Joint Medical Store (JMS) is a Church-founded private not for profit organization whose mission is to supply medicines, medical equipment and related health care services of assured quality to the people of Uganda at affordable prices.

 

Job Summary: The ICT Officer will ensure that JMS ICT services and infrastructure are adequate, protected, preserved and used to enhance efficiency and effectiveness of JMS services and processes.

 

Key Duties and Responsibilities:  

  • Develop / review monitoring tools and use the tools to determine performance characteristics of the ICT related systems
  • Design and implement corrections, corrective action and preventive action for the ICT related systems
  • Liaise with IFS contacts and other solution centres to resolve complex user request and ensure optimal usage.
  • Troubleshoot and carry out routine server backups and restoration of the windows server/workstation including IFS and any other ICT systems.
  • Provide technical support in development and maintenance of all JMS databases, websites, internet, intranet and any other electronic/digital office applications
  • Maintain all JMS computer networks and systems, develop and implement operational and user network procedures for access and security.
  • Ensure reliable Information Management Systems for JMS,
  • Prepare and oversee the implementation of operational plans for the ICT department.
  • Prepare and oversee the implementation of operational plans for the electronic data used by all staff at JMS
  • Ensure that proper Business Continuity Plans are in place, regularly tested and develop and test Disaster recovery plans
  • Design IT projects and tasks in addition to scheduling of IT tasks, plans and projects
  • Coordinate development, implementation and update of information technology user policy guidelines.
  • Sensitize staff, service providers of ICT Policies to concerned parties.
  • Ensure that data is classified and rights are assigned to people who are supposed to access it
  • Ensure authentication procedures are in place to control the access to enterprise information
  • Conduct Sensitization to domain users of the importance of system passwords and other authentication procedures.
  • Provide technical support for resolution of requests relating to IFS and other JMS Information Management Systems.
  • Identify IT user training needs, develop and conduct internal training programmes and/or recommend appropriate action.
  • Develop automated solutions to make department procedures more automated and to increase access therein
  • Ensure security parameters are properly set up and anti-virus programs, operating systems and other vital applications are up to date and running at all times
  • Monitor hardware and software usage and ensure all are compatible with JMS’s IT systems
  • Ensure IT systems are properly licensed.

  • Plan the acquisition, installation, maintenance, storage and inventory control of all computer hardware and software.
  • Plan and schedule regular maintenance
  • Assess IT infrastructure needs and develop a procurement plan in line with the ICT budget




Key Performance indicators;

  • Monitor performance of ICT systems and intervene as per the ICT procedures
  • Plan, organize, control and evaluate IT and electronic data operations
  • Design, develop, implement and coordinate systems, policies and procedures
  • Ensure security of data, network access and backup system
  • Act in alignment with user needs and system functionality to contribute to organizational policy
  • Preserve assets, information security and control structures
  • Handle annual budget and ensure cost effectiveness
