The United States Embassy in Kampala, Uganda has enjoyed diplomatic relations with Uganda for over 30 years.  Ambassador Natalie E. Brown currently heads the U.S Mission to Uganda.  The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.

  • United States Agency for International Development (USAID)
  • Centers for Disease Control (CDC)
  • Peace Corps

 

Job Summary:  The Public Health Specialist (Anti Retroviral Treatment) is a public health technical advisor on HIV antiretroviral therapy (ART) to the U.S. Centers for Disease Control and Prevention (CDC) Uganda Country Office.

 

Job holder performs public health technical, managerial, administrative, and coordination functions, with a focus on pediatric and adolescent treatment activities supported under the President’s Emergency Plan for AIDS Relief (PEPFAR). The incumbent will work directly under the supervision of the Treatment Team Lead.




Qualifications, Skills and Experience:

NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

  • The applicants for the United States US Embassy Public Health Specialist (Anti Retroviral Treatment) job opportunity should possess a Master’s degree in Public Health or Medicine is required
  • At least five years of mid-to-senior level public health experience in developing, implementing and evaluating HIV treatment programs with a focus on pediatric and adolescent populations or other relevant public health programs that involve coordination with an international agency or implementing partner is required.
  • Detailed knowledge and experience in HIV treatment with strong skills in the clinical management of HIV/AIDS in general and thorough public health knowledge of current HIV/AIDS situation among pediatric and adolescent populations is required. Good knowledge of data-driven strategies to plan, develop, implement, and evaluate results of public health programs. Demonstrated ability to conduct high-quality strategic science with impactful dissemination of results to expert and lay audiences is required. Good knowledge of team management, including program implementation and monitoring, leading a multi-disciplinary team, and administration, budgeting and fiscal management, is required. Comprehensive knowledge of the Uganda government health care system and structures, including familiarity with Ministry of Health policies, program priorities, and regulations is required.
  • The job holder will be required to have data analytic skills to enable him/her to use data to prioritize programmatic areas for impact. Program management skills are required, including planning and coordination skills, stakeholder engagement, and management and negotiation skills.
  • Technical proficiency in data management, analysis, and data interpretation for continual program improvement is required.
  • Proficiency in Microsoft Office with regular keyboard skills where good working speed and accuracy is required. Strong oral and written skills for effective communication are required.
  • Ability to develop, conduct, and disseminate strategic science with effective communication to expert and lay audiences is required.
  • Program administration skills are required, including reviews of regularly reported data, preparation of ad hoc reports, and management of grants and cooperative agreements.
  • Ability to manage and lead multi-stakeholder teams toward achievement of programmatic priorities. Tactful and diplomatic skills to ensure effective working relationships with USG, national and international working partners is required.
  • Language: Fluent speaking/reading/writing English is required. This may be tested
