Good working knowledge of ICT technologies (internet, email, computer applications, MS Office packages)
  • High degree of self-motivation and proven ability to lead a team and coordinate field activities with other partners
  • An open-minded, positive and creative ability to solve challenges
  • Willingness to ride a motorcycle, work for long hours and sometimes stay overnight in the field when work demands.
