Job Summary: The CREATE Programme Officer works in conjunction with other members of the programs team to implement activities in the country. S/he supports in planning and execution of programme activities in liaison with CREATE Country Coordinator; ensuring quality in accordance with accepted standards, providing essential feedback for learning, accountability and decision-making. S/he will coordinate with partners funded by CREATE, and give oversight of any programme activities at the community level. The Programme Officer will work as part of the team developing and implementing a range of programmatic activities under the CREATE portfolio and support the Country Prgram Coordinator in all necessary tasks.

 

Key Duties and Responsibilities:

Programme Management

  • Support the day to day management of the programme and coordinate the activities in line with the approved workplan.
  • In coordination with program team and partners, plan, implement activities in accordance to the agreed workplan.
  • Develop materials, concept notes that detail the CREATE activity plans.
  • Plan and facilitate stakeholder sessions and workshops for different actors engaged in PCVE activities in the country.
  • Ensure that programme implementation is responsive to communities and partners, and aligned with Mercy Corps’ principles, values and strategic plan.
  • Be part of the learning processes led by CREATE’s Knowledge and Learning Partner, Wasafiri.
  • Work closely with local partners to ensure effective monitoring, evaluation and reporting of program activities and results.
  • Coordinate reporting with local partners, specifically tracking deadlines, ensuring adherence to formats and requirements, ensuring reporting quality and accuracy, and periodic report writing, editing, and submission.
  • Build the capacity of all relevant team members to implement program monitoring tools, accurately enter program data into relevant databases, and enable them to develop excellent reports and other documents.
  • Coordinate with finance and operations staff to ensure operational systems are in place to support field activities including logistics, procurement, security, administration and human resources.
  • Other duties as assigned.

Collaboration/Networking with partners

  • Build and maintain good working relationships with CREATE partners, representing Mercy Corps and soliciting participation in activities where appropriate and as directed.
  • Build the capacity of our local partner organizations through ongoing training and support on: monitoring tools, entering program data into databases, the development of reports and other documents.
  • Ensure close coordination and sharing of information with relevant stakeholders such as NTC members, CISCAVE members, as appropriate and advised by the line Program Coordinator.
  • Work closely with URI and CISCAVE members.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps Uganda and to not jeopardize its humanitarian mission

Finance & Compliance Management

  • Ensure compliance with donor and Mercy Corps regulations related to program implementation
  • Security
  • Ensure compliance with security procedures and policies as determined by country
  • Proactively ensure that team members operate in a secure environment and are aware of policies.





Qualifications, Skills and Experience:

  • The applicant must hold a Bachelor’s Degree in conflict management, social sciences, international development, political science, or other related field preferred.
  • At least three (3) years of relevant professional experience of working and implementing conflict management projects.
  • Experience working with government and civil society entities
  • Strong computer literacy with a full knowledge of MS Office applications.
  • Demonstrated ability to communicate effectively in English, both verbally and in writing
  • Demonstrated flexibility and creativity in planning and problem solving.
  • Ability to learn quickly to achieve stated results and objectives.
  • The successful candidate will have excellent verbal and written communication skills.
  • S/he will have an ability to think creatively about operationalizing and improving the regional program.
  • S/he will have proven experience with cross-cultural team and capacity building, individual staff development and leadership skills.
  • Multi-tasking, prioritizing, problem solving and simultaneous attention to details.
  • The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
